Solicitation Questions and Answers

Q10: Is a total of 22,000 tons/day realistic?

A10: The SOW has been revised to read as such”

“The contractor shall have the capacity to deliver a total of 14,000 tons/day split between the three sites. Deliveries shall be available 7 days a week. Daily orders shall be expected to vary in size and location but communication will take place with the COR on both a weekly and daily basis.

The completion of all deliveries shall be finished within 70 days after the initial notice to proceed is given”

Q11: It is my understanding that the roads and stockpile area are to be built by others. Is this correct?

A11: Correct

Q12: Also is the stockpile area going to be large enough to hold all of the rock or will the other contract be removing it at the same time?

A12: The stockpile area will be having the rock removed while deliveries are being made. The statement below from the SOW about coordination is in place to address this:

“Within 5 calendar days of award, the contractor shall meet with the Government COR to coordinate the delivery schedules. The contractor shall meet with the Government on a daily basis after this until such time as it is determined that coordination is no longer necessary.”

Q13: Will the other contractor have equipment to help stockpile or will we need to provide that?

A13: Delivery and dumping is only required.

Q14: Will the USACE issue a tax exempt certificate for this job?

A14: Tax exemption project certificates will be issued after award.

Q15: Will the Corps be open to an equitable adjustment if the 22,500 tons per day is not executed? Since trucking capacity is so tight in the region, most truckers require a daily minimum regardless of the quantity actually hauled.

Reason being, they have other opportunities where they could be hauling. As you can imagine there is an hauling organization that needs to be scaled up to meet this demand and we want to ensure we have the capacity the USACE requires. Similarly, trucking companies will expect to be paid since they will be turning down other work to deliver this material (whether or not it is required on a particular day).

A15: Please Note: an Amendment has been posted reducing the total daily capacity to 14,000.

However, any request for equitable adjustment will be processed per USACE standard procedures and regulations.
