PERFORMANCE WORK
STATEMENT INSPECT SKI LIFTS
AND TOW ROPES PART 1
1. General: This is a non-personal services contract to inspect ski lifts and tow ropes and boardwalk lift at Fort Wainwright, Alaska, and at Black Rapids Training Area, Alaska. The Government shall not exercise any supervision or control over the providers performing these services. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform annual inspection of ski lifts, boardwalk lift and tow ropes, and provide training to Government personnel, as defined in this Performance Work Statement
(PWS).
1.2 Background: Ski l i f t, boardwalk lift and tow ropes at Fort Wainwright and Black Rapids Training Area have an annual requirement to be inspected.
Previous inspection efforts have resulted in the safe operation of this equipment.
Fort Wainwright is located adjacent to Fairbanks, Alaska. Black Rapids Training Area is located 40 miles southeast of Delta Junction, Alaska. Additionally, during inspections, the contractor will provided comprehensive training to operators of this equipment.
1.3 Objectives: The objective of this service is to ensure safe, reliable operation of the government owned ski lift, boardwalk lift and tow ropes, and ensure that they are operated properly and within their design specifications.
1.4 Scope/Specific Tasks: The work requires inspection of all components of ski lifts and tow ropes, including but not limited to: wire rope, pulleys, bearings, motors, brakes, clutches, seats, hand-holds, and all other parts, assemblies, and components as necessary to achieve the desired objective listed above.
During inspections, provide operator-level training to Government personnel.
1.4.1 The contractor shall provide certificates of inspection and written reports of inspection outcomes(s), including any defects noted, which may adversely affect the safe, reliable operation of each unit.
1.4.2 The contractor shall perform dynamic load testing on the Riblet aerial ski lift located on Birch Hill Ski Area, Fort Wainwright during Option Year 4. The dynamic load test is on a seven year cycle. The test shall be performed on the braking system, evacuation power unit, tension system, and electrical system IAW ANSI B77.1 section 2.3.4.4. The Contractor shall be responsible for providing all of the materials and tools to complete the load test procedure. The Contractor shall provide a report documenting all the required test information and provide to the COR within ten calendar days after dynamic load testing completion.
1.5 Notification of Schedule: The Contractor shall notify the Government one week before performing any work.
1.6 Period of Performance: The period of performance (PoP) shall be for one month in each of the contract years, commencing 15 Aug and ending 15 Sep. All work (except inspection reports and CMRA requirements) shall be completed NLT 15 Sep of each year.

1.7 General Information
1.71 Federal Observed Holidays: The Contractor shall not provide service on the following recognized federal holidays:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day
1.7.2 Hours of Operation: Inspections shall be accomplished Monday through Friday between 7:30 AM. and 4:30 P.M. except Federal holiday(s) or when the
Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings.
1.7.3 Type of Contract: The Government will award a Firm Fixed Price Service Contract for this requirement.
1.7.4 Security Requirements: Contractor personnel performing work under this contract shall not have been convicted of any felony, and shall pass a criminal background check prior to access to Army lands or facilities.
1.7.5. Physical Security: The Contractor shall safeguard all government equipment, information, and property provided for Contractor use.
1.7.6 Special Qualifications: All technicians performing services under this contract shall be regularly engaged in inspection, maintenance, and repair services of ski lifts and tow ropes of the type(s) indicated. The Contractor shall furnish a list of personnel who will be performing the inspections. This list shall include each technician’s qualifications and a listing of relevant work performed within the past three years. The Contractor shall ensure that any applicable certificates remain current throughout the performance period, and this information shall be made available to the Government upon request.
1.7.7 Key Personnel: The following personnel are considered key personnel by the Government: Contract manager and Contracting Officer’s Representative (COR). The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who has the authority to act in the principal's absence shall be designated and provided in writing to the Contracting Officer at contract award.
The contract manager shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
1.7.8 Invoicing: All Contractor invoices shall be submitted via Wide Area Work Flow using contract line item numbers (CLINs) as the primary identification of services billed. Contractor-generated identification numbers shall not be accepted. The Contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through WAWF. Invoices not submitted via WAWF shall not be accepted or paid.
