Webhosting Services for Army Flight Operations Detachment Services
USAG Wiesbaden, Germany March 4, 2019
1. Is the incumbent using the “U.S. DoD Aeronautical Information Portal” to create the NOTAM in the performance of this effort?
Government Response: No.
2. Can the NOTAM Server and application be hosted in the U.S. or must the application be resident on a server in Germany?
Government Response: The server and application may be hosted in the U.S. but please note that NOTAM proposals of all military organizations have to be sent to the German Military NOTAM Office via AFTN.
3. Are the current personnel available to transfer to a new company should an award be made to a company other than the current incumbent?
Government Response: It is the responsibility of each vendor to negotiate any transfer of incumbent contactor personnel.
4. There are several sections of the RFP that are denoted as “RESERVED”. (1.12,1.13, 1.15, 1.16, 1.17, 1.19, 1.20 and others) Does this “RESERVED” indication mean these sections are not applicable?
Government Response: Correct, these paragraphs do not apply.
5. Offer Due Date/Local Time listed for the RFP is 10:00 PM 17 March 2019, which is a Sunday outside of standard Monday-Friday workweek. Can the Govt. please confirm listed Due Date/Local Time.
Government Response: The Government confirms the date and time is 10:00 PM 17 March 2019 Central European Time.
6. Can the Govt. please provide the predecessor contract number reference and incumbent information OR given 1.2 under General Information…Under the current solution that is based on servers owned by the U.S. govt. and residing on a Govt. site, is the current solution supported by another contractor and if so please provide the contract number reference and incumbent information.
Government Response: W912CM-18-P-0023. Frequentis Comsoft GmbH.
7. CLIN 0003 Phase in POP listed as 01-Apr-2019 to 30-Apr-2019, and CLIN 0001 start date of 01-May-2019. With proposal due date of 17 March 2019, can the Govt. please verify these POP dates with short timeframe to evaluate proposals and award a contract.
Government Response: The Government confirms the POP.
8. In the Q&A response dated 2/20, the Govt. had explained in the pricing structure there is no exact fleet list as the number of aircraft varies and may increase when the number of Rotational Forces increases in FY20. Additionally in the Q&A, for pricing purposes, use 150 aircraft, with 80% being in weight category M. As there are widely differing parameters and pricing assumptions for flight planning and NOTAM support, can the Govt. please be more specific with our pricing response. Are we to utilize the 150 aircraft assumption for Base and each option year or is there any additional usage data (aircraft numbers, types of aircraft, flight numbers, etc.) that can be provided which will enhance the accuracy of our cost proposal?
Government Response: The fleet consists of 80% helicopter (H47 Chinook, H60 Black Hawk, H64 Apache & Eurocopter EC45) and 20% fixed wing aircraft (mainly BE20 King Air & C560 Citation). The current assumption for the base period and each option year is 150. The number of flight plans to be processed is about 22,000 per year plus around 30,000 related messages (Departure, Delay, Cancellation, Change etc.).
9. Is it the government's intent to use a 100% web-based solution or will certain aspects be accomplished from the
AFOD?
Government Response: Yes, it is the Government’s intent to use a 100% web-based solution with one-time on-site training in accordance with PWS paragraph 5.2.4.
10. The proposal states it is an objective to exchange messages with the German ANSP. It then lists AMHS p3 protocol. What types of messages are being exchanged, as it may be conceivable to enable an alternative protocol?
Government Response: Mainly AFTN messages are exchanged (flight plans and related messages, messages from IFPS, NOTAM & Free Text messages).
11. The proposal states the contractor will be required to create NOTAMs. It was our belief that the various airfields create their own NOTAMS. Is it truly the government's intent to have the contractor create NOTAMs? If so, what airfields does this entail?
Government Response: The contractor will not be required to create the NOTAM. All NOTAM for US Army airfields are created by AFOD and sent to the German Military NOTAM Offices. This entails Ansbach (ETEB), Kaiserslautern (ETED), Baumholder (ETEK), Grafenwöhr (ETIC), Hohenfels (ETIH), Illesheim (ETIK), Landstuhl (ETIP), Landstuhl Hospital (ETIY), Vilseck (ETOI), Wiesbaden (ETOU) and the military part of Stuttgart (EDDS).
The solution provided shall enable AFOD to create and send NOTAM. See NOTAM definition at PWS Part 2.
