Wiesbaden as well as a planning tool for Directorate of Public Works planning engineers. Purpose of this standard is to ensure contract reliability for the contractor, the contracting party, planning engineers and installation firms.

Planning engineers/offices and installation firms shall prove their professional qualification IAW DIN 14675, DIN EN 54, NFPA 72, NFPA 101 and all related regulations in current version by submitting respective certificates to the contracting entity prior to contract award.

Determination of the required extent of protection rests within the scope of responsibility of the USAG Wiesbaden, Fire Prevention Division.

This standard may be subject to purpose related deviations. Conception, planning and constructional deviations are subject to prior justification and do require coordination with, and the approval of both, the USAG Wiesbaden, Directorate of Public Works as well as the USAG Wiesbaden, Fire Prevention Division. Any deviation shall be documented in writing.

The following provisions of the TCS are a binding part of each contract pertaining to project planning, project construction, maintenance and repair of Fire Alarm Systems and shall be attached to the respective solicitation documents.

The USAG Wiesbaden Fire & Emergency Services Division will update the provisions of this TCS as needed and/or as relevant underlying provisions change.

In general the following requirements respectively guidelines for planning, installation and modification of Fire Alarm Systems shall be met.

2. Scope of Application within the USAG Wiesbaden

The jurisdictional area of the USAG Wiesbaden extends to any installation within the regional area of the USAG Wiesbaden.

The provisions of this TCS do not apply to occupancies used by the US Air Force and which, in case of fire alarm, fall within their range of responsibility.

The appropriate lifting tool for the floor panels shall be visibly stored in the immediate vicinity of the Fire Command Center.

Detectors in suspended ceilings shall be marked with parallel indicator devices parallel below the detector. Optical parallel indicators with red spherical caps will be installed the line and detector number must be noted on the parallel indicator or next to it.

Floor panels above detectors shall be marked with the respective line and detector number, the marking shall be everlasting.

7 Final Acceptance

Fire alarm systems shall be connected to the respective Fire Alarm Control Center prior to final acceptance by the COR and the responsible Fire Department, but will not be left in an operational until official acceptance of the building.

Flawless operation of the fire alarm system including all components installed as well as specific software and programming are pre-requisites for the acceptance. Programming data will be submitted to the ordering party in digital and hard copy format. Acceptance will be based upon the specifications, including all approved comments, deviations

(additional requirements or deletions), as well as plans and measurement records.

Certified personnel shall review the submitted documentation, ensure completeness, and check the technical execution of the project for correctness. This also includes manufacturer software and programming. The acceptance record shall document the condition of the fire alarm system itself, all installed components and controls.

Acceptance will be conducted, based upon the provisions of this technical connection standard as well as applicable rules and regulations and has to be documented.
