ATCH 8 - QUESTIONS & ANSWERS

Question Answer

1. On page 5 of "Solicitation W912CN-23-Q-

0044.pdf," under ITEM NO 0001, it indicates a

Quantity of 9000 units each. Could you kindly confirm whether this quantity accurately reflects the number of containers that needed to be picked up.

This is a requirements contract. The quantity listed is an estimated amount based off the TE-1 and number of bins times the number of weeks in a year.

2. For all locations involved, could you kindly provide additional information regarding the size of the bins or specify the volume or weight (in pounds) of the bins at each location?

Per PWS 7.5.1 The contrator shall provide 55 gallon bins for food waste disposal.

3. In the location of the dining facilities and the pricing sheet, what does the quantity represent? I am assuming it represents the number of daily pick-ups because 36 daily pick-ups *5 days per week * 52 weeks is about 9000 pick-ups per year.

Yes, the quantities are an estimated amount based off the formula presented

4. So far if I am correct, will the 24 unscheduled pick-ups represent 24 individual pick-ups or the daily pick-ups?

24 individual pick-up and not included in the daily pick-ups

5. What are the size of the bins required to retrieve and move the waste?

Per PWS 7.5.1 The contrator shall provide 55 gallon bins for food waste disposal.

6. Are the bins supplied by the Government? No

7. Will the bins contain only food waste or will it be combined with non-organic waste?

Only Food Waste

8. Please clarify the correlation between the numbers 9000, 24 and 5 in the main body of the solicitation and the Attachment 5 Exhibit 1 numbers

12,7,3,8,4,2 total = 36.

9000 is the quanitity of the scheduled pick up. 24 is the quanitity of the unscheduled pick up. And I assume you meant 15 and not 5, this is for any damaged/lost/stolen bins.

9. I have not been able to find any information on the current award, if possible please supply the current awardee and Base price from 2019.

Fermin Balisacan, total contract award is

$410,100.00

10. Please verify the current disposal process

(where is the current waste being disposed)?

Per PWS section 1.2 " The Contractor shall determine the best and most cost effective ways to fulfill pickups and disposal of DFAC food waste, along with their component needs, emphasizing innovation and commercial best practices."

11. Who is/was the incumbent company? Fermin Balisacan

12. What was the incumbent company's full contract price?

$410,100.00

13. I'm wondering if it's possible to do a site visit of all the locations of the bins?

We do not plan to hold any site visits at this time.

14. We wanted to just clarify that the Quantity on the technical chart/exhibit (TE-1) is related to the quantity of trashcans needed to be picked up and dropped off per location.

Yes, these are the estimated quantities of trashcans needed to be picked up and/or dropped off per location.

15. How many times do we pick-up and drop off the bins per day?

Per the TE-1, pick up days are Mon-Wed-Thur-

Fri-Sat and only once per day.

16. Do the bins need plastic bags and also did you have a specific brand of 55 gallon bin we would need or is that up to us?

The bins do not require plastic bags, however, if that makes your job easier to dispose of later then that is up to you. There is no specific brand of 55 gallon bins you need to use but I would suggest bins with wheels.

17. I wanted to know if there was an incumbent to this contract, and if so, could the value and contract number be provided

$410,100.00, W912CN18D0007

18. Does the quantity appear in the solicitation to cover the entire 5 years duration of the contract or annually?

The quantities are the estimates per each respective base year or option year.

19. The solicitation has a total of 126 pages, please provide us a list which part we need tocomplete and return back to you with our offer.

Please refer to Attachment 2 - Addendum to

52.212-1 (pages 67-68 of the solicitation) and

Attachment 3 - Addendum to 52.212-2 (pages

68-69 of the solicitation) for instructions on what and how to submit your quote.

20. What is the expected scope of work or action when a container/bin is deemed "lost" or

"damaged" according to the Performance Work

Statement (PWS) and Technical Exhibit-1 (TE-1)

DFAC Food Waste Schedule? Are we expected to replace lost containers, repair damaged ones, or take other specific actions?

If a bin has been lost/damaged the vendor would notify the COR and replace the bin. The vendor is expected to replace any lost/damaged bins.

Please refer to 7.1.5 of the PWS.

21. Could you please provide guidance on how the pricing for this item should be structured? Should our unit price cover the cost of a replacement bin if it's lost or damaged?

CLIN ending in 003 series should cover the cost of a replacement bin.

22. Is there a preferred method or process for reporting and documenting instances of lost or damaged containers/bins?

Email to the COR is the preferred method.
