1. Estimated Work Load Data, Item 2: conduct/lead local walking tours provided in the table for the estimated workload data at page 26 of the Solicitation has to be provided 16 hours/week or 16 hours/month.
Question: In our experience, this requirement is actually conducted only twice a month by the incumbent. Could this requirement be updated to reflect current operating needs?
Government’s Response: The 16 hours per week is an estimation of time needed to provide more or less walking tours during peak seasons of transition.
2. Paragraph 1.7.4 Background Checks: The Contractor shall provide an installation pass log within thirty (30) calendar days after contract award. The pass log shall be updated as employees are added or removed and submitted to the COR within 5 days after changes.
Question: Paragraph 1.7.4. mirrors paragraph 1.7.3. Will this pass log be provided by the Government to the appropriate security office for background check initiation or is this paragraph in error?
Government’s Response: The pass log is created by the Contractor and lists qualified personnel who will be authorized to perform the required tasks in accordance with the requirements of the PWS listed within this solicitation. See revision to PWS 1.7.5.
3. Paragraph 1.8.13.b.: Contractor shall possess an Associate's Degree (or equivalent to a minimum of two-year secondary education with certificate or degree) in the Social Science or Public Relations related field, or two (2) years of work experience in providing newcomers in a military community services equivalent to the scope and magnitude as outlined in the PWS within the last seven (7) years.
Question: The way this paragraph is written, two years of previous work experience in a military community services position is equivalent to an individual possessing an Associate's Degree in Social Science or Public Relations with no experience. Please confirm that an individual with a high-school diploma (or GED) with appropriate experience is acceptable.
Government’s Response: See the revisions to PWS 1.8.13 Special Qualifications b.
4. Paragraph 1.8.13.e.: Contractor shall be fluent in spoken and written English and German (bi-lingual) (proficiency levels equivalent to Levels 3 of the BILC STANGAG 6001 Edition 4, dated 12 October 2010).
Question: Are all individuals hired for this contract required to have the bi-lingual fluency or is it only for those working in the Host Nation Orientation/Translation Services position?
Government’s Response: Yes. See PWS 1.8.13.paragraph e.
5. Paragraph 5.2.3: The Contractor shall conduct weekly Host Nation Orientation (HNO) briefings to newcomers at the Wiesbaden Entertainment Center and other designated locations and twice a week during the months of June, July, August. Included shall be language, culture, customs, a downtown walking tour of Wiesbaden, and transportation. Contractor shall provide learning materials to all class participants.
Question: This paragraph states that the Contractor is responsible for transportation for the downtown walking tours. Please clarify that the contractor is only responsible for the coordination of the transportation and is at no expense to the contractor.
Government’s Response: See revisions to PWS paragraph 5.2.3.
6. Paragraph 5.4.: Contractor shall obtain and maintain a Common Access Cards (CAC) card for computer usage. The Contractor shall complete all training and certification requirements to use the Government Local Area Network computer within three (3) working days of contract award.
Question: The typical timeline necessary to obtain a Common Access Card (CAC) can take weeks if not months due to backlog. Many of the contract services and training require a CAC card and access to the CTS database system. Although submission of the appropriate packet to obtain a CAC card is possible within the timeline specified, the ability to provide the required services is dependent on actual receipt. Request that the Government acknowledge this in the
PWS.
Government’s Response: See revision s to PWS paragraph 5.4
