Between Occupancy Maintenance (BOM) Services

USAG Wiesbaden Questions and Answers #2

1. Reference PWS 5.2.1. Paragraph states that there are “...three (3) categories of UPH unit sizes (size 10 – 50 sqm;

size 51 – 120 sqm).” However only 2 categories are stated. Please confirm that there are only two.

Government response: There are only two categories. Amendment 0002 corrects PWS paragraph 5,2,1.

2. Reference Attachment # 8, Inspection Procedures for on Post Government Owned Army Family Housing (AFH), Paragraph 5. Paragraph 5 appears incomplete. Please provide the entire paragraph instruction.

Government response: Attachment #8 is corrected and is uploaded with Amendment 0002.

3. Reference BOM Exhibit 4 – Price Books for All Contract Years, FY 18 UPH Base and FY18 UPH Option Years.

Please confirm that the estimated Quantity for FY18 UPH Base is intended to be 47% the estimated quantities for each of the UPH Option Years.

Government response: See Attachment #9 Historical Work that includes the estimated Quantity during the period July 2017 through June 30, 2018.

4. Reference PWS 5.2.5.23, Replacement and Repair of Vinyl, PVC, Carpet and Laminate Flooring (Lanes). What percentage of flooring in the housing areas are 1. Vinyl; 2. PV; 3. Carpet; 4. Laminate Flooring so that bidders can better prepare their separately price estimates for ELIN X002AX.?

Government response: Currently there is approximately 70% Parquet flooring, 25% PVC, and 5% Laminate. Fewer than 10 apartments have carpet.

5. The Schedule identifies BOM work for AFH and UPH units to include “minor interior painting” (and one would assume preparation for painting “minor interior painting”). However within the PWS, there is no description as to what constitutes minor interior painting within the BOM work packages. Please clarify as to what constitutes “minor interior painting” that would be included in the work package.

Government response: This is an error; Amendment 0002 deletes the word “minor”.

6. Reference PWS paragraphs 5.2.5.11, Cleaning of Rain Gutters, and 5.2.5.13, Flush Down Spouts. Please confirm as to whether it is the Government’s intent to order Rain Gutter Cleaning and Down Spout Flushing in a bundled task order once or twice, per year, or is it the Government’s intent to separately order these tasks at various times throughout the performance period.

Government response: It is the Government’s intent to order twice a year.

7. Because of the holiday season and unavailability of personnel to complete past performance questionnaires, Offerors respectfully request submitting a completed CPARS evaluation with the proposal in lieu of the past performance questionnaire.

Government response: The date for submission of offers was extended to January 28, 2019 to take into account the holiday season.

8. Offerors noticed the period of performance for the contract is 60 months. Does this include FAR 52-217-9, Option to Extend the Term of Contract? If not, Offerors request the Government amend the RFP contract duration depicted on RFP page 20 of 112 to include the contract extension duration (typically 6 months).

Government response: The period of performance is for the base period of 12 months plus four (4) 12-month options, if exercised, which is a total of 60 months. FAR 52.217-9 states the contract shall not exceed 60 months.

9. Offerors respectfully request a proposal due date extension to 14 January 2019 to facilitate the holiday season and ensure all required subcontractor quotes are received timely.

Government response: Amendment 0001 extended the date and time for submission offers to January 28, 2019 to take into account the holiday season.

10. Offerors identified incongruent information between the recency definition depicted on pg. 86 of 112 and the Reference Information Sheet, Attachment 10. According to page RFP 86 of 112, recent is defined as “efforts that are completed or on-going within the last five (5) years (28 December 2013 through the issue date of this solicitation).”

Reference Information Sheet, Attachment 10, block 5 mentions “Date Work Started (within last five (5) years 28 December 2013 through the issue date of the solicitation)).” Please confirm if the information listed in Reference Information Sheet, Attachment 10, block 5 should be corrected and moved to block 6 “Date work was or will be completed” to match the recent criteria listed in the RFP.

Government response: The information contained in Block 5 of Attachment 10 is correct.

11. What does “non-personal services” mean?

Government response: Non-personal services are those where the contractor personnel are not administered as Government employees; they perform tasks as set forth in the PWS under the contractor’s supervision.

12. Will the purchases of paint be for the entire project or be limited to each of the 10 sets of quarters? The reason I ask is that this vendor offers quantity discounts, with the purchase of 180 gallons (681 liters). Please advise.

Government response: The purchase of paint is the contractor’s responsibility. Offerors may use Attachment #9 Historical Work to estimate and determine the quantity requires.

13. How are the paint products to be shipped, by commercial means or Military Transportation?

Government response: It is the contractor’s responsibility to ship paint products. Military transportation is not authorized under this contract.