1.7.8 Inspection Reports: The Contractor shall conduct a comprehensive inspection of the ski lifts and tow ropes to determine conformance to the maintenance, operation, inspection, and training requirements of ANSI B77.l- 2006, Safety Standard for Passenger Tramways. Upon completion of the inspection the Contractor shall provide reports of any findings to the Government detailing the following:
(1) Identity of the apparatus inspected including make, model, and serial number
(2) Date of inspection
(3) Parameters of testing or inspection
(4) Required repairs (if any)
(5) Recommended repairs (if any)
(6) Any other data pertinent to the safe operation preventive maintenance, repair or testing.
1.7.9 Contractor Personnel Conduct: Contractor personnel's conduct shall not reflect discredit upon the Government. The Contractor shall ensure that personnel present a professional appearance. The Contractor's employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance(s). The Contractor is responsible for ensuring that any Contractor employees providing services under this contract conduct themselves and perform services in a professional, safe, and responsible manner. The Contractor shall immediately remove from the job site any employee for reasons of misconduct or security. In accordance with DOD Directive 5500.7-R, "Joint Ethics Regulation", Contractor employees must avoid improperly influencing Government personnel in the execution of their duties under the contract. Particular attention shall be paid to the restrictions governing gifts, gratuities, and the nondisclosure of sensitive or classified information. The Contractor shall ensure employee conduct complies with restrictions in the Procurement Integrity Act governing release of acquisition-related information or actions or discussions which may prejudice future competitions. The Contractor shall ensure no Contractor employees conduct political related activities or events on Army Facilities.
1.7.10 Emergency Services:
1.7.10.1 The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the KO or COR within 30 minutes of the incident.
1.7.10.2 Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor.
NOTE THAT WHEN CALLING 9-1-1, THE CALLER MUST IDENTIFY THEY
ARE CALLING FROM FORT WAINWRIGHT.
1.7.11 Serious Defects: In the event that inspection reveals a defect that makes operation of the ski lift dangerous or unsafe, the contractor shall notify the Contracting Officer immediately in writing stating the reason the ski lift should not be in operation.
1.7.12 Safety: Contractor activities shall be conducted in a safe manner that minimizes accidents as well as impacts on Army operations and members of the public. Contractors shall comply with applicable Federal, State, and local codes and standards (such as National Fire Codes), including safety and occupational health requirements, as well as any additional specific requirement contained in this PWS. Specific program requirements such as Permit Required Confined Space Entry or Lockout/Tag Out, and Hazard Communication must first be coordinated through the Installation Safety Office. The Contractor shall ensure a sound safety program is in place and their employees understand this program.
1.7.12.1 All accidents/injuries to Contractor personnel within Army lands or facilities shall be reported to the Installation Safety Office by the next business day. Serious accidents or injuries requiring hospitalization shall be reported to the Installation Safety Office immediately, if possible.
1.7.12.2 Cell phone use or texting is not authorized while driving on U.S. Army lands.
1.7.12.3 All vehicle occupants will wear seat belts while on U.S. Army lands.
1.7.13 Contractor Manpower Reporting Application: The Contractor shall report as necessary information required for the Contract Manpower Reporting Application (CMRA). The web address for information submission is:
https://ecmra.army.mil. The required information includes:
1) Contracting Office, Contracting Officer, and/or the Contracting Officer's Representative (COR)
2) Contract number, including task and delivery order number
Beginning and ending dates covered by reporting period
3) Contractor's name, address, phone number, e-mail address, identity of contractor employee entering data
4) Estimated direct labor hours (including sub-Contractors)
5) Estimated direct labor dollars paid this reporting period (including sub-contractors)
6) Total payments (including sub-Contractors)
7) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different)
8) Estimated data collection cost
9) Organizational title associated with the Unit Identification Code (UIC, W6L7AA) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information)
10) Locations where Contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city and country when in an overseas location, using standardized nomenclature provided on website)
11) Presence of deployment or contingency contract language
13) Number of Contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.
APPLICABLE PUBLICATIONS

The Contractor shall abide by applicable manufacturer's operation and service manual(s) for each unit as well as all applicable local, state, and federal regulations to include all relevant National Standards Institute (ANSI) publications. Any Contractor provided publications are to be procured and maintained at the Contractor's expense.
