Erosion and Sediment Control Plan (ESCP) Repair of Parking Lot at Building 3200, Project FY20‐34‐D09878

U.S. Army Garrison Fort Wainwright, Alaska

Project: Insert Project Name and Project Number Location: Insert Physical Location of Project (street name) Size of Disturbance: 0.11 acres of gravel shoulder and area behind sidewalk repairs (site’s existing asphalt parking lot = 7,278 square yards) Start Date: January 30, 2020 Completion Date: May 30, 2020 Contractor Information: ACME Construction Inc.

1234 Snowball Drive, Fairbanks, AK

(907) 555‐4321 Site Superintendent – Bob Smith (907) 333‐1234 Project Manager – Tom Adams (907) 555‐0987

Site/Activity Description:

The project is located on Fort Wainwright and involves the repair of the existing deteriorated parking lot and sidewalks/curbs east of Building 3200. Deteriorated asphalt, sidewalks, and curbs will be removed. Any unsuitable soils will be excavated and new classified fill placed and a new asphalt wear course will be laid. Minimal soil disturbance is scheduled around perimeters to allow removal and replacement f parking areas. BMPs will be installed at catch basin inlets and curb flow lines adjoining the project. Each catch basin will be isolated if repairs are required on them.

Schedule Install Erosion Control BMPs Remove existing deteriorated sidewalks/curbs and asphalt Remove unsuitable sub base Adjust catch basin top Place classified material and compact Place D‐1/RAP and asphalt wear course Final cleanup – grade and compact any disturbed gravel areas Removal of temporary BMPs

Site Control Plan Elements

1. Mark Clearing Lines Construction limits will be marked with paint and traffic devices. Construction activity will be kept out of areas behind sidewalks/curbs. Existing vegetation and/or buffer zones will be preserved where possible.

2. Establish Construction Access Primary haul routes will be designated from/to project. Any paved surfaces impacted by the construction activities will be swept and loose material will be removed and properly disposal of as needed, but at least daily. No foreign object debris like loose gravel or spilled fill material may be left on the paved roadways outside the project boundaries.

3. Control Flow Rate On‐site detention, sediment will be collected and re‐used on site.

4. Install Sediment Controls

Attachment 4: Page 2 of 6

Fiber rolls (wattles) will be used as a perimeter sediment control at low points to prevent any sediment from leaving the construction site.

5. Stabilize Soils Temporary stabilization measures will be used on certain areas of the construction site if activity ceases in that area for more than 14 days. Stabilization measures uses will be compaction, mulching and/or seeding.

6. Protect drain Inlets All existing storm drains (inlets) shall be protected using “silt fabric and/or straw wattles” or equivalent.

7. Stabilize Channels and Outlets Stabilizing channels and outlets is not anticipated for this project.

8. Control Pollutants The types of primary pollutants expected will be suspended solids from surface erosion of the active work area.

Good housekeeping measures will be used to prevent construction materials, petroleum, oils, lubricants, asphalt, and cement from entering the storm water runoff. There will be no onsite storage of fuels during this project.

9. Control De‐Watering There will be no de‐watering activities for this project.

10. Maintain BMPs BMPs used will be wattles, concrete clean outs (when needed), sweeper trucks (or personnel), spill pads, drip pans, and a water ruck to control dust (as needed). Inspections will be performed every 7 days. Inspections will be performed and documented. All BMPs in place will be monitored for effectiveness and replacement.

Inspection schedules will be communicated with PWE storm water manager before they begin.

11. Manage the Project Each phase of activity will follow the sequence outlines in the schedule above. The Site Specific Erosion Control Plan will be posted on site and all workers will be briefed on it. Updated site map (if needed) and completed inspection reports will be available upon request. Soil disturbance will be minimized and good housekeeping measures will be implemented. All BMPs will be updated as monitoring and inspection dictates. Prior to final acceptance, a final inspection will be conducted to verify that final stabilization has been achieved and all temporary BMPs removed. This final inspection will also serve as the closeout of the ESCP.
