1) Same question from two contractors.
a. What is the water analysis the performance is based on: “Feed flow @ 95.35 gpm -70% or > recovery - 66.475 gpm permeate flow”?
b. Do you have the water analysis this system is based on? “Feed flow @ 95.35 gpm - 70% or > recovery - 66.475 gpm permeate flow” there is a source water analysis or assumption this is based on
Attached water analysis (attachment 1).
2) The requirements state: “Minimum 20' seaworthy container”, can the supplied container be a 40’ high cube? A 20 foot standard shipping container is what is desired. Each ROWPU is to be installed and operable in a separate container.
3) Confirm the ROWPU units are skids shipped in the container, not for use in the container? Each ROWPU shall be in a separate container and will be operated inside the container.
4) Is there a basis of design on this unit? The basis of the design is that it needs to do what a ROWPU is designed to do and do it in a container.
5) What connection will be needed for the Feed (i.e. 2” Thread)? The customer has no specific limitation on this connection. You may install the connection that is standard for your unit.
6) What connection will be needed for the Permeate (i.e. 1.5” Victaulic)? The customer has no specific limitation on this connection. You may install the connection that is standard for your unit.
7) Is there any need for consideration of Post Treatment (i.e. CL2 or Calcite)? Yes
8) If we deliver less than 28 TDS, is that good or bad for you? Yes 28 TDS is the minimum. If the vendor product specification is not 28 TDS, they should propose what is the closest they can reach or a range they can reach at the price proposed. Also, we answered this question in #55, “We are happy to have the vendor’s suggestions on any configuration or accessory with the customers benefit in mind.”
9) Do you have a desired pH of the Water (our untreated water comes out about 6 pH)? That’s fine
10) Will the feed water temperature be a consideration (i.e. between 55° and 80°)? Not a consideration
11) If we provide the electrical Distribution Panel, will you connect to it? Yes
12) Can you provide the water analysis for this project, we have the TDS levels but we need complete water analysis to accurately size the R/O units. Yes
13) What is the delivery date? The delivery date requested is first available. Local/international vendors have the option to ship directly to the end point (Afghanistan) instead of shipping to Dover, AFB.
14) The last line on the RFQ states; "Minimum 20' sea worthy container". Does that mean, you want the entire system built into a container; piping, electrical, etc. so it could be moved around site to site in
Afghanistan? Kind of plug and play or is the container only for shipment to the final destination and then it would be off loaded and placed on site in a brick and mortar facility? If permanently containerized, we would have to include the cost of container, piping, valving, electrical panel, etc.
Refer to answer to question 2.
15) Will the pre pump feed come from an atmospheric pre storage tank? Unsure
16) What is the water source to be treated? Well water
17) Can you please provide details above chemical compound of the water source, e.g. water's hardness, sodium content, etc.? Yes (attached)
18) Besides providing the suction pumps, does the Government require that the contractor provide any kind of connections? The entire unit should be fully installed and in working order to include all parts except the spare parts requested.
19) Will you need a self-priming pump or flooded suction pump? Self-Priming
20) Are you looking for the system to be supplied with pretreatment filters or just need the RO controller to have an option to lock out the pre-treatment filters when in backwash? The later
21) Are you looking for the system to have a separate storage tank to hold permeate (good) water and have an independent pump to deliver the permeate water back into the RO for Pre and Post Flushing? Yes
22) Are you looking for the 20-40 ft. container to contain heating and air conditioner HVAC, lighting? Yes
23) Please verify you are requesting pricing on two (2) identical system, one in each container. Correct
24) What is the place of performance? Afghanistan
25) Capacity of RO Plant required is 4000 Gallons per Hour (GPH) as mentioned in specifications. Please confirm it is 4000GPH or 4000GPD. 4000 GPH
26) The solicitation states that the minimum size is 20’ container. If costs are similar, would the Government prefer a larger unit of 40’ or a 20’? Refer to answer to question 2.
27) 18.5kW or 24.8hp High pressure pump – This unit will require a higher HP. Propose as needed
28) Vessels: Qty. 5, 3 membranes per vessel, 300 psi rating and FRP Construction – This unit will require a higher pressure rated vessel. Propose as needed
29) What pretreatment are you referring to? Pretreatment assemblies are usually connected to the multimedia filters and are connected to the assembly outlet high pressure pumps.
30) Flow Rate Specifications states Concentrate Flow: 3.47 is this a typo? Yes I believe it should be 347 based upon the temperature we record in Afghanistan.
31) Can a Product TDS: 28ppm be achieved with a single pass RO? That is for the manufacturer to determine.
32) Target Product TDS? We have measured TDS of 3000 ppm to 3800 ppm. (see water analysis)
33) The solicitation details indicate >95% recovery and >99% rejection on single pass. That sounds very aggressive for a single pass RO. With 3700 ppm TDS and with 96% rejection, you would still end up with 148 ppm in product quality. The quality requested for is 28 ppm? Please advise
34) What is the product water being used for? (Potable, Boiler Feed, Drinking, Other) Water is used for hygiene, maintenance, eventually drinking if potable thus DFAC and medical.
