PERFORMANCE WORK STATEMENT
FOR NON-TACTICAL VEHICLES (Cranes) IN SUPPORT OF JPMRC Recovery (FY25)
1.0 SCOPE OF WORK. In accordance with the schedule of support and services, the contractor shall support users who require non-tactical vehicle support for NMC vehicle uploading for Linehaul operations. The contractor shall provide non-tactical vehicles and operators support from 25 FEB 25 through 28 FEB 25 in support of US Forces as outlined in Section 2 of this Performance Work Statement.
2.0 DESCRIPTION OF SERVICES. The contractor will provide non-tactical vehicles and operators support in accordance with the Contractor Vehicle Schedule in Section 2.2.
2.1 CONTRACTOR / OPERATOR RESPONSIBILITIES. Contractor will be solely responsible for the following:
(1) Operators have knowledge of assigned area and are able to navigate between multiple location with or without the aid of a GPS
(2) Licensed/Qualified Operators/Riggers for each vehicle
(3) Provide all supplies necessary to operate the vehicle to include fuel
(4) Delivery of vehicles at the beginning of each contract period
(5) Removal of vehicles at the end of each contract period
(6) Daily cleaning of vehicle as necessary
(7) HAZMAT cleanup / disposal if applicable
(8) Drivers lodging & food
(9) Full maintenance to include regular servicing and unscheduled maintenance
(10) Repair or replacement of any broken or unserviceable parts on vehicle
(11) If the contractor’s scheduled or unscheduled maintenance results in the US
Government losing use of a vehicle for more than 12 hours, the Contractor shall provide a replacement vehicle of a comparable make and model for the US Government to use.
(12) Operators/Riggers shall adhere to local laws such as speed limits and safe driving requirements
(13) Operators shall have a cell phone in their possession and provide their phone number to the COR

2.2 CONTRACTOR VEHICLE SCHEDULE.
Each vehicle will exclusively be operated and maintained by the contractor. POC from the unit will give the vehicle operator guidance on work to be accomplished throughout the day from 0800 – 1800 unless designated otherwise.
2.3 BASIC VEHICLE REQUIREMENTS. Contractor will ensure that each vehicle contains the following:
(1) The heating and air conditioning system of each vehicle shall be in working condition at all times
(2) Both the exterior and interior of the vehicle shall be free of excessive soil, rust, or damage
(3) Vehicles will have the following safety items: door and windshield mounted rear-view mirrors, windshield wipers, parking brake, road flares, fire extinguisher, and a working horn
(4) Vehicle insurance is current and meets all local and national requirements
(5) Base access documents for vehicle and operator
(6) Tolls payments (if required)
(7) Economic zone fees (if required)
(8) Entry fees (if required)
(9) Any other operational costs (if required)

2.3.1 SPECIFIC VEHICLE ITEM DESCRIPTIONS.

3.0 ADDITIONAL CONTRACT REQUIREMENTS. The contractor shall report all incidents of damage or destruction to property (material, supplies, freight, or property of any type), or personal injury or death to any person, arising out of and during the performance of this contract to the Contract Officer Representative (COR) immediately.
A complete written report shall be submitted within 96 hours after occurrence of the incident to the COR. Damages or destruction caused by the contractor will be replaced or repaired to original condition by the contractor at no cost to the US Government.
Contractor will have insurance for all vehicles and operators in accordance with applicable local requirements. The contractor shall provide a single Point of Contact (POC) that may be reached at any time, 24-hours a day and 7-days a week, for the scheduling of any necessary services or issues that may arise.
3.1 CONTRACTOR NOTICE REGARDING LATE DELIVERY. In the event the contractor anticipates or encounters difficulty in complying with the schedule, the contractor shall immediately notify the COR telephonically giving full detailed reasons for the delay and a remedy. Receipt of contractor’s notice does not constitute acceptance of an alternate delivery schedule waiver of the U.S. Government’s rights under this contract or at law.
3.2 US GOVERNMENT RESPONSIBILITIES. The US Government shall not be responsible for acts of God that may result in damage to any vehicle (i.e. hail storms, thunderstorms etc.). In addition, the Government shall not be responsible for normal depreciation to the vehicles. For purposes of this contract, “normal depreciation” is defined as the wear and tear that can reasonably be expected to result given the vehicle’s use by equipment-laden troops in a harsh environment. Normal depreciation includes, but is not limited to, minor scratches and dents to vehicle’s exterior, minor damage to seat coverings, and the presence of dirt or sand. The Government will only be responsible for damage in excess of normal wear that results from negligence, neglect, or similar acts of the US Government. All contractor claims for damage by the US Government will be submitted to the Contracting Officer Representative (COR) for consideration in accordance with FAR Part 33.2.
3.2 HAZARDOUS MATERIALS. All hazardous materials used on truck must be contained and stored in the appropriate storage containers and / or cabinets. The contractor shall immediately report spills or releases of hazardous materials to the COR.
The contractor shall be liable for containment and environmental cleanup of spill or release of such substance. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. The contractor shall comply with environmental and hazardous materials storage and handling requirements. The contractor will comply with municipal environmental laws to protect the health and safety of employees / residents and minimize or eliminate environmental pollution.
3.3 SECURITY. The Contractor and their hired employees shall be responsible for ensuring all safety-driving requirements are adhered to and shall not at any time during the performance of this contract place in any danger the US Government passengers being transported within the vehicles. The Contractor is required to comply with force protection measures as directed by the US Government Representative. In addition, contractor personnel shall comply with all US Government regulations regarding security procedures, the wearing of badges, access lists, and safety procedures.
Contractor vehicles may be subject to search and inspection prior to being granted access to US military controlled areas.
4.0 PERIOD OF PERFORMANCE. 25 FEB 25 through 28 FEB 25 (See Section 2 for specific times, dates, and locations of support). All vehicles are for Official US Government Use Only. U.S. Government accepts no liability for vendor, its employees, and agents.
5.0 POINTS OF CONTACTS AND AUTHORITIES. The Contracting Officer (KO) is the only person authorized to approve any changes to the requirements of this contract and not withstanding provisions contained elsewhere in this contract, the authority remains solely the KO. In the event the contractor effects any change at the direction of any person other than the KO, the change will be considered to have been made without authority and no adjustment will be made in the contract price because of the change.
7.0 CONTRACTUAL RELATIONSHIPS. Contractor personnel shall at all times be under the supervision of the contractor and not under the supervision of the Government or any of its officers or employees. The KO will bring discrepancies or noncompliance with the contract clauses specifications, or Statement of Work to the attention of the contractors’ supervisor or foreman for necessary corrective action.
8.0 LIABILITY. The U.S. Government accepts no liability for the actions of the contractor or his employees and agents.
