About this file

This document includes a synopsis for indefinite delivery contracts for architect-engineering services and questions and answers related to the solicitation. The U.S. Army Corps of Engineers Kansas City District is seeking to award contracts under a $12 million ceiling to three small businesses to provide hazardous, toxic, and radioactive waste environmental services. The contracts have a five-year period of performance. Work will involve tasks such as investigations, risk assessments, feasibility studies, and remedial designs across the Northwestern Division and potentially EPA Region 2. Submittals are due January 23, 2018 and should include one Standard Form 330 along with relevant experience and staff resumes. Evaluation criteria prioritize specialized experience, professional qualifications, past performance, capacity, and locality knowledge. The secondary criterion is past DoD architect-engineering contract volume.

USACE NWK SOLICITAITON – W912DQ18R3000 – QUESTIONS & ANSWERS

1. Has a contractor performed similar work to this for the government in the past? If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Answer: The Kansas City District Environmental Program has solicited small business A-E ID/IQ contracts in the past. This specific synopsis is Phase B of the small business A-E contracts outlined in the Multiple Environmental Government Acquisition (MEGA) acquisition strategy. Thus, this is not a new requirement in that the District continues to have a need for small business A-E support for a variety of projects in the Program at any given time. The contract numbers for the previous MEGA Small Business A-E MATOC were W912DQ-12-D-3006, W912DQ-12-D-3007, and W912DQ-12-D-3008.

2. Under item 3.B, Professional qualifications, the Corps lists the 7 key disciplines required and the number of resumes allowed for each. Will the Corps evaluate resumes in other categories that are likely to be used in a contract of this type, assuming the total page count stays under the required 70 pages, or will other categories not be evaluated and rated?

Answer: Responding firms should submit resumes of key personnel proposed for this contract under SF 330 Section E. The disciplines that the Government considers key for this contract are the seven (7) listed in paragraph 3.B of the synopsis. Each resume submitted in SF 330 Section E should fall under one of the seven (7) key disciplines listed in paragraph 3.B of the synopsis.

3. Under item 3.B, categories with two related technical areas like hydrogeology/geology, or risk assessment where you might want to see human health and ecological risk assessment. Would the Corps evaluate two of each of these disciplines or just two total within the seven categories? It seems that with the limit on Section H and the 10 projects, there will be a number of available pages where additional resumes could be included.

Answer: A maximum of three (3) resumes for Project Manager, and a maximum of two (2) resumes for each of the other key disciplines listed in paragraph 3.B of the synopsis may be submitted.

4. In a number of criteria descriptions, the solicitation identifies the section of the submittal that will be the basis of the evaluation. For example, under 3.(A).1 (specialized experience), it notes that the basis of the evaluation will be Section F. If additional information is provided in Section H will this additional information be considered in the evaluation process? This also applies to other criteria such as (B) Professional qualifications

Answer: Each criteria states which section(s) of the SF 330 will be considered during the evaluation.

Only information included in the stated section(s) will be considered. For example under item 3.(A).1 the basis for evaluation is in Section F of the SF 330. Responding firms should only include information in SF 330 Section H that is specifically requested in the synopsis to be included in Section H.