35) The solicitation notes 3Membrane vessels. Are they locked at 3M vessels? Could we use 4Membrane vessels? Yes, 3 membrane is the minimum
36) What about Pretreatment? Nothing is indicated in the feed quality or any pretreatment needed?
We would prefer pretreatment, see question 29.
37) The request states “Minimum 20’ sea container’ -Does this mean that they system should be installed and mounted in a 2 ft. or larger sea shipping container?
-Or does this alternatively mean that it should be shipped and packaged in a 20 foot or larger container?
Refer to answer to question 2.
38) Does RO system to be installed in a container or not? Refer to answer to question 2.
39) If it is installed in Containers, update about purchase of containers, who will buy containers? Refer to answer to question 2.
40) Please update about sand/carbon/resin pre filters, whether these filters need in containerized RO system. All should be in the containerized RO system.
41) Or these pre filters sand/carbon/resin pre filters, need to install in the container too. Yes
42) Capacity of RO Plant required is 4000 Gallons per Hour (GPH) as mentioned in specifications. Please confirm it is 4000GPH or 4000GPD. GPHour
43) When is the deadline for submission of this offer? See solicitation close date on FBO.gov.
44) What is the purified waters intended purpose? Refer to answer to question 34.
45) Is the container just for shipping of the RO unit or will the RO unit be required to operate inside the container once onsite at the final destination? Refer to answer to question 2.
46) It has been mentioned as treated water (permeate water) as 28 ppm. But with 3747 ppm of feed
TDS. Max possible product water quality with RO is less than 30 ppm @ 25 degree water temperature with Sea water membrane. But in Afghanistan we can expect water temperature of max 40 degree during summer. During that time the product water quality may vary 40 to 50 ppm.
Hence mentioned treated water quality is tough to achieve with single pass RO. Hence please confirm whether you require 28 ppm is actually required? If you confirm us we can able recommend for the same. For potable water as per WHO norms, the water should have less than 500 ppm is suitable for drinking & potable water. Please confirm the same. Confirmed
47) High pressure pump KW mentioned as 18.5 KW, which can be achieved only with the help of brackish water membrane, which can able to give product water quality less than 150 ppm. For 28 ppm, we need 50% more power. Please confirm the 1st point, we can able to confirm you the power required for the High pressure pump. Don’t understand the question.
48) The specifications called for a "Feed Pump". We assume this pump is to supply feed water to the RO unit and separate from the high pressure RO pump. If a separate supply pump but what is the source supply and what pump suction pressure is available? Are there any additional user supplied components that this supply pump must feedthrough (such as media or sand filters, activated carbon filters act....) or just feed water to the RO inlet prefilter? It needs to come fully containerized and ready to plug and play with immediate results.
49) Membrane technology has changed over the years. It is likely the target production can be done with a different configuration, and possibly less membranes. May the supplier deviate from this configuration to the benefit of the consumer? Please provide ROSA or IMSD software projection.
We are happy to have the vendor’s suggestions on any configuration or accessory with the customers benefit in mind.
50) Membrane technology has changed over the years. It is likely the target production can be done with a different configuration, and possibly less membranes. May the supplier deviate from this configuration to the benefit of the consumer? We are happy to have the vendor’s suggestions on any configuration or accessory with the customers benefit in mind.
51) Please describe minimum alarm requirements. Is a low pressure switch or high pressure switch required? Both
52) Please give more details of the minimum requirement for this request. We can only answer specific questions.
53) Automatic product flush w/pump and storage tank -Pre-filter (on-skid), 5 micron bag filter-This seems to be insufficient pre-treatment considering *********’s Experience in water treatment.
Will there be separate strainers, additional 20 micron bag filters? See questions 49 and 50.
54) Flow Rate Specifications: Total Raw Flow from Source: 95.35 gpm Product Flow: 66.75 gpm Concentrate Flow: 3.47 – This concentrate flow does not make sense when considering 95.35 GPM
– 66.75 GPM IS 28.6 GPM. Please Confirm. NOTE: This flow rate specification should not be set in stone; there should be a degree of freedom. Every RO system May have a range of recovery % and a target product flow. These change with membrane and RO condition too. ********would like to request the ROSA projection used for the required flows stated in this specification to confirm. Or ********would like the freedom to meet product flow, with flexibility on feed and concentrate flow. How will customer like to discharge the concentrate? Please describe desired piping or Terminal Point connection. We are happy to have the vendor’s suggestions on any configuration or accessory with the customers benefit in mind.
55) Product TDS: 28 ppm - Why so low? Drinking quality/world health organization is < 500 PPM TDS.
Sometimes re-mineralizers are in use for taste purpose and PH adjustment. 28 PPM is very purity when considering drinking purpose. Will the customer want a re-mineralizer? We are happy to have the vendor’s suggestions on any configuration or accessory with the customers benefit in mind.
56) Feed TDS: 3,727 ppm - Is this the average the ROWPU will see? Will the ROWPU see seawater on occasion? The membranes for this fee water will have special polyamide plastic for brackish waters;
Not seawater requiring pressures up to 1000 PSI. If the application will require sea water (36,000 PPM on occasion), the pressure will be different. NO Sea water
