13 Introduction The Contractor shall manage and operate a Contractor operated and Contractor-owned (COCO) business to provide laundry and dry cleaning services for locations on Oahu, The following locations are Fort Shafter, Schofield Bks., Wheeler Army Air Field, Joint Base Pearl Harbor-Hickam and Hawaii Army National Guard at various locations. Contractor will provide pick-up and delivery service at those locations. Laundry and Dry cleaning contract service will be on a reimbursable basis with tenant and organizational Funeral Detail Class “A” Military Dress Uniform, as it relates to life, health, and safety.
QUESTION(s):
• Introduction - lists numerous activities throughout Oahu. Does the government have a listing of the pickup points (PUP’s) at these various locations, and/or are there multiple PUP’s at each location-especially the National Guard (NG) at “various [undefined] locations”.
• “Laundry and Dry cleaning contract service will be on a reimbursable basis with tenant and organizational”. Does this mean the contractor has to collect directly from each reimbursable customer, or does the contractor just submit one billing each month to the ASC with all customers detailed on one invoice?
All the address and locations are listed in Section 2 General requirements. Contractor will submit one billing each month to the ASC with all customers detailed on one invoice.
14 PARA 1.1 Mission States:
The Contractor shall provide Laundry and Dry cleaning services to all Army Field Support Battalion Hawaii (AFSBn-HAW) supported units stationed on the island of Oahu.
The Army's Installation Laundry and Dry Cleaning Program provides pick-up and delivery at designated locations, washing, drying, pressing, packaging, pick-up, drop-off, and direct exchange services for Government-owned items for laundering. Provides dry cleaning services in accordance with environmental OSHA/host nation, and other applicable regulations and policies. Includes dry cleaning services, with accountability for such items as: flags; bunting; draperies; ceremonial uniforms; funeral detail clothing; and special categories.
Question: What location(s) receive direct exchange (DX) service and what items will be DX’ed?
Typically, this is Government owned (organizational) bed linens where the contractor will be hand receipted a stockage of linens providing them the ability to have sufficient clean on the truck to DX with the customer for the exact amount of soiled linens being turned in. Will the contractor be provided this stockage of linens?
There is no Direct exchange as linens will not be part of the laundry service that is provided. Removed, "direct exchange services" from Paragraph 1.1.
15 9. PARA 1.3 SCOPE States: The Contractor shall provide all personnel, management, materials, and transportation to perform the operation of the Contractor-Owned Contractor-Operated (COCO) Laundry and Dry Cleaning requirement. The Contractor shall furnish labor, supervision, transportation for pickup and delivery services for the Contractor-Owned Contractor-Operated (COCO) Laundry and Dry Cleaning requirement providing supplies, vehicles, tools, materials, necessary for the performance of dry cleaning, organizational bulk and piece rate customer laundry services for U.S. Army locations already identified. This contract includes functions, tasks and responsibilities normally inherent to a laundry and drycleaning facility. The Contractor shall receive, account for, process and return articles tendered for laundry and/or dry cleaning. The Contractor shall establish and maintain a system of records to quantify work performed and shall prepare administrative correspondence and reports incidental to the work covered in this contract. The Contractor shall ensure that only authorized individuals are afforded laundry services and shall operate piece rate services. Services shall be performed in compliance with the standards as contained or referenced in this contract. The Contractor shall schedule and manage operations to maximize responsiveness, efficiency and economy to the United States Army community.
All dry cleaning items will be picked-up and delivered to the contractors’ location and then returned to various locations on Army Installation’s.
QUESTION(s):
• 1.3 speaks to “piece rate” service, among many other tasks. In AR 210-130 “piece rate” service is typically referred to as Individual Piece Rate (IPR)” which is typically “cash & carry” service in a COCO contractual environment. Is it the Government’s intent that the contractor will provide “Cash & Carry” type service and have the patron personally pay the contractor for this service, or is this a bid item paid for by the Government under on of the CLIN’s?
• “All dry cleaning items will be picked-up and delivered to the contractors’ location and then returned to various locations on Army Installation’s.” This paragraph is confusing. On one hand it says “items will be picked-up and delivered to the contractor’s location.” Does this mean the Government/patron will be bringing this work to the contractor, or is it trying to say the contractor will perform this pick-up and delivery service?
The words "shall operate piece rate services." Has been taken out of the PWS. For the second question the paragraph was reworded to say "All dry cleaning items will be picked-up from building 6039 and returned within the 3 day turnaround time."

We will not use DA Form 1974. Contractor will used there own form. Added language to reference "contractor's laundry tickets" and removed reference to "DA Form 1974". DA Form 1974 will not be required for this contract. Don't know the total quantity of tickets as this is a new contract with specific requirements.
