Between Occupancy Maintenance (BOM) Services

USAG Wiesbaden Vendor Questions and Answers

1. What is the difference between the painting services in the work packages and the painting services (sep. Commissioning). Does a work package always have to paint the whole apartment (walls and ceilings) and are these services included in the work package?

Government Response: Every work package includes ‐ Routine Maintenance; Quarters Cleaning;

Preparation of Painting; and Painting Services. The painting within the packages includes painting of walls and ceilings in the complete apartment/duplex/single house including the basement room assigned to the apartment. For duplex and single houses, the basement rooms’ walls and ceilings shall be painted as well. The size of the basement will be added to the square meters (sqm) of the apartment and based on this total sqm, the order will be placed.

If we do not order a work package, there is a separate line item which allows the Government to order painting for walls and ceilings. There are three (3) line items for painting that can be ordered Separately, based on the type of paint (i.e., painting of basement floors requires a different paint).

2. What is the difference between the cleaning services in the work packages and the cleaning services

5.2.5.2. ‐3, ‐4, ‐5, ‐7, ‐8 (sep. Order)?

Government Response: The cleaning services in para. 5.2.5.2. ‐3, ‐4, ‐5, ‐6, ‐7 and ‐8 can be ordered separately.

5.2.5.2 is quarters cleaning. This can be ordered when we do not order a work package and only want to have certain areas cleaned.

5.2.5.3 is cleaning of floors and baseboards. This is also used when we do not order a work package.

5.2.5.4 is cleaning of basements, attics, utility rooms, and storage rooms. This cleaning, with the exception of storage rooms, is not included in the work packages. It is also used when we need just a single basement room cleaned that does not require a work package.

5.2.5.5 is cleaning of staircases/stairwells/steps. For example, this is ordered to clean the staircase in multi‐stairwell housing, or exterior steps to the basements. Staircases and steps in duplex and single houses are part of the work package; if we order a work package we will not order this line item separately.

5.2.5.6 is cleaning of light wells/exterior staircases. This is ordered when we do not order a work package. Cleaning of light wells can be all light wells in a multi‐stairwell house.

5.2.5.7 is light cleaning of Housing Facilities. This line item is used to order cleaning of apartments, duplex and single houses that were cleaned and sat vacant for a longer period of time.

5.2.5.8 is cleaning of bathroom and kitchen. This cleaning is ordered when we do not order a work package. It is for cleaning both the bathrooms and kitchen.

3. Is there a plan when which apartments are to be renovated? If so, how long in advance is this plan known? Are these plans existing for example 2017 or 2018 and is it possible to get a copy of them?

Government Response: There are plans for renovation and upgrading areas in our housing areas, which cannot be shared at this time. Should any of these plans for renovation and upgrading impact the services required by this contract, the Government will submit a bilateral modification to the Contractor for review and signature to incorporate changes to the contract.
