SECTION 01 11 00
SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work includes the complete demolition of the old Fort Riley hospital building, energy plant, related smaller structures, roads, parking lots, and incidental related work. The site will be restored to green space.
Facility demolition will include buildings identified as numbers 600, 601, 604, 612, 613, and 615. Structures and contents are to be removed in their entirety.
Building 600: The existing hospital building is a 7-story, cast-in-place reinforced concrete structure with brick veneer. The foundation consists of concrete piers and pile caps, with some areas of the building having a crawl space below the basement floor. All furniture, fixtures, and equipment which remain in the building will become the property of the contractor, with the exception of the roof mounted windsock. Windsock should be removed and turned over to the Contracting Officer. The project includes demolition and removal of all subsurface elements of the project, except for portions of the piles below the foundation.
Building 601: A small metal and glass bus shelter on concrete pad, located in the north parking lot of Building 600.
Building 604: A small metal and glass smoking shelter on concrete pad, located just west of Building 600.
Building 612: This is a wood framed structure located north of Building 600, currently used as a storage building.
Building 613: The cooling tower structure north of Building 615.
Building 615: The energy plant, located just north of Building 600.
Building 615 is a cast-in-place concrete structure, containing boilers and other equipment related to the main hospital, Building
600. Foundations for this structure are undetermined. Included in the scope is a utility tunnel extending from 615 south to 600, identified as a confined space. Equipment related to Building 615 includes, but is not limited to, the following:
-Two York electric chillers, R-123
-Two Tecochil natural gas engine driven chillers, R-22; 340 tons -Two dual fuel boilers, 34,000 lbs/hr -Fuel oil pumps, accessories, and piping from two underground fuel oil tanks.
-Domestic water softening system consisting of large water storage/treatment tanks.
-Underground brine storage tank -Accessory items
01 11 00 - 2
Site demolition will include removal of all parking associated with the hospital and removal of utilities within the site. Utilities will be capped at the site boundary.
The site shall be filled with clean fill suitable for new construction.
The site is to be graded to facilitate drainage and seeded.
Hazardous material abatement will be required.
Asbestos-containing materials (ACM) are expected to be encountered. Refer to Appendix A.13 Hazardous Materials Inventory, 21 OCT 2010, which lists known locations and quantities for ACM in the hospital (Building 600). All ACM must be disposed of in an appropriate landfill capable of receiving asbestos waste. A KDHE-licensed abatement contractor is to perform removal when required.
Sink drain traps and floor drain trap in the laboratory are potentially contaminated with elemental mercury from spills and broken components. The traps shall be removed and packaged for disposal. Removal of the floor drain will require cutting of the floor. All visible mercury shall be collected separately and recycled. Prior to disposal, properly categorize the waste through Toxicity Characterization Leaching Procedure (TCLP) sampling performed in accordance with SW 846 protocol identified in EPA's RCRA regulations.
Lead-lined walls and doors are to be removed and disposed of by recycling.
Lead-based paint is generally not considered hazardous material unless removed from walls and concentrated. When removed as part of demolition, generally disposed of as normal waste based on TCLP concentrations. Prior to disposal, properly categorize the waste through TCLP sampling performed in accordance with SW 846 protocol identified in EPA's RCRA regulations.
Plastic piping used for silver processing recovery are present in the basement below the X-ray Department. The lines were used for direct waste from the X-ray photograph processes on the first floor to a recovery system in the basement. The recovery system has been removed. The capped process lines shall be removed and packaged for disposal. Prior to disposal, properly categorize the waste through TCLP sampling, performed in accordance with SW 846 protocol identified in EPA's RCRA regulations.
Ash in the incinerator is potentially contaminated with cadmium or other metals. The ash should be removed and packages for disposal. Prior to disposal, properly categorize the waste through TCLP sampling, performed in accordance with SW 846 protocol identified in EPA's RCRA regulations.
Medical vacuum/Suction lines are present in the various surgery areas of the hospital. These lines should be removed by properly trained and protected workers during interior demolition. Biological hazards associated with these lines are similar to demolition of sanitary sewer lines.
Medical gas storage tanks and distribution lines are present throughout the hospital building. These tanks and lines should be properly disposed of by recycling.
All elements of the buildings and associated site features and utilities as described are to be removed from the site. Only abandoned utility conduits directly under paved areas are to be retained, to avoid road disturbance.
01 11 00 - 3
1.1.2 Location
The work is located at the the intersection of Huebner Rd. and Caisson Hill Rd., approximately as indicated.
1.2 OCCUPANCY OF PREMISES
Adjacent building(s) will be occupied during performance of work under this Contract. Maintain access and parking for all occupied buildings for the duration of work.
The helipad located next to building 600 must remain operational and accessible for the duration of work and after work is concluded. The helipad is FAA certified for larger aircraft that need to serve the new Irwin Army Hospital to the northeast of the work site. The helipad is used infrequently but must remain free of debris and operational.
Before work is started, arrange with the Contracting Officer's Representative a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.3 BOILER OPERATIONS
If the boilers are used after turnover of the facilities to the contractor, the contractor must ensure certified boiler operators are running the plant.
