Question Government response
Scope of Work, Paragraph 1 states “Install 18 Aircraft Tie Down Points in the Apron.” Paragraph 4 then states, “. . . blade cut the concrete at 16 designated locations . . .,“ also, in the drawings file page 2 of 6 shows a pattern of mooring devices, which I understand would be a new tie-down anchors, correct?
How many 3’ x 3’ holes total are to be saw-cut/demolished and have new tie-downs installed?
The 18 is correct the sixteen was an error; 18 is also the correct number for the saw cuts/removal and tie down installations
2. Is the contractor installing tie-down points to secure 18 aircraft using the Mooring Diagram on pg 2 of the drawings? Three aircraft locations with six moorings each. 3X6=18
The pattern scheme on page 2 of 6 of the drawings shows a “Static Ground Point.” We do not see a detail of this installation; although, the SOW narrative states to install one ½” x 8’ copper ground rod and cable per new tie-down location.
The Contractor will not be installing "Static Ground Points." They will be installing the ground rods as shown in the drawings
The forms to be installed under the existing tarmac/apron is sized at 4’ 3” x 4’ 3” using 2” x 6” material. Is this to be pressure treated wood? No, they will not need to install pressure treated wood
As we excavate the existing gravel under the tarmac, is this soil presumed clean and to be transported to Ft WW Clean Soils stockpile area? Or is a different method of disposal required?
The soil at the shallow depth should be clean but to verify the Contractor is doing the simplified screening plan!
6 What level of Foreign Object Debris (F.O.D.) control is required during the construction? Clean project area at the end of each day.
After excavation, placing forms and re-compacting, is the contractor required to test for in-place density, or provide reinforcement inspection or concrete testing/strength results?
No testing; the use of the commercial vibraplate is sufficient. The Contractor will furnish a copy of the receipt for the purchase of the 6000 psi concrete installed for this project.
8 For the upper mat of rebar, do the ends set in the existing tarmac require epoxy adhesive? Yes; see 5E
Pg 1 of 6 in the drawings depicts the sawcuts as clean, vertical cuts with the top rebar mat installed approximately 3-4” into each face of the cut. Page 4 of 6 shows a keyway in the concrete joint with no rebar. Is page 4 of 6 intended to show the sealant detail of fuel resistant sealant only? The keyway detail is not practicable and severely impacts cost. Page #4 is furnished "only" to show the thickness of the existing concrete tarmac.
SOW Paragraph 5, Sub-paragraph F states, “. . . Contractor will furnish, install and secure to both of the horizontal rebar cages with tie steel a 5/8” hot dipped looped and six-inch double legged galvanized anchor bar. . . “ Please confirm whether the loop depicted in pg 1 of 6 drawings shall be 9” or 10” tall. Dobies would elevate the bottom mat 2” or 3” from the bottom of excavation. Also, please confirm the 6” legs would be tied to the horizontal portion of the rebar mat (not related to the vertical dimension required).
The tarmac itself is 11" thick, the the bottom rebar grid is supported two to three inches below the bottom of the tarmac. Neither 9" or 10" would be acceptable. The six inch legs are tied to the bottom rebar grid. See SOW and drawings.
If the scope of this project is to install six tie-down anchors (plus a static ground point) at 18 aircraft locations, the funding magnitude expressed on the SF 1442 could be very difficult to meet.
Three aircraft locations with six moorings each. 3X6=18. The Contractor will not be installing "Static Ground Points"!
