The public bid opening will begin at 1:01PM, local time, on the same date, at the following address:

**At this time we have acquired the necessary real estate interests for CLIN(s) 0001 – 0013 but have not yet acquired them for option CLIN 0014. The government is currently pursuing the real estate certifications for this option. All bids must price option CLIN 0014 or they shall be deemed nonresponsive. The contract option will not be awarded until all such interests are obtained.

PART 1 GENERAL
1.1 SINGLE JOB PAYMENT ITEMS BASE CONTRACT
Payment items for the work of this contract for which contract job payments will be made are listed in the BIDDING SCHEDULE and described below for the BASE CONTRACT, which generally includes work from Station 0+00 to Station a61+00. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials INCLUDING OFF-SITE BORROW MATERIAL, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.1.1 Sanitary Sewer Line Relocation
1.1.1.1 Payment
Payment will be made for costs associated with constructing a new 8-inch and/or 18-inch diameter PVC sanitary sewer line; associated manholes, service connections, and drops; demolition and abandonment of an existing 15-inch diameter VCP/DIP sanitary sewer line and associated manholes; and all other sanitary sewer work not specifically mentioned EXCLUDING PORTIONS
OF THE SANITARY SEWER LINE THAT REQUIRE BORING AND/OR SHORING TO CONSTRUCT.
This work generally occurs between levee stations 5+00 and 35+00 and is shown on the drawings that have sheet reference numbers that begin with
"SS".

1.1.2.1 Payment

Payment will be made for costs associated with constructing a new 30-inch diameter DIP water supply line; associated manholes, valves, fittings, and straddle blocks; demolition of an existing 30-inch diameter PCCP water supply line and associated valves and fittings; 42-inch protective steel casing and assocaited standpipe; concrete encasement; utility owner coordination; all other waterline work not specifically mentioned. 1.2 UNIT PRICE PAYMENT ITEM - BASE CONTRACT
1.2.1 Unsatisactory Material Removal and Disposal
1.2.1.1 Payment
Payment for removal and disposal of unsatisfactory material from required excavations will be made at the applicable contract unit price per cubic yard for "Unsatisfactory Material Removal and Disposal". Price and payment shall constitute full compensation for furnishing all plant, labor, testing, employ of professional engineering services, equipment and material, and performing all operations necessary for excavation, any required testing, hauling, and disposal of the unsatisfactory material and

1.2.1.2 Unit of Measure

Measurement for the removal and disposal of unsatisfactory material will be made by the cubic yard and quantities determined by the average end area method from cross sections taken before excavation of the unsuitable material, and after excavation of the unsuitable material. Survey cross sections shall be taken in sufficient numbers to account for geometric changes in the cross sections, but not less than 25 foot increments measured along the areas to be excavated.
1.3 SINGLE JOB PAYMENT ITEM - CONTRACT OPTION
Payment items for the work of this contract for which contract job payments will be made are listed in the BIDDING SCHEDULE and described below for the CONTRACT OPTION, which generally includes work from Station a61+00 to the end, at approximate Station a69+61. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials INCLUDING OFF-SITE BORROW MATERIAL, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

3.1 CONTRACT COST BREAKDOWN
The Contractor must furnish within 30 days after the date of Notice to

Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.
