This is a combined synopsis/solicitation for a commercial service prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number W912D019R0018 is hereby issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-03, Effective 12 July 2019. This acquisition is a Small Business Set Aside and is under North American Industry Classification Standards (NAICS) code 811310. The small business standard is $7.5m.

Description of Requirement:

This is a non-personal services contract to repair shipping containers onsite at Ft.

Wainwright. See PWS and Damage Narrative.

Quote Information:

Quote shall be structured to show a CLIN breakdown of the proposed service as above under CLIN. Quote shall include all charges necessary to meet requirements within the PWS. Quotes shall be submitted and received no later than Monday, Aug 12, 2019, at 1200 hours (12:00 P.M.) Alaska Standard Time. Quote shall be e-mailed or faxed to the attention of primary point of contact listed below.

Site Visit:

A site visit is scheduled for Tuesday, August 6, at 10 AM at the Rail Yard container storage area adjacent to building 2400. Please confirm NLT Monday, August 5, by 4 PM that you wish to attend. The site visit will be cancelled if there is no interest by this time.

Special Note:

The contractor must be able to weld, repair and update the equipment IAW the PWS to bring the ISO Containers and TRICONS to a fully deployable condition. Contractors must provide proof of capabilities to be considered.

Financing Information:

A Firm-Fixed Price award will be issued in writing. Telephone bids will not be processed.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(b)

(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
