Where necessary, the Contractor shall wet the soil at the soil-tarp seal outward from the structure prior to tarping time to protect structural foundation plantings of trees, shrubs, and other plants as required. Wetting should be done in such a way as to prevent puddling or muddy conditions at tarping time. Any trees or other landscape features scarred or damaged by the Contractor's equipment or operations shall be restored as nearly as possible to their original condition. The garrison has a variety of different types of building structures and terrain; work may require the use of man lifts to access these structures and terrain may vary at each location.

The Contractor shall also use the Vikane Gas Fumigation Work Sheet to provide application data consisting of the following information: fumigant half loss time estimation, fumigant dosage calculation, number of release sites, number of monitoring sites, time warning agent introduced, time fumigant introduced, and total amount of fumigant used. Contractor shall have exterior lighting in place from dusk to dawn.
2.4.4.7 Introduction of Sulfuric Fluoride. The Contractor shall provide adequate shooting and testing tubes to the interior for use in proper application and sampling of gas for Fumiscope readings during the fumigation and sampling of gas for Fumiscope readings during fumigation. The tubes shall extend to all parts and levels of the structure. Contractor furnished fans shall be placed to azure circulation of the gas during the fumigation, and shall be rated for a minimum of 1,000 cubic feet per minute (cfm). Electrical extension cords shall be provided by the Contractor for use of the Fumiscope. The Contractor shall take the Fumiscope readings. Chloropicrin shall be released into the structure prior to introduction of Sulfuric fluoride in accordance with label instructions.
2.4.4.7.1 The Contractor shall introduce into the sealed structure the sulfuric fluoride at the rate of not less than the amount per 1,000 cfm or higher as calculated by Dow Fumiguides B and Y. Retain sulfuric fluoride at the necessary ounce-hour accumulation calculated by Dow Fumiguides B and Y or determined by Fumiscope measurements within the structure. The COR shall be notified as to time of final readings and ventilation. The first Fumiscope readings shall be made when the fumigant reaches equilibrium in the structure, not less than two (2) hours after introduction is commenced. A second Fumiscope reading shall be made four (4) hours after introduction is commenced.
Ounces per 1,000 cubic feet shall not have fallen more than the estimated Half-Loss Time (Ill...T) during this period. Additional fumigant shall be added, if necessary, to maintain the required concentration. Additional readings shall be taken if deemed necessary by the Contractor or the Government. Original copies of the Fumiguide and Fumiscope figures shall be submitted to the COR upon completion of fumigation.
Testing of covers or seals shall commence 30 minutes after all the gas has been introduced. The Interscan gas detector or equivalent device shall be used. At least two (2) tests must be made; the point where the covers have been jointed and the point where the covers meet the ground.
2.4.4.8 Ventilation. Before any seals are broken, one (1) detector reading in accordance with the manufacturer's recommendations must be made in the presence of the COR After expiration of exposure period, seals or covers shall be removed and the structure, equipment or property shall be ventilated to dissipate all of the fumigant. The area shall not be entered until aeration is complete. The Contractor shall take appropriate readings in accordance with the manufacturer's recommendations in the most confined spaces where there is little or no ventilation. These readings shall be taken at the end of the aeration period after the tarpaulin is removed. Safe readings as listed by the American Conference of Governmental Industrial Hygienists or applicable State standards, whichever is more stringent, shall be required before re-entry.
2.4.4.9 Fumiscope Readings. Perform a minimum of three (3) Fumiscope readings in the presence of the COR at 2 and 4 hours after the introduction of the fumigant and at the end of the exposure period. Report of readings shall be forwarded to COR two (2) days after completion of fumigation.

2.5 Special Requirements.
2.5.1 Contract Reporting.
2.5.1.2 Service Contract Reporting (SCR) in the System for Award Management (SAM)
Effective in FY20, the Department of Army will no longer require contractors to report into the ECMRA.
Contractors will begin reporting manpower data relating to the performance for service/construction contracts into SAM, consistent with existing service/construction contract reporting requirements under FAR Subpart 4.17.
SCR is a business process that has been approved by the Army as a means for collecting information on contracts that provide services to the Department of the Army. SAM portal to SCR will allow industry to report all manpower data into a single Federal-wide portal, removing duplicative requirements, one for DoD and another for the rest of the Federal Government, which requires the same data elements to be reported for service/construction contracts performed for both DoD and Federal civilian agencies that essentially perform the same function. The outcome will be a process that is less burdensome on both industry and Government while improving data integrity and accuracy.
The reporting period for contractors in SAM generally is open from mid-October to mid-December for reporting against the prior government fiscal year. SAM will only enable reporting for entities with contracts that meet the SCR thresholds
Contractors must have an entity registered in SAM, an individual SAM user account with the Entity Administrator, Entity Registration Representative or Reporter roles for that entity and one or more contracts awarded to that entity, which meet the SCR reporting thresholds. For further information go to http://sam.gov
Detailed descriptions of Reporting Thresholds are available in the Service Contracting Reporting guidebook located at: https://dodprocurementtoolbox.com/site-pages/service-contract-report-sci
The Federal schedule for FY2020 for Contractor Service Reporting in SAM can be found in “Deploying Contractor Service Contract Reporting Memorandum” located in the procurement toolbox:
