About this file
This document contains questions and answers for the DFAC Food Waste Pick-Up and Disposal Services solicitation (W912CN-25-Q-0008). Key details include pickup services for food waste at 5 different dining facilities (DFACs) across Schofield Barracks and Tripler Army Medical Center, with an estimated 2,200 bins to be picked up annually for DPW and 1,456 bins for TAMC. The service involves 55-gallon bins, with an estimated 183 bins per month for DPW and 121 bins per month for TAMC. The contract is a 100% small business set-aside with firm-fixed pricing, currently serviced by ECO FEEDS, INC. under previous contracts totaling $550,822.15.
Specific contract requirements include cleaning the area around bins, immediately cleaning up any spills during pickup, and mandatory DBIDS identification for all subcontractors accessing the base. Contractors must coordinate base access through the Contracting Officer's Representative (COR), who will provide a spreadsheet for processing. The locations include Schofield Barracks, East Range Military Reservation, and Tripler Army Medical Center, with Technical Exhibit 1 (TE-1) providing precise bin locations and quantities.

W912CN-25-Q-0008 DFAC Food Waste Pickup and Disposal Questions
Does the area around the bins have to be cleaned?
A. Yes. The area around the bins should be free of food waste and/or debris. If you notice when you pick up the bins that the area is dirty, please take a picture and send it to your respective COR ASAP. The COR will then address it with the DFAC POC/Manager.
B. The Contractor shall also be responsible for immediately cleaning up any spills, debris, etc., which may occur during pick-up or transportation of bins whether the spill occurs on or off Army installation.
Are the bins at this location (Schofield Barracks Bldg 780) the only bins that will be picked up?
A. No. There are 5 DFACs/BLDGs for DPW and a DFAC at Tripler Army Medical Center that will require bins to be picked up. Technical Exhibit 1 (TE-1) will provide the DFAC and BLDG numbers along with the number of bins that should be left at that location.
Could you confirm the number and exact locations of waste bins at Wheeler Army
Airfield? This was not included in the technical exhibit.
A. Wheeler does not have a DFAC/BLDG that will require bin pick-ups. All pick-up locations for DPW are located on Schofield Barracks to include SB East Range (ER).
Please see TE-1 for all locations.
Are we authorized to provide sanitizing services at the rubbish bin landing areas?
A. No, the bins will not be sanitized at the locations. The bins that are being dropped off should already be cleaned and cleared of any food waste/debris.
May we able to set up containment or designate a controlled area for cleaning the bins on-site?
A. No. When you do your pick-up, the bins that are being dropped off should already be cleaned and cleared of any food waste/debris.
Are the bins typically filled to capacity prior to scheduled pickups, or should we plan for partial loads?
A. It can vary from day to day. Some days the bins may be filled to capacity and some days they may not. Please note that not all the bins at each DFAC will be picked up on scheduled pick-up days. (Ex: If there are 12 bins you may only pick up 6 that day)
Will DBIDS identification be required for all subcontractors?
A. Yes. Everyone requiring access on base will need a pass.
What is the base access protocol for contractors and subcontractors, including any required documentation or processing steps?
A. A request will need to be made to the COR for the contract. When you are requesting base access, a spreadsheet will be provided to you from your respective COR to fill out.
Scheduled DFAC Food Waste Pickup-DPW FFP: The quantity reflects 2,200. Is this the total number of toters picked up per year? If so, would the facility need an estimated 183 barrels on facility property per month?
A. 2,200 is the total ESTIMATED number of bins that will be picked up per year. There are 5 DFACs that DPW has under them. The total number of bins at all 5 DFACs is
32. We are “estimating” that 183 bins will be picked up per month between all 5
DFACS.
Scheduled DFAC Food Waste Pickup-TAMC FFP: The quantity reflects 1,456. Is this the total number of toters picked up per year? If so, would the facility need an estimated 121 barrels on the facility property per month?
A. 1,456 is the total ESTIMATED number of bins that will be picked up per year. The total number of bins at Tripler DFAC is 10. 121 is the ESTIMATED amount of pick-ups per month at this DFAC.
The locations mentioned in the previous questions are the total number of toters/bins located at multiple locations within the facility. Is that why so many toters/bins are required?
A. For DPW there are only 32 bins total for all 5 DFACs. The Tech Exhibit (TE) will tell you exactly how many bins are at each location.
Is the contract for the 3 facilities listed below? In the solicitation under the ship-to address, I only see Tripler Army Medical Center and US Army Garrison HI DIR of PUB WKS DPW, and I wasn't sure if they are the same as the locations listed below. Which is mentioned in the Description section of the solicitation on SAM.GOV.
- Schofield Barracks (SB)
- Wheeler Army Airfield (WAAF)
- East Range Military Reservation
A. For DPW the locations listed above are correct except for Wheeler Army Airfield (WAAF) which no longer has a DFAC. I believe it was listed in sam.gov prior to the DFAC being removed.
B. All locations are listed in Technical Exhibit 1 (TE-1)
Are you able to provide the sizes of the dumpsters? This information would help us in preparing an accurate and competitive proposal.
A. 55 gal bins
Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
A. This is a recurring requirement currently serviced under contracts W912CN-24-D- 0003 and W912CN-20-P-0095 awarded to ECO FEEDS, INC.

I'd like to know if there was an incumbent providing the required services and if so, what was the previous award amount?
This is a recurring requirement currently serviced under contracts W912CN-24-D-0003 at $478,860.00 and W912CN-20-P-0095 at $71,962.15 awarded to ECO FEEDS, INC.
