ADDENDUM TO 52.212-2

EVALUATION – COMMERCIAL ITEMS

A. Basis of Award. The request for quotations uses streamlined simplified acquisition procedures pursuant to FAR Subpart 12.6 and FAR Subpart 13.5. The Government intends to award a single firm fixed price requirements contract resulting from this solicitation to the responsible vendor whose quote conforms to the solicitation, meets the minimum requirements, price and other factors are considered. Award will be made to the lowest price quotation that meets the minimum technical approach requirement.

The following factors shall be used to evaluate vendor’s quotation:

Factor 1 – Technical Quotation Subfactor 1 - Preventive Maintenance Plan Subfactor 2 - Elevator Mechanic & Inspector Qualification Subfactor 3 - Relevant Work Experience Factor 2 – Price Quotation

Past performance will not be formally evaluated but will be reviewed during the responsibility determination. The Government reserves the right to seek past performance information by any means available, including, but not limited to, Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS) and Federal Awardee Performance & Integrity Information Systems (FAPIIS) as well any other Government-sponsored information available may be utilized to help make a responsibility determination in accordance with FAR Subpart 9.104.

As set forth in FAR 52.212-1, the Government intends to evaluate quotes and award a contract without discussion with vendors. Therefore. The Vendor’s initial offer should contain the Vendor’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussion if later determined by Contracting Officer to be necessary.

B. Evaluation Criteria.

1. Factor 1 - Technical Quotation. The purpose of the technical factor is to assess whether the offeror’s proposal will satisfy the Government’s minimum requirements. Evaluator shall evaluate the offeror’s proposal against the requirements to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined below.

Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation

Overall, the technical quotation must reflect a clear understanding of the program’s objectives, operating environment, and the demands and constraints in regards to the customers supported. Vendor’s technical approach shall address whether subcontracting any effort, the approach to accomplish the required services and obtain parts. The technical approach shall address the following subfactors as a minimum:

(a) Subfactor 1 – Preventive Maintenance Plan. This evaluates the proposed preventive maintenance plan and technical approach in maintaining the elevators and chairlifts sustaining their operational condition. The plan should include preventive maintenance schedule listing maintenance task to be accomplished periodically as required by the elevator manufacturer and paragraph 2.25.1 of the PWS. Hawaii.

The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS. At a minimum, at least one relevant experience. Please note that previous Government contract experience is not required.

2. Factor 2 – Price Quotation.

(a) Price will not be scored or rated and should be provided on the Standard Form (SF) 1449. The Government expects competitive quotes to be submitted for this procurement and will use these competitive quotes to determine price reasonableness in accordance with FAR 13.106-3.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government will evaluate the option contained in the clause 52.217-8 by adding to the total price one half the amount of the final year’s option price to the offeror’s total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and ½ of the 4th option. Offerors are not required to enter a price for the six- month period. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Unbalanced pricing. Vendors are cautioned against submitting a quote that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including Basic and Option Years) is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

(d) The Government intends to evaluate quotes and make award without any discussions, questions, or clarifications to vendors. Each vendor's initial quote shall contain the vendor's best terms from a technical and cost/price standpoint. Unclear or inconsistent quotes may not result in discussions, questions, or clarifications to the vendors. In addition, quotes with an omission/failure to follow the instructions of the RFQ or quotes that are unclear/inconsistent, regardless of their proposed costs, may be rated Unacceptable and therefore be ineligible for award. The Government reserves the right to ask questions of vendors if the Contracting Officer determines them to be necessary.
