QUESTIONS & ANSWERS

RFP #W912DQ-19-R-1020

STOCKTON LAKE BOUNDARY CLEARING & MAINTENANCE

Q1: How long has it been since the work solicited was last performed?

A1: The areas that require Boundary Maintenance have been cleared within the last 2 years

(approximately). The areas that require Boundary Clearing have never been cleared previously.

Q2: The specifications say that the boundary line was cleared approximately 2 years ago. Is this accurate?

A2: See answer #1.

Q3: How big of brush/trees need removed (usually we use a machete)?

A3: Trees and brush up to 10" DBH will need to be cleared. Historically powered cutting tools have been effective in performing this work but it is up to the discretion of the Contractor on equipment use required to meet the timeframes/requirements of the contract.

Q4: We most of the time use Nelson boundary paint, is that ok?

A4: We aren’t requiring the use of paint to mark trees along the boundary. Tags provided by the government will be used to mark trees along the line. See paragraph 5.1.2 for boundary marking requirements. Sign posts shall be the only objects painted under this contract. Paint specifications for post painting are listed in paragraph 5.2.1.

Q5: Is there a specific herbicide (besides the Crossbow) that's required to be used on this contract?

A5: Tordon RTU (or equivalent substitute at the discretion of the Contracting Officer) for all cut stumps, stubs, stems etc. is what we call for in the contract. See paragraph 5.1.4 of the PWS for more details.

Q6: If the boundaries were earlier cleared, was there a contract involved in the line clearing? If yes, is that contract amount public record, and where can this record be obtained?

A6: Yes. There have been previous contracts for boundary clearing at Stockton. Information regarding previous contracts is public record and can be obtained by contacting the Kansas City District Office Contracting Division or by submission of a Freedom-of-Information-Act (FOIA) request. The last two known prior boundary clearing contracts at Stockton Lake Project were #W912DQ-16-C-1051 and #W912DQ-17-P-1069. Keep in mind that prior contract requirements may not be comparable to the quantity and type of work required by this new solicitation – therefore, past pricing may not be at all indicative of the cost required to perform this work.

Q7: What are the insurance requirements for this project?

A7: This solicitation is being amended to show the insurance requirements needed for this contract.

The following will be added via amendment #0001 to the solicitation:

Type Amount

Worker’s Compensation Coverage complying with applicable state statute Employer’s Liability Minimum amount of $100,000 General Liability on Comprehensive Form of Policy

Minimum limits of $500,000 per occurrence of bodily injury which includes, but is not limited to, insurance for all work required herein.

Comprehensive Automotive Liability

Minimum limits for $200,000 per person and $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage.

Q8: Specifications read “Trees will be tagged with the tags provided by the government.” Do all trees with a diameter of 10” or greater at DBH get marked, or only trees at a specific distance interval?

A8: There is no specific distance interval for tree tagging. The intent of this tagging is to have a means of reference to the location of the boundary line when the next marker is not clearly visible or is obstructed by large trees, therefore not every tree over 10” DBH on the boundary line would need to be tagged only a sufficient number to maintain line of sight of the boundary line when markers are not clearly visible.

Q9: The specifications define a “trocha line” to be four feet wide and 7 feet tall. Can the boundary line be wider than this?

A9: No. The intent of the four (4) foot wide boundary cut is to discourage the use of off-road vehicles along the boundary line. A wider cleared area would create an access for this type of illegal use which we would like to avoid.

Q10: Are there any restrictions on use of motorized and or heavy equipment?

A10: Vegetation clearing equipment use is left to the discretion of the contractor as long as the requirements of the contract are met and the equipment does not cause damage to government or private property.

Q11: How often are the boundary line markers placed?

A11: The distance between actual boundary marker signs varies as it is based upon line of sight between the sign posts. If you are referring to how often trees are tagged along the boundary line please refer to question Q8 for this answer.
