Question submission deadline: 1400 on Friday, December 16, 2022.
1. Does this mean all locks will have annual preventive maintenance except the cipher locks?
Answer: The intent (as insisted upon by previous Garrison leadership) was only for card locks, not cipher.
2. Item no. 0005, 1005, 2005, 3005 and 4005 only show a quantity of 1,500 each, what does each refer to lock or building?
Answer: Building as there are way more locks than buildings
3. Would locks that are identified as inoperable during the annual preventive maintenance be charged the rate of a routine service call?
Answer: No, locks repaired during would be charged against the PM CLIN
4. After reprogramming the lock, will the contractor provide new keys and batteries for all rooms? Ex. bldg. 451 preventative maintenance was performed and all 100 rooms were reprogrammed, contractor is required to provide a new key for each room and batteries for all locks?
Answer: Contractor will provide new (card) keys on case by case basis. If contractor has to replace the e, this would require a new hard key as well.
5. Will the cost of the batteries and keycards be included in the preventive maintenance cost or charge separately?
Answer: Replacement of batteries and key cards would be covered under the replacement parts CLIN XXX3
6. Would replacement of the key be charging a separate rate or included in the preventive maintenance rate?
Answer: Replacement of key es would be covered under the replacement parts CLIN XXX3.
7. Is there a count of the number of buildings that need master key and cores?
Answer: No there is not. Replacement of cores and master keys would be on a case by case basis. There are buildings scheduled for complete lock replacement. As these replacements occur soldier leadership will take the lead on key tracking.
8. Will you be considering alternate/counterproposals?
Answer: Yes
9. What level of manufacturer certification is required/expected for the locks and door hardware included in this solicitation? Will a company that provides proof of manufacturer certification be deemed more technically acceptable than a company that does not possess those certifications?
Answer: No certification is required therefore a company will not be deemed more technically acceptable if they have the certifications. This is a price only solicitation.
10. New units and replacement parts for the Solitaire 710s are no longer manufactured. What lockset will be an approved replacement for the 710s, and any other locksets that have reached end of service which are no longer supported by the manufacturer?
Answer: The ILCO 790-10 RFID Series mortised lockset with K-I-L KABA Cylinder (Schlage “C” Keyway) Key Override Option and Satin Chrome finish is the lock mechanism planned for replacement. This lock will be able to read RFID or an approved equivalent.
11. The PWS calls for 1,500 Preventative Maintenance (PM) actions each year. Are these PMs meant to be spread out evenly among the various sites or are there specific sites that will need to be prioritized to receive those PM actions each year?
Answer: They are to be spread out among the various buildings.
12. Are all 15,222 locks within the PWS to receive preventative maintenance each year?
Answer: PM is only for card locks, not cipher.
13. What percentage of the locksets covered in this contract are anticipated to be upgraded or replaced in the next 5 years?
Answer: Unknown. We do not have access to scheduling or building selection for upgrades.
14. According to the spreadsheet "Cipher Card Lock Technical Exhibit 1" there are sixteen (16) Electro-magnetic High Security Locks referenced with a lock type of "TBD". Will these be FF-L-2740B locks? Will there be any requirements to install, upgrade or maintain any FF-L2740B locks under this contract?
Answer: This information is unavailable at this time. The lock installed to meet the requirements of the FF-L-2740B units will require the same maintenance (and if needed, replacement) from the KTR once the warranty period has expired. The COR will provide the KS specific lock information when it becomes available
15. Are all locks with master key cores expected to be replaced within the base year?
Answer: There is no need to replace locks that are in working order. Replacement is a requirement if no longer functional or a key is not available
16. Is the contractor responsible for providing the cores and their master keying?
Answer: The KTR is responsible for replacing cores if no longer functional or a key is not available.
