Project #ANG-17014-7J Install Aircraft Tie Downs

Building #2077 Scope of Work 4-26-2021

1. Project Requirements. The Contractor shall provide all labor, materials, fittings, equipment, mounts, devices, accessories, transportation, and storage as required to perform all work in accordance with these specifications, commercial practices and industry standards. All work shall be accomplished in accordance with applicable federal, state, and local regulations. Work includes but is not limited to the following:

Install 18 Aircraft Tie Down Points in the Apron.

2. The point of contact (POC) for this project will be the contracting office until time of award. Additional project POC’s will be provided to the awardee.

3. The Contractor shall accept directions only from the Regional Contracting Office- Alaska (RCO-AK) Contracting Officer (KO). Requests or desires of the users or using agency made directly to the Contractor will be immediately brought to the attention of the KO, and the Contracting Officer’s Representative (COR) if applicable. Any changes to the project scope or other provisions of the SOW must be authorized in writing by the KO.

4. Cut Concrete for Tie Down Points. The Contractor will blade cut the concrete at the sixteen designated locations to install the new tie down locations. See the attached drawings/pictures for the general locations and descriptions. The exact locations will be identified with paint prior to notice to proceed. The tasks anticipated under this portion of the scope include but are not limited to:

A. Airfield and Ladd operations will attend the pre-construction meeting. At that time the particulars of their specific requirements while working and/or operating on the tarmac will be laid out specific to notifications, contacts, vehicle requirements, etc.

B. The Contractor will keep the jobsite clean daily from material and debris which would create F.O.D; Foreign Object Damage.

C. The Contractor shall install all necessary barricades and warning signs around the job site area to protect workers, building occupants and the public. The warning barriers will be put in place for the duration of time that the contractor is working this project or until the concrete is cured sufficiently.

D. The specific placement for each new tie down location will be identified at the pre-construction meeting.

E. At each new tie down location the Contractor will blade cut on all four sides a square 3’X3’portion of the concrete apron/tarmac and then remove and dispose of the concrete slab. The Contractor will overcut each corner by 1 inch or less to allow for a cleaner removal of each slab section!

F. Once the contents of the slab has been removed at each tie down location the Contractor will uniformly excavate, remove and dispose of 5 ½” of soils from below the apron/tarmac where the concrete was removed as well as seven and a half inches of soils around the perimeter below the 3’X3’ hole through the tarmac; for a 4’3”X4’3”X5 ½” plane of soil removed from below the 3’X3’ hole through the existing tarmac.

G. The Contractor will hand dig at each designated tie down location to minimize the need for compaction. Once the excavation has been completed the contractor will compact the open/exposed portion of the soil with a commercial vibraplate or vibrafoot compactor or equivalent prior to the installation of the formwork, rebar and concrete.

H. A simplified field screening plan will be required; use of a PID is not required.

I. The Contractor will install 2”X6” form work around the lower portion of the anchor base. The inside dimensions of the formwork will be 4’X4’.

J. The Contractor will cover any open holes that are not currently being worked to prevent a fall hazard.

5. Install Concrete for Tie Down Points. The Contractor will furnish and install rebar and concrete at the designated locations to install new tie down anchors. See the attached drawings/pictures for the locations, descriptions and dimensions. The tasks anticipated under this portion of the scope include but are not limited to:

A. The Contractor will keep the jobsite clean from material and debris which would create F.O.D; Foreign Object Damage.

B. The Contractor will abide by those operational issues that were discussed with Airfield and Ladd operations during the pre-construction meeting. In reference to the particulars of their specific requirements while working and/or operating on the tarmac were laid out specific to notifications, contacts, vehicle requirements, etc.

C. The Contractor will furnish and install two new horizontal grids of 5/8” rebar at each tie down location. See drawing and this SOW for installation requirements.

D. The Contractor will install an eight inch rebar grid pattern in the lower 4’X4’portion of the concrete bases at each tie down location. The rebar will be tied together with tie steel at each crossover/contact point. The rebar grid will be supported off the base of the hole by pieces of concrete block and/or rebar saddles. The Contractor will not hook and pull cages into place during the concrete pour. See drawings.

E. The Contractor will install a nine inch rebar grid pattern in the upper 3’X3’ portion of this concrete base. The rebar will be tied together with tie steel at each crossover/contact point. Each piece of the rebar in the grid will be pinned on both ends into the existing concrete tarmac on all four sides. The rebar grid will be installed centered between the top surface and the bottom surface of the existing concrete tarmac. The rebar will be pinned 3” into each opposing side of the tarmac with the addition of adhesive into each of the two concrete holes drilled on all sides for each piece of rebar at the tarmac level. See drawing.

F. The Contractor will furnish, install and secure to both of the horizontal rebar cages with tie steel a 5/8”hot dipped looped and six inch double legged galvanized anchor bar. See reference sheet with looped and double leg design.

The tie down anchor will be installed centered in the 3’X3’opening. See drawing and picture for reference. The height of the new tie down anchor will be sized to be secured to the horizontal grids according to the drawing.

G. The rebar grid shall be grounded to a single driven ground rod located within the anchor base. The ground rod shall be a minimum 1/2" in diameter and 8 feet in length and installed with the top 2- 4 inches above the base of the hole. All ground connections shall be the clamp type grounding connection and securely tightened.

H. The new concrete bases will be poured/filled and finished with 6000psi concrete once the base temperature of 50-60 degrees can be maintained.

I. The Contractor will vibrate the concrete pours during the installation of the concrete for the new anchor bases to eliminate voids. The Contractor will use a commercial vibrator for the installation. The concrete will be installed in one continuous pour. The concrete base will have rounded edges around the top perimeter edge of the base on all sides, installed with the use of a standard concrete edging tool. The new pour will have a brushed finish and be flush with the surrounding tarmac. See picture for example of commercial vibrator.

J. The Contractor will install/fabricate a smooth round bowl/cup into the concrete at the anchor connection point during installation and finishing of the concrete to allow easy connection access to the 5/8”hot dipped galvanized anchor bar. See the drawings. The top part of the radius bend of the anchor bar will be mounted so that is 3/8” to 1/2” below the top surface of the concrete tarmac. The pinnacle of the tie down anchor will be centered in the bowl/cup. See drawing for dimensions. The remainder of the pour will be flush with the surrounding apron/tarmac.

K. The Contractor will cover the newly poured and finished concrete to protect the finish and prevent premature drying due to the solar effect.

L. The finished product and all of its components shall be constructed and assembled to handle the environment (weather) in which it is installed and provide a complete operational and functional system.

6. Anything mentioned in the Scope of Work and not shown on the drawings, or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.
