W912D0‐R‐0004 ‐ Questions & Answers

PWS Topic Feedback/Questions Answer

2.2.1 Transition IT/Network accounts - are there any

government IT/Network accounts that Contractor would need to utilize for this contract?

No

2.2.2 Phase

Out

Do not agree with this as it undermines the nature and privilege of fair and open business competition in the free American market environment. Competitors are responsible for their own competence and enducation/ training and trade secrets. This requirement is not sound or reasonable. Can this requirement be removed?

No, Phase out is required to ensure a good hand off is performed and the new contractor is aware of any issues or items that need special attention etc. This has nothing to do with trade secrets or training.

2.2.2 Phase

Out

Is it government’s intent that Contractor train a successor Contractor in it’s practices and procedures during phase out?

No, the incumbent contractor will not be expected to train the incoming contractor.

2.2.3.

Hours of Operation

PWS Mon-Fri 0700 to 1630 but 5.2.3.2 Emergency Calls indicated Contractor response within 12 hours. Please clarify if Contractor is expected to respond on weekends or after 1630 on weekdays for emergency service calls.

No, the contractor will not be required to respond after hours.

2.4.1 Weekly

Meeting post award

Can these meeting can be via teleconference ?

Meeting should be via teleconference for convenience of all parties. Weekly meetings will add cost to contract to accomplish, suggest monthly intervals instead.

Yes, they will be a call-in meeting.

2.4.3.

Requires PM to be

QEI

certified

Although it is possible to provide a QEI cert for the project manager, only inspectors are required to have this certificate. This is unnecessary for competent management of the project/contract and will add approximately 25K of additional cost the first year and 10k per year thereafter for each option year exercised. It is in the government’s best interest to delete this requirement as it will add no value or benefit to the quality or competence of the services rendered. Can this requirement be removed?

See adjusted PWS.

2.5.1 Coordin

ation of Work

Who is responsible to provide Contractor with the names/contact information for building/facility mangers.

COR

2.5.3 Work

Status

Can PWS be modified to allow 3 hours response time for regular work requests?

See adjusted PWS.

2.7.5 O&M

Library

Creation and maintenance of an O&M Library for elevators and lifts in this contract is infeasible.

This section

2.7.5 is appropriate for new building construction and whole building renovation projects involving a myriad of new building components, accessories, machinery, and systems for which the documents are in print or digitally available - but not for a maintenance

See adjusted PWS.

contract with a single class of equipment the majority of which was installed in the previous century and for which records and print materials no longer exist. Additionally creation of such an incomplete library would require the exclusive labor of a researcher full-time for up to a year to complete. Can this requirement be removed?

2.15.

Cybersec urity Awarenes s Training

This training is required “before issuance network access” and annually thereafter. We are currently enrolled in WAWF/PIEE for billing and we only communicate via email regarding contract matters. Does this contract requires “network access” ?

No Network Access Required.

5.1.2 Elevator

Inspecti on & Certificat ion

Is it the government’s intent to comply with the requirements of ASME A17.3? The effects of doing so may require the government to upgrade as much as 50% if the existing elevator equipment in the contract.

ASME A17.3 shall be used where applicable.

5.1.4 Request govn’t allow 60 days instead of 30

days from contract award to complete initial inspection of equipment. Due to travel time/schedules and quantity of units to inspect 30 days is not enough time to complete. Can PWS be modified to reflect 60 days to complete initial inspection to determine working order of equipment?

See adjusted PWS.

5.1.8 General

PM

Requirem ents

Paragraph b. States “Work covering routine cleaning and refinishing of the interior of hoist way doors and frames is not included in this contract. However, cleaning of equipment spaces, hoist ways, and daily cleanup of job sites in conjunction with preventative maintenance, inspection services, and repairs is included in this contract.” 1) Can PWS be modified to exclude relocate government property/stored materials in equipment space?.

2) Can PWS be modified to exclude cleaning up any areas where building occupants or systems have caused damage (for example water leaks from pipes.)

Contractor is required to clean up after themselves, not others, and maintain the equipment. They are not required to move anything that is not related to the elevators.

5.1.8 General

PM

Requirem ents

Can PWS be modified to delete requirement to hand-write services in hardbound book? Digital records are emailed to COR after services are completed. Several lifts are located in stairways with no “machine space” to post a hardbound book. Handwritten documents will likely disappear and have to be repeatedly replaced with no reasonable method of control.

No; log book shall be kept on location.

5.2 Repairs “Contractor shall respond and begin a repair

assessment within 24 hours” Can this timeframe be changed to within 2 business days?

See adjusted PWS.

5.2.3.

Routine Calls

PWS calls for response within 24 hrs, suggest changing this to 2 business days. This would especially apply for service calls necessary for Ft.

Greely which is approx. 4 hrs. Round trip from Fairbanks and requires a mechanic to be

See adjusted PWS.

available for a full work day to respond (2 hrs drive there, onsite work, 2 hrs drive back to Fairbanks). Additionally, for lift services we will be responding out of Anchorage office and would need to make travel arrangements via driving (5 hrs 1 way) or flying (1 hr. Flight 1-way + stand by time etc.) Can this timeframe be changed to within 2 business days?

Other Services

For work that falls under5.3 Other Services, would this work be quoted and if approved be billed on CLIN lines for Over & Above Work?

Yes.

TE 2 Workload Data

Ft. Wainwright - change #26; can it be changed to Annual inspection - it is in a remote location and not used.

See adjusted PWS.

TE 2 Workload Data

Ft. Wainwright ‐ remove #26, unit is not used by any personnel and was locked out per building manger request on our last contract; can it be removed from contract?

See adjusted PWS.

TE 2 Workload Data

Suggest all passenger and freight elevators go to quarterly maintenance (including Eielson and Ft.

Wainwright elevators). This is sufficient to maintain equipment in good working order and be a better value to government. Additionally it will allow Contractor manpower to be available for service calls.

Can workload for elevators be modified to proved quarterly instead of monthly service?

Due to fire inspection requirements, this cannot be changed.

6.0 b Backgroun d checks/cri minal records check

No instruction was given I draft PWS in regards to Contractor responsibility to provide background checks. Typically we submit a list of employees who need access to base to perform work and they are issues passes (government does internal background check). What, if any, background checks/criminal records checks is referred to here? Is Contractor required to provide any of these services?

The contractor is not responsible for background checks. Information will be submitted to CORs for installation access.

Synp & Sol c(3) ‐ page

Provide certificatio ns for technician s

Certifications for technicians are not required nor issued by State of Alaska for elevator or lift mechanics.

Can this requirement be removed for elevator mechanics? Can this requirement be removed for lift mechanics?

Proof of competency is acceptable.

252.2 25‐

Buy American and Balance of Payments Program ‐ Basic Jan

Unfortunately, a variety of components and parts are no longer available in compliance with the Buy American Act. In order to ensure equipment can effectively be maintained and repaired, can the government choose a NAFTA compliant clause instead?

The Buy American includes countries where the US Government has a trade agreements with.

2.7.5 O&M

Library

Are wiring diagrams posted on‐site for all units? If not, can government identify which units are missing wiring diagrams?

To the best of our knowledge, they all have posted diagrams.

Are any of the units on the list of elevators and lifts shut down/non‐operational at this time? If yes, please identify which units.

Currently known elevators: BLDG. 4511 Chair Lift, BLDG. BLDG. 3015 Chairlift, BLDG. 1004 Elevator and BLDG.3443 Elevator.

In the event of submitting certification for our technician for elevator maintenance, will we be allowed to assume the certification of our team performing the job and on the site?

Yes.

File details come from the government source that posted it. Updated .
