SOLICITATION – W912DQ19R3000
CONTRACTOR QUESTIONS AND USACE ANSWERS (2)
1. May we include more than 5 projects on each of the resumes in Section E?
USACE ANSWER:
There is no requirement for formatting of resumes. Please see Section 5: Submittal Requirements in the Synopsis.
2. If a resume is 1 ½ pages long, can we format Section E, such that the start of the second resume falls on page 2 immediately following the first resume and therefore there would be no wasted blank space between resumes?
USACE ANSWER:
There is no requirement for formatting of resumes. Please see Section 5: Submittal Requirements in the Synopsis.
3. Could the Government please clarify the order of importance for evaluating personnel? For instance, is professional qualifications to include advanced degrees and multiple licenses more or less important than the person being from the prime contractor and the person’s experience on the projects in Section F?
USACE ANSWER:
As stated in Section 3 (B), relevant HTRW work performed under the CERCLA Regulatory Framework by key personnel will be considered. Additional consideration will be given for experience and qualifications of key personnel of the Prime or Joint Venture (JV) firms and for experience on projects included in Section F. Responding firms should demonstrate the professional qualifications of their staff in these key disciplines, which are listed in descending order of importance. Responding firms shall submit resumes for each of the following key disciplines: (1) Project Management; (2) Hydrogeology / Geology; (3) Chemistry; (4) Environmental / Civil Engineering; (5) Risk Assessor.
4. Will the Government weigh the number of advanced degrees during evaluation?
USACE ANSWER:
As stated in Section 3 (B), relevant HTRW work performed under the CERCLA Regulatory Framework by key personnel will be considered. Additional consideration will be given for experience and qualifications of key personnel of the Prime or Joint Venture (JV) firms and for experience on projects included in Section F. Responding firms should demonstrate the professional qualifications of their staff in the key disciplines indicated.
5. Will the Government weigh more favorably personnel who have multiple licenses within NWD over someone who only has one license within NWD?
USACE ANSWER:
As stated in Section 3 (B), relevant HTRW work performed under the CERCLA Regulatory Framework by key personnel will be considered. Additional consideration will be given for experience and qualifications of key personnel of the Prime or Joint Venture (JV) firms and for experience on projects included in Section F. Responding firms should demonstrate the professional qualifications of their staff in the key disciplines indicated.
6. Additionally, we have a follow up question to the following originally asked question #7:
ORIGINAL QUESTION:
Criteria (B) for Professional Qualifications states “The basis of the evaluation will be the information in Section E and Section F of the SF 330.”
Question – Can you clarify what personnel-related information is required in Section F (Project Descriptions)?
USACE ANSWER:
In accordance with Section (B) of the synopsis, additional consideration will be given for experience and qualifications of key personnel of the Prime or Joint Venture (JV) firms, and for experience on projects included in Section F.
Follow-up Question: For the information required in Section F, would the Government like information about all personnel key to the projects submitted in Section F (i.e. the personnel important to the project and not one of the six resumes submitted in this proposal) OR the personnel for whom we are providing resumes in Section E in this proposal?
USACE ANSWER:
As stated in Section 3 (A), and 3 (A) 1, firms will be evaluated for experience and competence in sub-criterion 1 and 2 below. The most highly qualified firms will have experience in all of the following areas:
1. Remedial Investigations, Risk Assessments (human health and ecological), Feasibility Studies, execution of field investigations including soil and groundwater sampling, and installation of monitoring wells. Experience providing services for HTRW projects located within NWD should also be demonstrated. Direct experience in these areas will be given more consideration than the management or oversight of other contractors (e.g. oversight of PRPs or subcontractors). Additional consideration will be given for experience and qualifications by the Prime or Joint Venture (JV) firms as the Prime/JV. The basis of the evaluation will be the information in Section F of the SF 330.
