PERFORMANCE WORK STATEMENT
Collaborative Program Workspace (CPW) in support of the National Geospatial-Intelligence Agency (NGA) Next NGA West (N2W) Program
1. Program Objective: The U.S. Army Corps of Engineers (USACE) seeks a cloud-based information workspace and service that provides a highly collaborative program document management solution with an ability to retain multiple large technical documents and deliver an auditable history of the program. The objective of the Collaborative Program Workspace (CPW) is to support information sharing for all aspects of the planning, design, construction, and transition to operations of a replacement main office building and ancillary support buildings/infrastructure for the National Geospatial-Intelligence Agency’s (NGA) site in St. Louis, Missouri. The new project is referred to as the Next NGA West (N2W) Program, and is estimated at approximately $850 million for the construction effort. It will be constructed in an urban location within the City of St. Louis, Missouri.
USACE will manage the construction efforts on behalf of NGA, which will include numerous contractors supporting the effort as well as other stakeholders involved in the transition from NGA’s current facilities to N2W campus. Teams will work in a highly virtual environment with team members contributing from all over the United States. The contractor-provided Software-as-a-Service (SaaS) cloud-based information sharing solution shall be hosted in a minimum of a Defense Information Systems Agency (DISA) approved Level 4 cloud environment that will provide a secure and collaborative workspace for information management and sharing. It will capture, control, and transfer files throughout the life cycle of the N2W program, and upon close out deliver a comprehensive record of the program. Complementing the system, the SaaS contractor will assist N2W team members with organizing technical and administrative information and prepare a tailored forum where information sharing and decision-making can be easily accomplished. The combination of the system and the service should be ideal for coordination and communication among various external partners and for tracking project interaction to potentially be used for claims negotiation.
2. Contract Objectives:
2.1. High Performance: The proposed N2W CPW shall be capable of meeting the demand of large applications and documents (at some points can reach 30 GB) so that workflows are fast, reliable, collaborative, and efficient. Data and documents must be accepted and retained in their native format and retrieved from the system following project completion.
2.2. Program Record: Documents need revision history tracking to document the iterative process and clearly identify product evolution. A final close out package must be delivered to USACE to clearly display an auditable record of the program.
2.3. Security and Permissions: All data shall be encrypted both in-flight and at-rest (point-to-point). USACE shall have full control over who has access to the data stored and retain all data rights.
2.4. Nationwide Availability: All data shall be available in all regions throughout the country.
2.5. Fully Managed: The service shall be fully managed including, but not limited to, providing 24/7 assistance and establishing organizational structure and conducting training with CPW users and team members.
2.6. Global Platform: The proposed system shall be accessible from multiple and different types of computers (e.g. desktop, laptop, tablets (Windows, iOS, or LINX based systems) and smartphones (both Android and Apple)) simultaneously with a preference to not rely on a software install. If a separate application needs to be loaded on a mobile device (e.g. tablet, mobile phone), USACE will work the CPW vendor to obtain accreditation of the application,
2.7. Information Management: The information system and service shall have experience managing large, complex construction projects, and provide suggestions on organizational structure for best management. The following is a listing of required and desired features and capabilities of the information management system and service to be provided:
Required Features of the CPW Service:
1) All cloud service offerings must comply with the DoD Cloud Computing Security Requirements Guide (SRG), version 1, Release 3, dated 6 March 2017 (DoD Cloud Computing SRG, dated 6 March 2017), or the current version of that document as of the date of contract award, to include mobile code provisions.
2) The CPW service shall provide the appropriate cloud environmental for Controlled Unclassified Information. The Department of Defense Cloud Computing SRG dated 6 March 2017 defines impact levels for Cloud Computing environments.
Based on the DoD Cloud Computing SRG and needs of the program, a minimum of a Level 4 cloud environment is required for the CPW service.
3) The CSP and the CPW service shall comply with DoD PKI and DoD ECA PKA requirements for Identification and Authorization (I&A) access per the DoD Cloud Computing SRG. The vendor will be required to assist the Government in the I&A role based access process for all users – maintaining read/write/access permissions to and within the CPW system.
