SOLICITAITON – W912DQ18R3000 – QUESTIONS & ANSWERS

5. In reference to the 11-point font requirement, would it be acceptable to use a smaller font size for tables and graphics only?

Answer: No

6. Section 5, Submittal Requirements states the following “For all SF 330 sections, use no smaller than 11 pt. font.”

Is it acceptable to use no smaller than 11 pt. font for text added to the SF 330 sections, and use 9 pt.

font for exhibits, such as charts and graphs?

Answer: No

7. The Submittal Requirements specify that we use the 03/2013 edition of the SF-330. May we use the current SF-330 version (08/2016) instead, since the 03/2013 edition is obsolete and no longer available from the Government website?

Answer: The most current version of SF-330 is preferred. The synopsis has been revised to reflect this change.

8. Secondary Selection Criteria: Does the volume of DoD A-E Contract Awards only pertain to the Prime/JV firm or does it also include the team subcontractors?

Answer: It pertains just to the Prime/JV firm, not team subcontractors.

9. Section 3 (A) of the solicitation includes the following sentence, “Firms will be evaluated for experience and competence in areas 1 through 3 below, clearly demonstrated in the past five (5) years.”

Some of the relevant projects we would like to use in Section F of our SF 330 began before this five year limit and continued into that interval before completion. May we include descriptions of the projects before the five year limit, or should we only describe or execution of the projects in the past five years?

Answer: The evaluation will be limited to work performed in the past five (5) years. Responding firms should clearly demonstrate that the experience or competence described in the SF 330 was obtained within the past five (5) years.

10. Will the government allow no page limitation for section H so that offeror may distribute the 70 page count as would best represent them?

Answer: No, the page limitation for section H will remain unchanged.

11. The government has stated that this contract may potentially be used for EPA region 2 projects, will the government allow offerors to present EPA region 2 projects as part of the 10 presented projects in section F or Criterion F?

Answer: Yes, offerors may submit projects for EPA Region 2 as part of the proposal; however, responding firms should be aware that the primary selection criteria specifically mention:

1. Experience on projects located within NWD should be demonstrated; and

2. Responding firms should demonstrate the extent of their capabilities to serve projects located throughout the USACE NWD.

12. Would the government allow an extension of 10 days upon answer questions so that offers may properly incorporate answers to questions?

Answer: The response date has been extended to Thursday, January 25, 2018 at 2:00 pm Central time.
