Questions & Answers 3 November 10, 2021
Vendor Questions Government Responses
1. How many sewer manholes are in each location that have to be baited twice per year?
There are approximately a total of 300 manholes. Approximately 120 in Newman Village, 80-100 in Hainerberg, and 60-80 in Aukamm.
2. Are we allowed to drive by car on the airfield or do we have to walk through the whole field?
Driving is not allowed on the airfield, the contractor will have to walk to bring out any pesticides.
3. Billing and payments - which is going to be the period of payment for the Scheduled and On Demand services from the side of the Government to the future Contractor?
Typically this is done monthly. Scheduled services has a unit of issue of monthly.
4. Is there an exact compulsory number of employees needed to be presented daily for performing the Scheduled tasks and On Demand tasks or it depends on Contractor's estimation as per the job planned/occurred and needed to be executed? (para. 1.3 Scope and 1.5.5.3 Contractor Support Hours from the PWS).
In accordance with the Performance Work Statement (PWS), para 5.1.7, the contractor shall meet with the Contracting Officer’s Representative (COR) daily to deliver the Daily Pest Control Schedule.
The Government has provided an estimate based upon the historical amount of effort the work has taken, however, additional recurring tasks are included in the (new) Pricebook, e.g.
bedbug treatment.
The contractor is responsible for determining the daily presence required for the Scheduled and On-Demand tasks. Please note the prices for performance will be limited to those proposed in the price book.
5. Does the solicited USAG Wiesbaden Pest Control Contract include additional work or additional workload, which isn’t reflected in the current historical or estimated data?
The pricebook of the solicitation states 2370 hours for on demand work, Attachment 4 of the contract states 1620 hours for unscheduled work, how does this match?
The reason for the difference is one is the historical average (Attachment 3) and the Price Book is for the maximum number of hours available for On-Demand Services under the new IDIQ. As this will be an IDIQ contract, task orders will be issued for required work with estimated On-Demand Services for the task order period. As the workload estimates are averages, we have built in extra capacity on the IDIQ in the event of above average need for On-Demand Services. This would enable the Government to increase an existing task order or issue a new task order for additional On-Demand Services should the Government determine an increase to an existing task order or new task order for additional On-Demand Services is required. The intent was to provide vendors with historical workload information (Attachment 3) and the maximum number of hours (Price Book).