4) The CPW service shall provide for management, including security and access control, for all N2W documents/files. Documents/files will be maintained in their native format (e.g. CADD files will remain CADD files and not converted to PDFs or another format). However, reviews of documents/files shall be converted to PDFs to ease in download and insure that the CPW works across all platforms (laptop, tablet, smartphone, etc.).
5) The CPW service shall establish and monitor a file/vault/cabinet/folder structure that insures efficient organization of all program information; establishes and monitors access control with variable permission levels (read/access/download vs.
write/create/upload) of the information; and shall provide for capacity to store large files (e.g. CADD drawings, BIM Models, etc. for a multi-building 100 acre campus, where the largest building is 800,000 square feet in size, and the total built facility area is in approximately 1.8 million square feet.)
6) The CPW service shall: (1) include capability for multiple N2W program calendars; (2) schedule meetings with authorized users of the CPW; and (3) function as the repository for N2W program briefings, status reports, lessons learned, risk registers, design deliverables, etc.
7) The CPW service shall also have action item tracking system and construction status (change orders, submittals, RFI/ASI, etc.) report generation capability for use by the Government, prime contractor and other stakeholders (authorized users). The CPW shall have structure that allows designation of specific user roles/responsibilities to ensure that only specific users have access to specific types of information/documents.
8) The CPW service shall provide 24/7 reliability and access, with minimal downtime for system maintenance during non-peak hours. Service non-availability shall not exceed more than 4 hours per month and only between the hours of midnight to 0400hrs EST for maintenance. The vendor shall insure that the CPW service is backed up a minimum of daily, to reduce chances for loss of data. CPW contractor shall be responsible for recovery/restoration of any lost data.
9) The CPW service shall offer broad Section 508 compliant accessibility from multiple locations via internet on all types of platforms (laptop, tablet, & smartphone).
10) The CPW service shall provide dedicated customer support.
11) The CPW service shall be easy to use, with training and help guides in literature and/or video format.
12) The CPW service shall offer scalable phases (e.g. the system needs to be capable of meeting the needs of the N2W program during all phases of the program:
planning/programming, design, contracting, building, sub-contracting, commissioning, transition to operations & maintenance, and full operations). It is envisioned throughout the life of the program authorized users will be added and deleted from the CPW system, the system should be capable of tracking each of these different phases. Scalability must include the ability to accommodate new/additional projects.
13) The CPW service shall be accessible and useable across many different device platforms (computers, tablets, and smartphones). Preferred that the system functions without any specialized software or application installed on the device.
14) The CPW service shall provide a complete and auditable digital history of the program to USACE/NGA at the end of the program to assist with potential claims post-construction and for operation & maintenance (O&M) integration. Provide a hard drive at project close-out with all project files. Files will be organized in a clear, useable structure.
15) The CPW service shall allow for transfer of all files and data in their native format at any time during the contract and at the conclusion of the contract.
16) The CPW service shall provide a secure cloud-based project information system and service to serve as a collaborative forum for information management by capturing, controlling, and transferring files amongst authorized users throughout the life cycle of the N2W program. Multiple users from any organization who have been granted the appropriate access level shall be able to manage/curate document upload, storage, search, and comment/review for those items that are in their domain.
17) The CPW service shall train users on the system (both initial and for new users as needed). Users include team members from USACE, NGA, City of St. Louis, Contractor Support (Multiple), and U.S. Air Force.
18) The CPW service shall provide transfer of ownership of N2W project system content to NGA, for their use, and deliver a close-out package to USACE with a comprehensive audit trail.
