Industry Questions and Answers
16 August 2018
1. The spalling concrete locations that I observed consisted of the following:
A.) Rusting reinforcing steel with spalled concrete adjacent B.) 2" plugs that are or have popped out of the walls. The holes appeared to be rusty as well.
C.) MISC. locations where fixtures were removed. These spalled holes were not rusty but consisted of clean concrete.
During the walk‐through we visited five units. In some cases, ordinance was impeding sight access to walls. In the five units that we did visit, I noted 3 each type A areas, 2 type B areas and 36 type C areas. The contract drawings indicated that we are to sandblast and clean to whole metal the type A areas. Are we required to patch the type B and C areas? Please advise and thank you.
Due to the potential for the unknown we have included an estimated quantity of patches that should be used and then a unit price f quantity exceeds what is estimated. It is anticipated that through the process of removing the wall paint that other items that cannot currently be seen will emerge, also it is assumed that many of the plugs will dislodge during paint removal. Also some of the known patches may not have been visible because of the munitions that are obstructing the view.
2. Does any lead‐based paint exist on the Ammo magazines walls, ceilings or doors. If so, please advise as to how we are to dispose of it after it is removed. Please advise if the land paint on the doors can be stripped and disposed of off base.
The paint on the walls will need to be treated as Lead Based Paint (LBP). As stated in para
2.1.1 ‐ All Environmental rules and regulations for the removal and disposal of lead based paints shall be adhered to, including Toxicity Characteristics Leaching Procedure (TCLP) and submittals on shipping and disposal. It will be the contractor’s responsibility to determine how best to remove paint and to properly dispose of stripped paint and paint residue.
3. Working on the doors will be difficult without disturbing the ACM core. Plan sheet A1, Key Note #2 calls for removing paint on the doors to a white metal condition, possibly by means of sand blasting and as the inner panel is rusted through in places, this could disturb the ACM filler.
Removal of the inner panel would disturb ACM. As the inner panel is skip welded around its perimeter, the ACM is not currently well sealed inside the door. There are places where the ACM is visible through bent or rusted edges of the inner panel. Could the inner panel be removed and the ACM replaced with another material to eliminate the ACM hazard?
No. The ACM is not to be disturbed. For the areas where sand blasting is not possible due to possible disturbance of the ACM, the contractor is to temporarily cover those areas, sand blast the remaining areas and provide the 1/8” panel as noted on detail 6/A3.
4. Is the new inner door panel (1/8” steel panel) to be fastened the same as the existing, tack welded edges and spot welded to I beams, per the existing condition detail 4/A1?
No. Follow the detail 6/A6.
5. There are existing electrical conduits that will conflict with the mounting of the lower “Ventilator New Intrusion Protection Interior Elevation” detail shown on plan sheet A2. Are the electrical conduits to be moved or how will the mounting be modified?
Notify Government to contact Jason Millett, Chief Physical Security, and two days prior to work on conduit/IDS sensors to be moved or removed from the lower ventilators. Physical Security will assess the system to ensure IDS requirements are met, and whether it is ok to remove the IDS sensor. For conduits and/or intrusion detection sensors that are in the way of the new work on the lower ventilators, remove excessive conduit and cap conduit to maintain explosion proof rating.
6. Please confirm that the statement of work only includes work to the 9 each ECM locations that are circled on the location map on sheet T1.
Correct, the statement of work only applies to the 9 ECM’s shown on sheet T1 and the extension of the power distribution to the lower ASP road as shown on sheet E1.
Electrical power is more extensive, and goes along the east row with new light poles. B1919 is the only bunker currently without power that will receive power and lights. B1919 has power extended to the bunker, pole‐mounted light with photocell, exterior switched light above the door, and switched interior light, and switch(s) outside door. Power is stationed at Bunkers 1911‐1918 at the new light poles, but there will be no lights required on these poles, and there is no power will be extended to these other bunkers. Bunkers 1911‐1918 receive underground conduit and conductors to a light pole, small amount of aboveground conduit on the pole, terminal box, surge protection, circuit breakers – all at the pole.
Electrical work at middle row is limited to lights on the light poles, and exterior light above the door.
The nine (9) bunkers (1919, 1920, 1921, 1922, 1925, 1926, 1927, and 1928) all receive additional lightning protection.
7. Is there an operation and maintenance manual for the ECM Door, ECM Door hinges, ECM Door locks and slide bolts?
No, operation and maintenance manuals for the ECM Door, ECM Door hinges, ECM Door locks and slide bolts are not available.
