About this file
This document contains questions and answers regarding a solicitation for staging facilities operation support services at a military base in Germany. The solicitation seeks a contractor to provide non-personal services such as operating warehouse management systems and equipment to receive, store, and ship military supplies and equipment. The questions clarify that contractors will not be authorized to operate government vehicles or obtain motor pool licenses, and will not be required to transport items between warehouses. Resumes and certifications for proposed personnel are excluded from page limits for the technical factor. The contract will have a one-year base period and two option years, with work performed in Miesau, Germany, and compliance with German laws and regulations will be required.

6. PWS Technical Exhibit C Estimated Workload Data states, “…Historically, this requirement has been satisfied with two FTE.” The total hours required per Technical Exhibit C is 5,374. This equates to 2.8 FTEs if an annual FTE is 1,912 hours. 1,912 is the typical annual FTE calculation based on approved Federal Holidays and 10 days of vacation. We understand this is “estimated” only however if there is a high possibility that these hours will be required, it cannot be accomplished with only 2 FTEs.
Question #1: Does the government agree to 1,912 annual hours per FTE? If not, what is the government’s calculation for annual FTE hours?
The average hours for Technical Exhibit C should be 4,160 which averages 2 FTE and the hours are estimated to be 2,080. The Technical Exhibit C of the PWS has been updated accordingly.
Question #2: Is the contractor expected to meet the 5,374 annual hours required in the PWS?

Question #1: The highlighted sections above seem to contradict. Please clarify if contractors are required/authorized to operate Transportation Motor Pool (TMP) vehicles in the execution of their duties.
The contractor is not required nor authorized to operate TMP vehicles. The PWS has been updated accordingly.
** “Government vehicles” should be removed from the PWS. **
Question #2: PWS Part 5, paragraph 5.2.4 “Turn-in to DLA-DS” provides specific tasks related to this. The specific tasks do not include transportation of items to/from the Miesau warehouse to the DLA location. Are the contractors required to transport items to/from the Miesau warehouse for any reason?
No, the contractor is not required to transport items to/from the Miesau warehouse.
Question #3: If the answer to Question #2 is “Yes”, and the individuals are not authorized use of TMP vehicles, then transport of items to the DLA Disposition Services location is not possible by a contractor vehicle. Non-government vehicles (POVs, rentals, leased) are not authorized access/entrance into the DLA-DS site at this time. Please clarify how the government will resolve this issue.
The contractor is not required to transport items to/from the Miesau warehouse.
