AMENDMENT 0002

The SOLICITATION is amended as follows:

NOTE: Deleted text is shown with strikethrough. Added text is shown with underline.

1. SPECIFICATIONS:

a. Section 01 11 00 Paragraph 1.1.1 Project Description

The identified sections of levee R471-460 are to be raised between mainstem levee station 426+44 and 728+00. An additional option includes the installation of 27 relief wells between mainstem levee stations 292+00 and 326+00 and the stabilization of existing relief wells in the same area. A future contract will be let while the R471-460 South of Highway 36 Levee Raise and Relief Wells Contract is underway for a R471-460 levee raise between mainstem levee station 0+00 and 421+00. Several of the more significant tasks to be performed in connection with this contract include the levee raise, stability berm construction, seepage berm construction, construction of new manholes and pipe extensions, abandonment of two 12 inch diameter pipes and construction of a new 24 inch diameter outlet pipe through the levee, reinforcement of three gatewells using fiber reinforced polymer, and the option to install 27 new relief wells and stabilize the existing relief wells. Finally it should be noted that due to work that will take place in the floodplain the anticipated adverse weather days have been increased in Section 01 30 00. The work associated with this project includes a levee raise, the construction of seepage berms, the addition of stability berms, modifications and repairs of gatewell structures, the abandonment of conduits, the extension of conduits, the modification of ditches, repairs due to flood damage, and other incidental work necessary to complete the project.

Options include the installation of relief wells and the stabilization of existing relief wells at all locations identified within the construction documents. A future contract will be let while the R471-460 South of Highway 36 Levee Raise and Relief Wells Contract is underway for a R471- 460 levee raise generally North of Highway 36. Finally it should be noted that due to work that will take place in the floodplain, the anticipated adverse weather days have been increased in Section 01 30 00.

b. Section 01 11 00 Paragraph 1.2. Occupancy of Premises

b. A future contract shall take place concurrently with this project. This project consists of a levee raise between stations 0+00 and 421+00. The Contractor shall coordinate schedule and site access with the Contractor performing this future contract. It is currently projected that this future contract will be awarded in September of 20192020.

c. The contractor shall coordinate with the levee district sponsor during flood events for their access in deploying pumps and discharge lines at existing gatewell structures. Extended pumping time may be required in which case the contractor shall provide protection over discharge lines for access across the levee during construction operations.

c. Section 01 22 00.00 10 to be replaced in entirety

d. Section 01 30 00 Paragraph 1.2 SUBMITTALS

Add Kansas Department of Transportation (Kdot) Information; G, RO to SD-01 Preconstruction Submittals

e. Section 01 30 00 Attachments

2. Union Pacific Grant of Easement and Agreement Kansas Department of Transportation Highway Permit Use of Right of Way

f. Section 01 50 00 Paragraph 3.5.1 Resident Engineer’s Office Removed. Paragraph 3.5.2 Trailer- Type Mobile Office renumbered to 3.5.1.

g. Section 33 26 00.00 23 Attachment – Additional boring information in relief well area between station 295+80 to Station 330+00.

h. Section 35 41 00.01 23 Paragraph 1.5.1 Lines and Grades

The fill will be constructed to the lines, grades, and cross sections indicated on the drawings, unless otherwise directed by the Contracting Officer. The Government reserves the right to increase or decrease fill widths and slopes or to make such other changes in the fill or backfill sections as may be deemed necessary to produce a safe structure. Increases in height of section, made to compensate for settlement or consolidation of the fill material subsequent to the completion of the fill will not exceed 5 percent of the height above the foundation at the levee centerline indicated. The end slopes and side slopes of partial fill sections must not be steeper than one vertical on three horizontal unless otherwise noted.

i. Section 35 41 00.01 23 Paragraph 3.5 Dewatering and Diversion

Surface water and groundwater control shall be accomplished in coordination with the required excavation and fill construction. Groundwater shall be maintained at least 3 feet below excavations required for construction of levee features. Surface and/or groundwater control may necessitate the use of temporary diversion ditches, cofferdams and/or dewatering by the use of pumping. Methods for care of surface water and for controlling the surface and groundwater levels will be subject to approval of the Contracting Officer. It is anticipated the groundwater elevation will be approximated by the water surface elevation of the Missouri River adjacent to the project area. Historical river elevations and stage-duration curves for the Missouri River gage at St. Joseph are provided in the construction drawings.

j. Section 35 41 00.01 23 Paragraph 3.6 Excavation

Excavation consists of removal of material in preparing the foundations to the lines and grades shown on the drawings, removal of material from ditches and channels to the lines and grades shown on the drawings, removal of objectionable materials and obtaining required fill materials from borrow areas. Blasting will not be permitted. Overexcavation will be backfilled to grade with similar overexcavated material or satisfactory material and compacted to a density of at least that of the surrounding material. The Contractor shall not excavate if river levels are, or are projected to be, within 3 feet of the bottom of the excavation.
