W912D0‐18‐Q‐0059 DPW‐00023‐4J Repair Roof B661 Questions and Answers

5 September 2018

1. Is the entire roof area vapor barrier to be removed? The 1/A‐1 state it is to remain but the SOW calls for it to be removed down to the deck.

Answer: No the vapor barrier is not to be removed for the entire roof area, just the 810 SF.

Changed 1/A‐1 to have 4 ply. The 1/A‐1 does state “FIELD VERIFY CONDITION OF EXISTING VAPOR RETARDER REPAIR WHERE NEEDED.” SOW states 810 SF of repairing vapor retarder.

2. Is the entire roof area to receive new 4 ply vapor barrier or just 810sf of it Answer: Just 810 SF

3. Is the self‐adhered vapor barrier an alternate to the 4 ply vapor barrier? Note that the roofing manufactures do not allow for attaching to new 4 ply like they did years ago.

Answer: No. Changed 2/A‐1 to remove arrow pointing to use self‐adhering membrane, since it’s not required where the 4 ply is used.

4. Is the existing 2x4 sleepers (that is attached to the concrete with expansion anchors) to be removed and replaced? Or is it to remain?

Answer: Yes, the existing sleepers are to be removed. Changed the SOW to add the sleepers.

5. If the 2x4’s are to be new or added Please verify were the 2x4 sleepers are located at? Are they parallel to the parapet and 10’ in? or are they at 10’ o/c perpendicular to the long wall? Or are they in a 10’x10’ grid across the entire roof? Or are they to be located at the same place they are currently located at?

Answer: They are at 10’ on centers (o/c) perpendicular to the long wall, so changed the SOW.

6. Do you want solid blocking from the bottom of the roof drain down to the concrete to support it? I do not see where it is called out in the SOW but it is commonly done in Alaska due to the thick insulation.

Answer: That sounds good, so changed Sow and A‐2.

7. SOW para 6.1 calls for a 20 year manufacturer’s warranty. Is that a watertight warranty or just a material warranty?

Answer: Material warranty.

8. Do you want a wind speed warranty? If so what wind speed do you want? The Normal watertight warranty has a typical wind speed limit of 55mph (unless the specifications call for more).

Answer: No.

9. Do you want to replace the existing stainless steel parapet cap flashing? If so, do you want it replaced with stainless or painted metal? Per IBC all edge metal must be ANSI/SPRI ES‐1 tested flashing. Due to the age of this roof it is doubtful that the existing flashing has that and it probable it would lose the rating once you remove and reinstall it.

Answer: As per SOW 1.1 flashing is being removed. As per 1.7 flashing shall be 24 GA. Color (Galvalume) coated steel.

10. What warranty is expected with this roof replacement? Answer: See answer under 7.

11. Due to material procurement and expected inclement weather, this project will happen as soon as weather permits in 2019. It doesn’t seem prudent to start the tear off then let the building sit over the winter. Should the schedule reflect this, or do we build a schedule showing the regular work flow and durations, then modify it once the job is awarded?

Answer: Build a schedule showing the regular work flow and durations, then once the job is awarded, the winner will modify the schedule as per the actual winter weather.

12. What is the plan for the conduits and wiring that is mounted to the inside of parapet wall? Is it to be removed and replaced, or will it be demoed?

Answer: Don’t remove and replace conduits and wiring mounted on the parapet wall. The contractor will be required to temporarily unfasten it without being demoed and then reattach the conduits and wiring when the EPDM is replaced.

13. To confirm, just the main roof is getting replaced, not the roofs of the small rooms on top of the building?

Answer: Just the main roof, so changed SOW to make sure of that.

14. The scope of work states, "Remove.....and 810 SF of damaged vaporbarrier." Then it states,"All roofing and control joints shall be removed down to the roofdecking and walls." Please confirm that we are supposed to remove only 810 sq.ft of damaged vapor barrier, and not all of the vapor barrier, as would be required to get down to the decking and walls.

Answer: Changed SOW to remove statement.

15. Is it required that the parapet walls be extended to account for the new insulation thickness?

Answer: No.

16. Please provide the Ft. Greely Environmental Procedures for disposing of the demolished roofing.

This will be a mixture of foam, rubber, tar and metal. Will it be required that the materials be segregated and hauled to multiple locations?

Answer: FGA ISWMP is attached, and SOW was changed to include this document. Contractors is required to remove the debris not used.

17. The scope of work states that "Environmental Analysis and Provisions" was supposed to be attached to this solicitation. Currently it isn't. Please provide.

Answer: Attached it.
