COMBINED SYNOPSIS / SOLICITATION

Vindicator Security Systems

JBER, ALASKA

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; OFFERS

ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

The Combined Synopsis/Solicitation number is W912D0-19-R-0020 and incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 2019-03, Effective 12 July 2019. This acquisition is a Small Business Set Aside and is under North American Industry Classification Standards (NAICS) code 561621 with a size standard of $20.5M.

Description of Requirement:

The Government intends to award a Firm-Fixed Price Contract to upgrade security systems in bldg. 652 on JBER AK to the Vindicator Security System. See PWS for complete requirement.

Tentative POP: 15 Sep 19 to 30 Dec 19.

Vendor must be Vindicator Security Systems Certified and shall provide copies of the certification to be considered.

Site Visit:

A site visit is scheduled for Monday, August 26, at 10 AM at Bldg 652 on JBER.

Please confirm NLT Thursday, August 22, by 4 PM that you wish to attend. The site visit will be cancelled if there is no interest by this time.

Please provide the names of individuals attending along with any security clearances. This is a secure building. No pictures or video are authorized.

Pictures will be provided if needed.

Questions shall be submitted no later than: 12 p.m. AST on 29 Aug 2019.

b. GENERAL INSTRUCTIONS

(1) The selection of a source for award purposes will be conducted utilizing simplified acquisition procedures as delineated in FAR Part 13.106-2, Evaluations of Quotations or Offers. Offers will be evaluated using the criteria under addendum to 52.212-2, “Evaluation – Commercial Items

(2) It is the Government’s intention to award without discussions, however the Government retains the right to conduct discussion if needed. Offerors are encouraged to present their best technical offer and prices in their initial offer submission. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(3) In accordance with FAR Subpart 4.8 Government Contract Files, the

Government will retain one copy of all unsuccessful offers. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful offers.

(4) If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the KO in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial offer, as received, without clarifications.

(6) Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

c. OFFER PREPARATION INSTRUCTIONS

(1) Offer Limitation. The Government will not accept any changes to the contractor’s offer after the closing date of the solicitation.

(2) VOLUME I –Certifications. Certificates provided must be legible, clear and current. Offers will be evaluated in accordance with the addendum to FAR 52.212-2, Evaluation- Commercial Items.

(3) A Brief description of the company’s profile and the type of work/expertise organic to the company and its sub-contracting associates, if any, and their expertise.

(4) Provide certifications for the Technicians who will perform the work indicating they are TRAINED and CERTIFIED on Vindicator Systems.

(5) Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the offer preparation must be identified.

(6) The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your offer and who can obligate your company contractually.

(7) The offeror shall ensure that Representations, Certifications, and Other

Statements of Offerors are submitted thoroughly completed with all blocks in each certification/representation completed truthfully and completely if not currently located in System for Award Management (SAM’s). This requirement may fulfilled using the System for Award Management (SAM’s) website, https://www.sam.gov/portal/SAM/#1#1.

(8) Volume II - PAST PERFORMANCE. No submission required. The Government will use information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or Contract Performance Assessment Reporting System (CPARS). Offers will be evaluated in accordance with the addendum to FAR 52.212-2, Evaluation- Commercial Items

(9) Volume III – PRICE. The offeror shall use the CLIN structure above.

The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.

52.212-2 -- Evaluation -- Commercial Items. (Oct 2014)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(a) Factors.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO 52.212-2 EVALUATION – Commercial Items

1. BASIS FOR AWARD AND EVALUATION CRITERIA

BASIS FOR CONTRACT AWARD

(a) This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) PART 12, Acquisition of Commercial Items and FAR PART 13.5, Simplified Procedures for Certain Commercial Items. Award will be made to a single offeror who is deemed responsible in accordance with the FAR, whose offer conforms to the solicitation requirements, and whose offer, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, is the most advantageous to the Government

(b) The government reserves the right to conduct a price realism analysis at any point during the evaluation process. The Government will evaluate prices for reasonableness using adequate competition and price analysis techniques.

2. AWARD FOR ALL THE WORK. The Government intends to award a single Requirements Contract as a result of this solicitation.

3. EVALUATION CRITERIA.

a. Evaluation criteria consist of factors and sub-factors. The offers will be evaluated under three evaluation factors.

c. Factor 3: Price. Price is not formally scored, but is the primary evaluation factor for determining award. The government expects competitive offers to be submitted for this procurement and will use these competitive offers to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness.

Completeness. Each offeror is required to provide complete pricing for each contract line

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (DEVIATION 2013-O0019) (JAN 2017)

(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(b)

(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