Desired Features of the CPW Service:
1) The CPW service should enhance the review and approval process of program information, documents, submittals, permit applications, etc. Examples of how the CPW could enhance the following examples are provided:
Planning Phase: During this phase, documents are generally prepared/managed by the Government team members and the A-E, Commissioning, Security, and IT support contractors. Documents are drafted, then reviewed and commented, and then finalized. It would be beneficial if the CPW were a mechanism to collaborate on the review of documents (not necessarily where reviewers are editing documents rather that they are providing comments to documents). The USACE Dr. Checks system is a tool that can be used to do this, but the reviews are done in a vacuum. Collaborative review is a process whereby reviewers can see other reviewer’s comments as they are being made within the CPW system. This can be extremely beneficial to the project by expediting reviews. Upon completion of a document, the CPW stores all review comments, documents the action on comments and houses the final, approved document.
Design Phase: For the purpose of the N2W program, the design phase of a majority of the facilities is broken into two parts – the first part of design is the preparation of the Design-Build (D-B) Request for Proposal (RFP). The second part of design is after award of the D-B contract. Part 1 of the Design Phase entails the A/E preparing - with input from the Government and Commissioning, Security, and IT support contractors - the RFP which identifies the performance requirements included into the D-B RFP. This phase is anticipated to be completed prior to contract award, but will require storage in the CPW.
Part 2 entails the D-B contractor working on the actual design of the main office building and facilities. It is desired that the CPW have the same concurrent design review capability as discussed above. Note: During all phases, the reviewers of documents are Government and outside the government team members/stakeholders.
The CPW should function effortlessly for both types of team members (inside/outside government). Note: There will be approximately 6 to 7 other small business set aside contracts preparing design and construction elements on other support features throughout the project area.
Construction Phase: During the construction phase, the CPW should have the capability to have many more users that are non-government personnel. This is so the D-B contractor’s sub-contractors and suppliers can use the CPW to easily communicate with the prime contractor, the designer of record, his sub-contractors & suppliers, the Commissioning, Security, and IT support contractors, and with the Government (NGA & USACE). This includes design reviews, Requests for Information (RFIs), Architect's Supplemental Instructions (ASIs), submittals, schedules, change requests, proposals, and general correspondence. The CPW should have the capability to flow these various documents through the review and approval process. This eliminates paper, improves communications, and expedites resolution of construction issues in a timely manner.
Transition to Operations Phase: As the construction phase comes to completion, the project will transition to operations. The DB Contractor will provide Operations and Maintenance (O&M) services for the first two years of occupancy. During this time the CPW will continue to provide a vehicle for collaborative communication for the team. At the completion of construction, the complete CPW system archive will be transferred to the Government for ready access to the historic data as needed. New issues and data will be added to the CPW during the Transition to Operations phase, and a final archive incorporating all of the data from project inception to close out will be provided at the completion of the CPW contract.
An additional support contractor for deployment will join the team during the latter part of construction and extending on into the Transition to Operations phase. This contractor will be responsible for seamlessly transitioning NGA’s workforce from their current location to the N2W facility. This contractor will utilize the CPW to support their deployment activities.
2) Webcam: If the N2W Program establishes webcam(s) at the construction site, the CPW could be the location where this could be viewed. Also, the CPW would be the repository of the webcam video.
3) Construction progress photos/documentation: The CPW should have the capability to link construction progress photos to drawings so that an actual ‘as-built’ condition could be documented through the CPW.
4) Automated Document Handling: A desired capability of the CPW is that it has the ability to automate document handling processes such as the process of reviewing and approving N2W program documents (i.e. design drawings, ASIs, RFIs, submittals, permits, daily reports, QA/QC test reports, pay requests, progress schedules, change order documentation, commissioning results, training videos, etc.). The term “automated handling” means that the CPW system would provide the capability, i.e.
workflow for documents to be routed electronically through a review, approval and feedback process. In most instances, document review would occur on PDF versions of the construction documents. The automated process would track all review comments/actions and provide system for tracking and monitoring all actions.
5) Chat Platform: Users with appropriate access levels will be able to establish and manage collaboration chat rooms for specific groups/issues in the CPW System.
2.8. The CPW service shall, at a minimum, track and store the following types of data and documents from the design, construction, and operations & maintenance phases:
