About this file

This Standard Form 30 (Amendment of Solicitation/Modification of Contract) is for a Tree Maintenance solicitation (W912CM25QA015) issued by the Army Directorate of Contracting. The amendment addresses two key questions from potential offerors: (1) pricing calculation methodology and (2) existence of a tree register. Regarding pricing, the government clarified that the price book requires individual unit prices (hourly rates) for emergency work, with total prices to be calculated post-award based on actual hours worked. Contract Line Items (CLINs) 0003 and 1003 include a fixed amount allocated for emergency work.

The amendment also confirmed that a tree register (Baumkataster) exists as an internal government document, and updating this register is not a requirement of the contract. The service provider will not be responsible for documenting or creating the tree register, though tree maintenance work will be generated based on this existing document. The solicitation's closing date remains unchanged, and the amendment provides clarification to ensure potential contractors understand the pricing and documentation expectations for the tree maintenance contract.

SUMMARY OF CHANGES

This amendment addresses questions received Block 14 (Description of Amendment/Modification):

from prospective offerors regarding Solicitation W912CM25QA015 for Tree Maintenance.

1. We are currently working on the Solicitation W912CM25QA015 for Tree Maintenance. While reviewing the price book, we noticed that the prices are not automatically multiplied. Instead, only individual unit prices are requested, whereas in the solicitation the total price is supposed to be presented.

Could you please clarify if there is an updated version of the price book that automatically scales the total price based on the listed quantities?

a. The Government acknowledges questions regarding the price book and the calculation of total prices as it relates to CLINs 0003 and 1003. The price book requires individual unit prices (hourly rates) only, as the total price is to be submitted by the awardee post-award in the event of an emergency action (the FFP hourly rate would be multiplied by the hours actually worked). The intent is to establish pricing for potential emergency work and ensure accurate accounting for Contract Line Items (CLINs) 0003/1003.

CLIN 003 includes a fixed amount allocated by the Government for emergency work; therefore, hourly rate prices within the price book are not intended to be automatically multiplied. Offerors are responsible for calculating and submitting the total price for each item after service has been provided, with the related invoice (i.e. post-award in the event emergency work is requested).

2. Additionally, we would like to ask whether a tree register (Baumkataster) already exists. If so, would it be possible to share it, or should this be documented or created by the new service provider?

a. A tree register (Baumkataster) exists as an internal Government document. While tree maintenance work will be generated based on this register, updating the register is not a requirement of this contract.

The responsibility for documenting or creating a tree register does not fall to the service provider.

The closing Date remains the same.
