SOLICITATION QUESTIONS&ANSWERS
Questions & Answers:
1. SF 1449, Block 10. Block 10 states that this acquisition is “unrestricted,” but with an $8 million “size standard.” Question: Is this a Small Business size procurement?
***This acquisition is “Unrestricted.” Federal Acquisition Regulation (FAR) Subpart 19.102 requires the designation of NAICS Code (811310) for the acquisition, and the Small Business Size Standard is at $8,000,000.
2. Section 2.25.2.2. It appears there is a conflict between section 2.25.2.2 and potentially three other sections: 2.25.3.2; 2.25.6.3; and 2.25.6.4. Section 2.25.2.2 states that for all minor repair work, “The Contractor shall prepare and submit a written report within two (2) working days after the service call”; and the other three sections state that such and similar reports are required within one (1) working day. Please clarify.
***There is no conflict on information within the above paragraphs in question. ROUTINE services call Report which include minor repair should be submitted within two working days.
EMERGENCY services call Report which may also include minor repair should be submitted within one working day. MAJOR repair services Report should be submitted with one working day.
Paragraph 2.25.2.2 pertain to Routine services call report - submit within two working days Paragraph 2.25.3.2 pertain to Emergency services call report – submit within one working day Paragraph 2.25.6.3 pertain to Emergency service call report – submit within one working day Paragraph 2.25.6.4 pertain to Major repair services report – submit within one working day
3. Section 2.25.5. Question: Can the required QEI inspections be performed by the Contractor’s direct QEI employee, or must this service be subcontracted?
***Either one is acceptable as long as the QEI has a current certification.
4. Section 3.3, Fire extinguishers. Question: Can the fire extinguishers be serviced / recharged as needed, or are they the disposable type?
***If unable to recharge, the Contractor shall purchase a new one and dispose of the old one properly.
5. Addendum to 52.212-1, Instructions to Offerors, Section C., Quote Preparation Instructions, 3.b., Subfactor 2 – Elevator Mechanic & Inspector Qualification. Item no. 1 under this subfactor states that contractors are to “Submit State of Hawaii’s Elevator Mechanic License.” Question: Are these licenses due at the time of the submission of bids?
***Yes, Offeror should submit a valid State of Hawaii’s Elevator Mechanic License with their quotation in accordance with Addendum to 52.212-1 and 52.212-2.
6. Pricing Sheet ITEM NO 0004, 0005, 0006 and reoccurring. Question: Are the estimated quantities in “hours”?
***Unit of Measure is “Each” for CLINs X004 and X005. Unit Price should be per service call.
***Unit of Measure should also be “Each” for CLINs X006. We have added estimated total amount for CLINs X006. Offeror should submit their labor rate for these CLINs in their quotation.
7. Will you require test weight to be used for the Category 5 traction elevator tests?
*** Yes, Category 5 Traction Elevators will be tested with the full load of the elevator cab capacity.
8. Will you accept QEI Certification from EIWPF (www.eiwpf.org) in addition to NAESA?
***QEI Certification from EIWPF is unacceptable, submit a valid QEI certification from NAESA with your quotation.
