Project # PTM-10018-8J Install 480 Volt Power/Panel and Receptacles

Bldg # 5109

Scope of Work (8 January 2019)

1. Project Requirements. The Contractor shall provide all labor, conduit, conductors, fittings, equipment, panels, mounts, devices, accessories, transportation, and storage as required to perform all work in accordance with these specifications, commercial practices and industry standards. All work shall be accomplished in accordance with applicable federal, state, and local regulations. Work includes but is not limited to the following:

• Install new 480 volt three phase panel in building #5109.

• Install four 480 volt receptacle/circuits and construct 30’ cord.

2. The point of contact (POC) for this project will be the contracting office until time of award. Additional project POC’s will be provided to the awardee.

3. The Contractor shall accept directions only from the Regional Contracting Office- Alaska (RCO-AK) Contracting Officer (KO). Requests or desires of the users or using agency made directly to the Contractor will be immediately brought to the attention of the KO, and the Contracting Officer’s Representative (COR) if applicable. Any changes to the project scope or other provisions of the SOW must be authorized in writing by the KO.

4. Install new 480 volt three phase panel in building #5109. The Contractor shall and install sufficient conduits, conductors and breakers, disconnect, step up transformer and panel to supply 480 volts three phase power in building #5109. See the attached drawings/pictures for the locations and descriptions. The tasks anticipated under this portion of the scope include but are not limited to:

A. The Contractor will supply power for the new panel in building #5109 from the Main Distribution Panel located in the electrical/mechanical room on the north side of building #5108. See the attached drawings/pictures for the locations and descriptions.

B. A dig permit will be required for this project.

C. The Contractor shall install all necessary barricades and warning signs around the job site area while trenching to protect workers, building occupants and the public. The warning barriers will be put in place for the duration of time that the contractor is working during the trenching portion of this project.

D. The Contractor will blade cut, remove and dispose of a sufficient portion of the existing concrete sidewalk on the north side of the electrical/mechanical room to allow a trench to be installed for the new sub-feed lateral from that location to the new exterior disconnect and transformer and panel that will be located within building #5109.

E. The Contractor will excavate a trench of sufficient size and a minimum depth of three feet to install the lateral conduit/conductors from the exterior wall of the electrical/mechanical room of building #5108 to the contractor furnished 60 ampere three phase exterior wall mounted disconnect of building #5109. The trench will be of sufficient width that a commercial vibrafoot or vibraplate compactor or equivalent can be used to properly compact the soils underneath and above the lateral conduit/conductors when it is back filled.

F. Where necessary to prevent physical damage to the lateral conduit/conductors;

protection around the conduit shall be provided in the form of granular or selected material, or other approved means.

G. All conductors shall be installed in conduit from Contractor furnished 60 ampere three phase breaker in the MDP of building #5108 electrical/mechanical room to the exterior wall mounted disconnect of building #5109. All wiring shall include an appropriately sized grounding conductor. Except where rising up to the buildings, all conduits shall be installed buried at a minimum of 36 inches below final finish grade.

H. Compaction of the trenches will be done in one foot or less incremental lifts with a commercial compacter.

I. The Contractor shall take special care to uniformly compact all portions of the trench from the access points and throughout the lengths of trench.

J. A direct burial polyethylene or other acceptable warning tape shall be installed directly above all underground conduits/conductors at 12 inches below finish grade the length of the trench up to where to the conduits rise up to enter the buildings.

K. All disturbed ground will be returned to their original or better condition except for any excess soil that will be evenly adjacent to the job site.

L. The Contractor will furnish, install, connect and energize a step up transformer within building #5109 to supply the new 480 volt panel.

M. The Contractor will furnish, install, connect and energize a new three phase 100/125 ampere 30+ space panel with a 100/125 ampere three phase main breaker in the panel. Install the panel at the location identified on the drawings.

The new panel will be labeled/identified as” Panel 480 volt”.

N. The Contractor will furnish and install a new phenolic or similar material raised nameplate to identify the new panel. The identification name plate will be installed centered above the door of the panel.

O. The new panel will be surface mounted and installed so the top of the panel is approximately six feet above the finished floor surface.

P. Cutler Hammer or Square D panels are deemed acceptable and authorized.

Residential line panels from either of the two manufacturers are not acceptable!