8. Drawing A1, Key note 2 states to remove the inner 1/8” steel panel on the inactive leaf. Details on drawings A2, A3, A4, A5 state to overlay the inactive leaf with new 1/8” plate steel. Please confirm if the inner 1/8” steel plate needs to be removed.
Drawing A1, Keynote 2 is to be changed in part to read as follows”…ATTACHED ITEMS, OVERLAYY OF INNER 1/8” STEEL PANEL PER DETAILS ON A3 AND A4, REPAINTING…”
9. Will the ECMs be cleared completely prior to the contractor starting work?
Yes, as stated in para 2.13.1 the magazines will be made available two at a time and the two being worked on will not be occupied. In the pair being worked on at any given time, all ammunition will be removed and those two magazines will be empty.
10. How many ECMs can the contractor have at one time?
As stated in para 2.13.1 – two magazines will be made available to the contractor at any time.
A new requiremet is that 1919 and 1920 will be the first two magazines made available to the contractor so all work on 1919 and 1920 (to include installing power and lights in 1919) will have to be completed and accepted by the Government before the next pair can be made available. Except for the first pair, it will be up to the contractor to determine the order in which the contractor proposes to have the magazines made available. This must be shown on the Initial Schedule which the Government will review and accept.
11. Does the lightning protection need to be certified?
No. New lightning protection components need to be UL‐96 listed per paragraph 2.8.1.
12. Statement of work Item 2.1.2 states to have all metal surfaces to be prepped to white metal conditions. There are several doors where the interior metal face is rusting and will not accept SSPC SSP‐5 metal blast cleaning without exposing the asbestos underneath. Is there a acceptable solution?
See response to question #3 above.
13. Statement of work item 2.4.6 mentions technical specification TS 09 96 00. Can this TS be available for review prior to the bid date?
TS 09 96 00 has been removed from 2.4.6. The salient paint requirements have been included in the SOW.
14. Statement of work item 2.12 mentions technical specification TS 01 32 01. Can this TS be available for review prior to the bid date?
TS 01 32 01 is part of the prime contract.
15. Are there any other technical specifications applicable to this solicitation?
No, there are no other technical specifications beyond those included in the prime contract
16. Statement of work item 2.1.7 states for the contractor to demount the brackets for the Balanced Magnetic Switches (BMS) on the doors. Does the BMS need to be removed from the ECM concrete on the interior or does it stay?
The part of the BMS mounted on the inside frame/concrete will remain and will have to be worked around.
17. Does the BMS switch need to be removed in order to complete the painting of the interior of the ECM?
The part of the BMS mounted on the inside frame/concrete will remain and will have to be worked around.
18. Does the gov’t or the contractor remove the BMS’s?
The part of the BMS mounted on the inside frame/concrete will remain and will have to be worked around. The BMS brackets mounted to the doors will have to be removed by the construction contractor to complete repairs of doors and then be remounted to the doors when the repairs to the doors are completed. The proper mounting/alignment of the re mounted brackets and the proper functioning and proper operation of the BMS will be confirmed by the Government’s Intrusion Detection System (IDS) contractor when the construction contractor gives the Government the two week notice required by contract (para 2.13.2 ) that the magazines will ready for IDS to be reinstalled/started back up in preparation for final inspection/acceptance. The construction contractor will have to work with and assist the Government’s IDS contractor in verifying the proper mounting/alignment of the re mounted brackets and the proper functioning and proper operation of the BMS once the Government’s IDS contractor comes back on site to start back up the IDS system
19. Is there a testing procedure for the Balanced Magnetic Switches that the contractor needs to follow to confirm the switches operation properly per statement of item 2.1.7?
See response to question 18 above.
20. Does a DAQ Intrusion Detection System certified contractor need to complete the work associated with the intrusion detection system balance magnetic switches when completing the work per statement of work item 2.1.7?
No ‐ See response to question 18 above.
21. During the site visit it was noted that one BMS magnets was missing one of the doors to the ECM. Will the gov’t ICIDS contractor reinstall the BMS magnet and confirm operation prior to the award of this contract?
The Government will be responsible for maintaining and operating the existing IDS system and components in all bunkers up to the time the construction contractor needs to start work in a given pair of bunkers, then upon giving the advance notice required by contract (2.13.2), the Government’s IDS contractor will disable the existing IDS and prepare the system so the work of the construction contractor can proceed on the projected start day. Any components of IDS left in place in the bunkers (except BMS brackets on doors) will have to be worked around and preserved and protected until such time as magazines are ready to have IDS started back up in preparation for final inspection.
22. Will the gov’t confirm proper operation of all intrusion detection devices prior to the start of this contract?
See response to question 21 above.
23. Is it the intent to have pricing for Statement of Work Item 2.9 under CLIN0001?
Correct the pricing for all work in para 2.19 ECM 1919 Power is to be bid under CLIN 1.
24. What Clin are the poles and power for 1911‐1919 under?
The pricing for all work in para 2.19 ECM 1919 Power, to include the new poles and power along the lower ASP road is to bid under CLIN 1.
25. 2.9.5 what size conduit from bunker to light poles?
½” RGC per 2.9.8. This is only at B1919.
26. Does each bunker get a panel with transformer as indicated on E1. The scope does not indicate that?
There’s an error on the drawing E1. B1919 light pole gets a load center with two 5A circuit breakers and SPD (which also requires circuit breaker). The bunker B1919 lighting exterior and interior is 277V, no need for a transformer. B1919 .. B1911 light poles each get the load center with two breakers for lights, SPD (with breaker). Only B1919 receives power at this time. Only B1919 has a pole mounted light. See corrected drawing E1
27. 2.9.8 &2.9.5 Does each bunker 1911‐1919 get two circuits 1 for interior lights and 1 for outside light or just 1919?
Prep at pole for two circuits, two 5A circuit breakers, SPD (also requires circuit breaker), do not extend to bunker B1911..1918. B1919 is the only one that receives power and interior lights (3) and exterior light above door, and pole mounted light.
28. Please show interior exterior lighting and switch locations at the bunkers that get them.
For all 9 bunkers (B1919, 1920, 1921, 1922, 1923, 1925, 1926, 1927, 1928): See paragraph 2.7.3 for exterior light location (2 ft centered above door). See paragraph 2.7.3.1 for switch location (exterior ‐ active leaf side within 2 ft of the door).
29. Please provide the panel schedule for spd1.
See enclosed photos of SDP1 Panel Schedule and SDP1 Circuit Breakers, and Bunker Map – Existing Electrical.
30. Is the lightning protection system for the bunkers to be UL listed and approved after it gets the additional components added?
No, but components are to be UL listed for use in lightning protection system per per paragraph
2.8.1. .
31. If the existing system is used with new components added, the system will not meet any of the requirements per 2.8.
Understood. The new components to be added to meet the new requirements. Existing air terminals may need to be supported if they are too high without support as required by para
2.8.1. Double air terminals need to be corrected per para 2.8.2. Middle air terminal and conductors to be added (2.8.1).
32. Are we to assume the existing lightning protection system is intact and in good condition?
Yes.
33. Does the concrete coating to be removed contain Lead?
See response to question # 2 above.
34. What type of paint are the concrete surfaces to be painted with? I see to put 3 coats of concrete sealer but no reference as to what type of topcoat to be used.
Paint exterior and interior concrete according to new section 2.4.5.1.
35. Section 2.8.8 Test earth electrode subsystems. Will a 3 point fall of potential test be acceptable for testing?
Yes.
36. Do the lightning protection systems need to be UL listed or certified? With the limited amount to perform does it need to be installed by LPI‐certified personnel?
No – the system does not need to be certified, but any new components need to be UL listed for use in a lightning protection system per para 2.8.1. No, new component do not need to be installed by LPI‐certified personnel.
37. Section 2.9.5 calls for RGC conduit from Light post to bunker. Prints E2 section 1 Power Pole & Light Detail shows PVC to bunker lights. Is the intent to have GRC the entire run to the bunkers?
There’s an error in drawing E2. Follow the wording in the scope. A revised drawing E2 is attached. RGC from light post to bunker, as it runs under a road and is required by DA‐Pamphlet 385‐64. RGC above ground and on the 90 degree sweep underground. PVC from pole sweep to pole sweep at along the side of the road.
38. While going through the documents for this project it appears the Plans Sheet A5 according to the Index is supposed to state ECM 1923 however the sheet states ECM 1992, 1920, 1919 ‐ Door Repair Details.
Correct. See modified drawing sheet A5.
39. Is it the intent to award all CLINs?
See FAR 52.214‐19(c). The Government may accept any item or combination of items.
40. Is it possible that not all CLINs will be awarded?
See FAR 52.214‐19(b). The Government may reject any or all bids.
