About this file
This document contains clarification responses to a contractor's questions regarding solicitation number W912CN-24-Q-0519 for cleaning and purging fuel tankers. The solicitation requires cleaning M978 HEMTT fueler tanks (x2) and an M969A3 fuel disposal tank (x1) on-site at the customer's motor pool location. The contractor must provide all necessary personnel, equipment, transportation, and materials to complete the work except for items specified as government furnished. Questions were asked regarding technical manuals, transportation responsibilities, waste petroleum disposal, contamination sources, photos of the tank interiors, and conducting a site visit. The customer provided responses clarifying that only solvent and water-based cleaning is required without sandblasting, the attached regulatory guidance outlines purge requirements, the contractor is responsible for contaminated fuel disposal, and a site visit could not be coordinated due to the solicitation closing date.

RE: W912CN-24-Q-0519 - Clarifications
The solicitation includes several ambiguities requiring clarifications:
1. Technical Manuals The solicitation references several U.S. Army and Department of Defense (DoD) manuals in the Performance Work Statement (PWS) Page 9, section 6. Unfortunately, these manuals are yet to be available online, and the solicitation has yet to publish these manuals:
● HEMTT TM 9-2320-429-10
● M969 Tanker TM 9-2330-329-10
● TM 4-43.31
● MILSTD3004-1A
Without the manuals, the required purge and cleaning methods are open for interpretation, hence ambiguous and requiring clarification.
As a relief, we respectfully request the agency to publish the pertinent technical manuals and allow us a reasonable time to reflect the new information in our Quality Assurance Plan to ensure we meet acceptance criteria.
● CUSTOMER RESPONSE: See attached Technical Manual "MILSTD3004".
2. Driving from Fort Shafter to the contractor facility The solicitation does not identify how and who is responsible for the equipment / liquid tanks to be transferred from the military installation; this aspect is open to multiple interpretations and, hence, ambiguous. We request the agency to clarify who should be responsible for driving and mobilizing the equipment.
CUSTOMER RESPONSE: The individual unit will be responsible for the equipment/liquid tanks to be transferred from the military installation. This includes personnel that are fuel handler qualified.
3. Waste Petroleum The solicitation does not identify if the government wishes to obtain the waste petroleum products in the tank or if it is the contractor's responsibility to dispose of the waste. If the contractor is responsible, please identify disposal requirements, including the preferred facility.
CUSTOMER RESPONSE: For Petroleum waste, the contractor assumes full responsibility of contaminated fuel disposal. We are unaware of a specific facility of where the disposed fu el would be stored.

4. Contamination Sources The PWS in section 5.5 requires removing "water, debris, or other particulate." However, the agency has yet to identify other potential contaminants such as pilling paint, rust, corrosion similar, and matters beyond cleaning of debris, algae, foreign particulate matter.
On the one hand, the agency requires water and solvent-based cleaning, perhaps with pressure washers and scrubbing. Still, on the other hand, the agency instills ambiguity, identifying that a repeated cleaning/purge will be required in case of failing testing/sampling per PWS section 5.7.
In light of the above, we would like to understand if the agency requires only solvent and water-based cleaning or if sandblasting would be needed to remove paint or rust.
CUSTOMER RESPONSE: Only solvent and water-based cleaning is required, no sandblasting.
The attached regulatory guidance will outline the necessary guidance for a purge.
5. Photos We request the agency provide multiple photos of the inner area for cleaning each tank.
RESPONSE: I (SSG Kanae) have reached out to the unit for the photos that have been requested. I am standing by for a response. I will update the attachments for this RFQ on SAM.gov if/when I receive the photos. If the customer does not submit photos to me, please do not let that hinder you from submitting a quote.
6. Site Visit We want to coordinate a site visit to assess the magnitude of the required cleaning better.
RESPONSE: We do not have enough time to coordinate a site visit as the solicitation closes tomorrow, 31JAN24 @1200.
7. Can this job be done ON-SITE at the Customer's location?
CUSTOMER RESPONSE - Yes, this job can be done on-site at the motor pool, where the vehicles are currently staged. However, the contractor will be solely responsible for all of the work and equipment involved (to include removal, storage, and disposal of fuel).
8. Fuel Refill - Customer will supply their own fuel for the refill.
9. Testing and Sampling - Customer will conduct testing and sampling.