Q. Label the new panel with the new circuit descriptions in typewritten print for the panel legend/directory.

R. All wires shall be copper, installed in conduit with type XHHW or RHW-USE) insulation.

S. The Contractor will install a nine inch rebar grid of 1/2” rebar for the reinstallion of the sidewalk section that was removed. The rebar grid will be tied together with tie steel at each crossover/contact point. Each piece of the rebar that spans between the existing sidewalk in the grid will be pinned into both sides to the existing side walk. The rebar will be pinned 1 ½” into the adjacent side walk slabs with the addition of adhesive into the drilled holes of the adjoining sections of the concrete side walk. See drawings.

T. The rebar grid will be supported off the base of the hole prior to the installation of the concrete by block or rebar saddles as necessary. The Contractor will not hook and pull grid into place during the concrete pour.

U. The new section of side walk will be poured with 3000psi or greater concrete. The concrete sidewalk will be poured flush with the adjacent sidewalk sections and will have rounded edges around the top on all sides with the use of a standard concrete edging tool. The new pour will have a brushed finish.

V. The Contractor will not be required to paint the conduit, boxes and fittings that he installs for this project.

W. All other circuits, components and/or utilization equipment will be left energized and operational.

X. The Contractor shall perform all activities so as to avoid interference with operations of the facility and the work of others.

Y. The finished product and all of its components shall be constructed and assembled to handle the environments in which it is installed and provide a complete operational and functional system.

5. Install four 480 volt receptacle/circuits and construct 30’ cord. The Contractor shall install conduit, circuits, boxes, conductors and a made to length rubber cord. See the attached drawings/pictures for the locations and descriptions. The tasks anticipated under this portion of the scope include but are not limited to:

A. The Contractor will furnish, install, connect and energize four dedicated 20 ampere 480 volt three phase circuits from the new Panel 480 to 4”square boxes mounted at the locations identified on the drawings.

B. The new receptacles and boxes will be mounted above the lower portion of the support portion of the wall. And will not be mounted more than 18” above the top of the lower portion of the wall. All of the four new receptacles will be mounted in the 4”square boxes at a uniform height.

C. The Contractor will furnish, install, connect and energize one each L16-20 receptacle with a raised industrial cover on each of the four dedicated 20 ampere 480 volt three phase circuits.

D. Label panel with new circuit descriptions and label each receptacle with its circuit and panel identification in typewritten print. The identification will have sufficient detail to identify one circuit from another by location, direction and/or description or combination thereof.

E. The Contractor will furnish and assemble a 30’ #14 AWG four conductor arctic rated yellow cord. The Contractor will install male and female L16-20 plug cap one each on either end of the arctic rated cord.

6. Anything mentioned in the Scope of Work and not shown on the drawings, or shown on the drawings and not mentioned in the Scope of Work, shall be of like effect as if shown or mentioned in both.

7. The Contractor shall site verify any and all dimensions and shall carefully examine the entire site and building and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents prior to the submission of your bid and commencement of work.

8. The Contractor will contact and verify with all necessary material suppliers; a secure date when materials will be on hand to complete this project prior to submitting your bid on this project.

9. When the contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service, and all other appurtenances.

10. Completion date-Period of Performance not to exceed 60 days after NTP issuance.

11. Upon award of the contract, contractor shall meet with Facility Management staff for a Pre-Con meeting, before beginning work. Work will only commence after the issuance of a Notice to Proceed (NTP). The building included in the scope of this contract will likely be occupied. The Contractor will schedule and perform work under this contract in such a manner as to allow the occupants of the building to continue their normal activities with the least amount of interference. NTP will be issued 10 days after the date the contract is awarded. The construction period includes material and equipment delivery times.

12. The completed installation shall comply with all applicable provisions of the NEC and the SOW (Drawings and Specifications), enclosed and/or attached.

13. All work will be performed by certified personnel, as applicable. All required training and certification costs will be paid by the Contractor.

14. Contractor shall provide Quality Control. The government’s Quality Assurance (QA) individual shall work closely with the Contractor’s QC individual to ensure all contract requirements are included.

15. Contractor shall verify all equipment operational and insure your quality control inspections and corrections have been accomplished before calling Contract Management for the final inspection!

16. Required submittals:

With proposal: Please include construction schedule with the proposal

Submittals required prior to start of construction: Catalog cut for panel, transformer and arctic rated cord.

Submittals before final inspection: None

17. Security Requirement. All Contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
