Answer: Yes, wireless "intranet" network can be used as a solution set, (must not connect beyond the facility).

Question: Are there cybersecurity requirements for the security camera, intercom, cypher lock network?

Answer: No, Camera system must be totally isolated, building intranet network only.

Question: Is Wi-Fi allowed?

Land Mobile Radio Master Site Building 1292

1. PERFORMANCE OF WORK: Pacific Land Mobile Radio – Hawaii (PLMR-HI) requires a service provider(s) with qualified personnel to replace existing physical security hardware at Fort Shafter building 1292. The servicer shall furnish necessary management, labor, supervision, materials, equipment, transportation and other incidental services to remove existing physical security camera hardware, door access hardware, and intercom hardware, seal un-used existing entry points, purchase and professionally install new hardware, test full functionality of new hardware and provide as built documentation. All networked devices will be on a closed facility network. Service provider must provide competent hardware installers and integration personnel.

a. Camera replacement – remove existing security camera hardware. Install new replacement security cameras in addition to additional cameras in predefined location for expanded video coverage.

Camera Salient Characteristic:

“Intranet” IP based camera system (no external monitoring) Fixed camera PTZ camera IR, PIR, sound and sensors triggers

- Install Video system processing equipment using existing (designated) standard equipment cabinet #1 located in the server room.

- Install Exterior Cameras: Two (2)

- Install Interior Cameras: seven (1)

- Install video monitors in three (4) designated area.

b. Facility Access Control System – replace existing access control hardware. Install new automation digital access controller with entry logging recorder system for predefined doors and locks.

Access Control Salient Characteristic:

Programmable software control system Programmable and configure access door locks and personnel entry interface points Supports up to 200 users Manual key override Install four (4) control center remote door release buttons.

c. Facility Intercom System – Replace existing intercom hardware and Install new automation intercom system.

Intercom System Salient Characteristic:

Two way door intercom for predefined locations Push to announce

Install new intercom hardware:

- 6 new intercom positions: front entrance, entry into office area, office area 2, conference room, and classroom

- preposition four (4) intercom position with push button access control positon

2. Material Requirements: No reusable material. With exception of conduit.

3. Electrical: Use existing electrical where possible. All electrical work, if any, shall comply with the applicable rules of the National Electrical Code, NFPA 70-2017.

4. Outages: No facility power outages are required based on scope of work.

5. Site Access: The contractor must coordinate initial site access in advance of starting project.

6. Other Requirements:

a. Contractor shall verify existing conditions at the job site prior to the removal and installation of hardware.

b. All disturbed areas shall be restored to existing condition or better.

c. Any damage to existing facilities shall be repaired at the Contractor’s expense and at no additional cost to the Government.

d. Limited onsite parking is available. Parked vehicles shall not impede the safe flow of traffic.

e. Work shall be perform between 7:00 a.m. to 4:00 p.m. Monday through Friday, excluding federally recognized holidays.

f. Contractor shall test all operational all features of the new hardware upon its installation to ensure it is fully operational.

7. The Contractor will ensure that no part of the job site will be used as a dump. The work site and walkways shall be kept neat.

9. CONDITIONS: The contractor shall provide an on-site representative to coordinate and direct all work and serve as a point of contact with the Government. Contractor’s employees shall be under the supervision and direction of the Contractor.

10. SITE VISIT: Contractors are encouraged to conduct a site visit prior to submitting a proposal and shall contact POC to schedule a site visit. Site visit will be consolidated, scheduled, and will include all interested parties. Contractor to provide all applicable personnel information at least three (3) weeks prior to the event in order to gain access to the site.

11. No special access passes require for base access to the installation.

12. PERFORMANCE OF SERVICE: The Contractor shall notify the COR two (2) days prior to commencement of work.

14. HARDWARE STORAGE:

a. The government will not provide storage for this project.

b. No government equipment will be provided for this project.
