About this file

This document is a Salient Characteristics and Installation Instructions specification for a federal contract to retrofit exterior cipher locks and exit hardware at Building 768, Schofield Barracks, Hawaii, for the 125th Intelligence & Electronic Warfare Battalion. The project requires removal of obsolete hardware and installation of Department of Defense-approved standalone electronic pushbutton cipher locks, heavy-duty vertical rod panic exit hardware, high-security Small Format Interchangeable Cores (SFIC), and specialized conversion trim for standard and bullet-resistant door assemblies. All installations must be performed by GSA-certified lock technicians to meet DoD physical security requirements and fire/life-safety egress regulations. The work encompasses 17 total door openings across three categories: 12 perimeter/egress doors requiring 10-PIN cipher locks and panic bar exit devices with custom bullet-resistant dress plates and extended tailpieces; 5 interior/controlled entry doors requiring mortise cipher locksets with standard conversion dress plates; and 9 bullet-resistant door assemblies requiring custom fabricated components and extended key override tailpieces.

The specification details comprehensive quality assurance and key custody protocols requiring GSA certification for all installation work, surface preparation using custom conversion dress plates, installation and testing of 20 vertical rod assemblies, and precise pinning of 7-pin SFIC cores. Key deliverables include all 17 fully installed and operational cipher locks and exit devices; exactly three master override keys and two control keys stamped with required markings; key custody transfer documentation; master PIN programming guides and operator reference sheets; and final workmanship and warranty certification. Testing and acceptance criteria are defined for cipher access code operation, self-powered kinetic charging for 12 units, single-motion egress on 12 exit doors, vertical rod clearance on 20 rod sets, mechanical key override on 17 total doors, ballistic plate rigidity on 9 bullet-resistant openings, and complete site cleanup. The Contractor must turn over all keys directly to the Schofield Barracks Directorate of Public Works under DA Form 5513 custody receipt procedures.

4. Quality Assurance & Key Custody

4.1 Certified Labor & Quality Assurance

GSA Certification: All lock installations, core pinning, and exit device alignments must be executed by certified technicians qualified to handle GSA-approved and DoD-compliant locking systems.

Surface Preparation & Dressing: Standard and bullet-resistant doors must be retrofitted using the custom conversion dress plates to conceal prior preparations, ensure structural integrity, and maintain ballistic resistance.

Vertical Rod Adjustment: The Contractor shall install, tune, and test the 20 BEST-Precision 2200 vertical rod assemblies to guarantee smooth top and bottom latching without binding or drag. Comment by Kim, Eric K SFC USARMY 413 CONTR SPT BDE (USA): Is it brand name? if so, please change to some thing like “ The Contractor shall install, adjust, and test all required heavy-duty exit-device and vertical latching components to ensure smooth operation, positive latching, and free egress without binding or drag. “

4.2 Key Control & DPW Custodial Turnover

SFIC Master Override Keys: Exactly three (3) master override keys stamped sequentially "1", "2", and "3" and inscribed with "US Property, Do Not Duplicate" shall be generated.

SFIC Control Keys: Exactly two (2) core removal/control keys inscribed with "US Property, Do Not Duplicate" shall be generated.

Direct Handover Protocol: In compliance with military installation regulations, the Contractor shall turn over all master override keys and control keys directly to the Schofield Barracks Directorate of Public Works (DPW). The 125th IEW BN designated key control officer will sign out keys through DPW channels.

5. Technical Installation Instructions Phase 1: Site Preparation & Demolition Conduct an opening-by-opening audit against the Door Hardware Matrix to confirm door hand, stile width, and ballistic rating.

Remove all existing, obsolete locks, mortise cartridges, panic hardware, and vertical locking bars without damaging underlying structural frames.

Clean, deburr, and prepare all door preps. Apply rust-inhibiting primer to any bare cutouts to guard against tropical marine corrosion.

Phase 2: Plate Retrofit & Lockset Installation Standard Hollow Metal Doors: Fit standard conversion dress plates over existing cutout footprints on both interior and exterior faces. Secure through-bolts to manufacturer specifications to ensure rigid seating without deforming the door skins.

Bullet-Resistant Doors (9 Openings):

Align custom heavy-gauge bullet-resistant conversion plates over door preps, ensuring a minimum 1.25-inch perimeter overlap of existing penetrations.

Secure plates using high-strength tamper-resistant fasteners to maintain ballistic integrity.

Install custom-machined extended key override tailpieces into the cylinder assembly to guarantee full cylinder throw depth across the reinforced door core.

Mount the DoD-approved 10-PIN cipher locksets (PowerStar self-powered units on exit device doors; mortise locksets on interior controlled doors). Comment by Kim, Eric K SFC USARMY 413 CONTR SPT BDE (USA): Remove model name Phase 3: Vertical Rod Panic Device Installation & Synchronization Mount the heavy-duty vertical rod panic bar chassis at standard finish height (40-5/16" centerline AFF).

Install top Pullman latch and bottom vertical locking rod bolt.

Adjust top and bottom rod linkages simultaneously to ensure synchronized release upon push-bar depression.

Verify bottom rod bolt maintains at least 3/16" floor/threshold clearance during opening motion to eliminate floor strike dragging.

Phase 4: SFIC Core Pinning & DPW Turnover Pin 7-pin SFIC cores to master specifications.

Verify mechanical stamping: Master keys sequentially stamped "1", "2", "3" with "US Property, Do Not Duplicate"; Control keys stamped "US Property, Do Not Duplicate".

Insert pinned cores into locksets using the designated Control Key and verify positive locking cam engagement.

Deliver master override keys and control keys directly to the Schofield Barracks DPW Key Control Facility under DA Form 5513 custody receipt.

6. Testing, Inspection, and Acceptance

Prior to final sign-off, the Contractor and the Battalion Facility Manager shall conduct a joint functional inspection to confirm:Comment by Kim, Eric K SFC USARMY 413 CONTR SPT BDE (USA): Please change to “Prior to final acceptance, the Contractor and the Government-designated facility representative shall conduct a joint functional inspection of all 17 cipher-lock assemblies and associated exit hardware. Final payment is processed upon Government final acceptance of the completed installation and all deliverables identified in DEL-01 through DEL-09. ”
