ADDITIONAL INFORMATION

CLINS X014 – X020 have been revised and renumbering has shifted CLINS.

Please use the Conformed copy of Amendment 0002 when providing costs/offers on CLINS.

QUESTIONS AND ANSWERS

1) Can government consider another format of proposal submission?

At least an electronic copy via email or via submission through AMRDEC SAFE by the due date and hard copies to follow via mail as requested in the RFP. The reason for this request is recently we had submitted a proposal via FedEx to this base and even we mailed out a week early it seems to always have high security alerts where all deliveries to the base are delayed unless the security concerns are removed.

A contractor spends so much time, effort and expenses and could become a waste if a proposal cannot be delivered on-time at the base for unforeseen reason which could be out of contractor’s control. We will appreciate the government’s consideration on this request.

No, an original and additional hard copies and are to be delivered as prescribed in the solicitation.

2) Can the government provide the IGCE for this solicitation?

No

3) We would like to request a site visit for this requirement?

Site visit was conducted on January 24th, 2019 per Amendment 0001 posted to FBO.

4) Current contract information?

Based on our industry knowledge this requirement is currently performed under two separate contracts. Please confirm. Perry Management was awarded the Recycling Services contract as a separate contract 6-9 months ago. Please provide that contract information including contract number and total contract value.

Recycling Contract Awarded to Perry Management, Contract Number W912CN-18-D-0014 total contract award $679,164.07 Base plus 1 option year.

How about the refuse collection? How long has that contract been in place? Please provide that contract information.

Refuse Contract Awarded to Perry Management, Contract Number W912CN-14-D-0004 awarded for $9,821,049.00 Base plus 4 option years.

Has the scope changed from current to this solicitation and if yes what was the changes?

Please see the solicitation for the current scope.

5) Current Staffing Please provide current staffing level on each of the current contracts in place. For example, 2 Truck Drivers, 1 Recycling Labor, etc.

The offeror is responsible for ensuring there is sufficient staffing to properly perform the contract in accordance with the terms and conditions contained within.

6) Collective Bargain Agreement

Is this contract have any applicable CBA in place or we use SCA information when bidding?

Service Contract Act Wage Determination (SCA)

7) Government-owned Containers Please provide a list of all containers, size, age and where located at the base to determine the PM Maintenance services required.
