General Overview of Indefinite Delivery/Indefinite Quantity Contracts
a. Initial Multi-Award IDIQ Contract (MAC) Award: This single solicitation will permit award of up to three (3)
Indefinite Delivery/Indefinite Quantity (IDIQ) contracts as part of a Multi-Award IDIQ Contract (MAC). Should only one technically acceptable offer be received the Government reserves the right to issue a single award IDIQ, without entering into discussions.
b. Initial Fair Opportunity Task Order Competitions: Following contract award the Government will award one task order for services in work order group I and a separate task order awarded for services in work order group II. (See discussion of work order groups below) to the Lowest Priced Technically Acceptable vendor for that work order group, who has received a MAC Award, based upon the prices provided in Attachment 5. Although it is anticipated that separate task orders for each work order group will be awarded as a result of this solicitation, if the same offeror is awarded both work order groups then, for administrative convenience, the Government may award a single task order to that offeror encompassing both Work Order Groups I and II.
The Government will make award of the first two (2) initial Task Order as follows: Award of Work Order Group I first, followed by award of Group Work Order Group II. If an offeror wishes to only be awarded one of the work order groups, it must state in Volume I of its proposal the following: "The offeror wishes to be considered for only one of the two work order groups as part of the initial fair opportunity task order competitions." In this case, if the
Government awards Work Order Group I to that offeror, it will not consider that offeror for award of Work Order
Group II. If no statement is present the Government will assume the offeror wished to be considered for both simultaneous task orders.
c. Subsequent task orders: For requirements arising after award of the initial task orders discussed above, contractors will be provided a fair opportunity annually unless required differently in the best interest of the Government to be considered for orders consistent with the terms of this contract and FAR 16.505(b). Contractors will be notified of specific order placement procedures prior to placement of subsequent orders.
