Grease separators
Questions & Answers 2 November 9, 2016
Q1: The PWS 1.6.5 you state that the “Hours of Operations” are from Mon-Fri 7.15 to 16.00. Are there further restrictions on the hours of operation, e.g. are there any restrictions due to odor nuisances for working on any of the grease separators located at the dining facilities during lunch time?
Government Response: Performance at the dining facilities, building # 01052 and community activity center, building # 01011 shall be accomplished after 14:00 hrs.
Q2: Does the access to some of the separators require special equipment, e.g. does the access to any of the separators require the usage of an unusual long hose (longer than 20 meters)?
Government Response: Yes, based on historical contract data, long hose of approximately 70 meters is required to clean the potato starch separator located inside the dining facility, building # 01052, and approximately 50 meters long hose is required to clean the grease separator located in Hainerberg Housing Area, building #07884.
Q3: Some of the facilities can apparently only be reached using unpaved roads. Does Government guarantee that these roads are maintained in reasonable conditions, or does the contractor need to provide special off road vehicles?
Government Response: The Government does not guarantee the conditions of the roads. The contractor shall decide if off-road vehicles are required.
Q4: Are the numbers of cleaning services specified in the pricing schedule guaranteed, or do the CORs have right to significantly reduce the numbers of cleaning service calls without a formal amendment that both parties have to agree upon?
Government Response: This is a firm fixed price contract. The successful contractor shall perform in accordance with the contract and all attachments and exhibits. Service calls are not included in this contract. Any changes to the contract will be effected via contract modification, executed by the Contracting Officer.
Q5: If it is found that there is a disproportional discrepancy between the dimensions (cubic meters) of a separator specified in the PWS and its actual dimension will the government provide a reasonable remedy, e.g. adjusting the price schedule in an amendment.
Government Response: Yes. The contractor must inform the Government (COR & the Contracting Officer) immediately upon identification of the discrepancy so that a modification to the contract can be issued.
Q6: For the tightness tests (CLINS 0013-0015) the separators have to be fully depleted. We are wondering if these cleaning costs can be charged separately using the “cleaning CLINS 0001-0011" or do these costs have to be included in the calculations for the CLINS 0013-0015.
Government Response: All costs incurred during performance of tightness tests in CLINs 0013-0015 shall be included in the price for CLINs 0013 -0015.
Q7: Can (or should) several of the tightness tests (CLINS 0013 0015) be realized within a working day.
Government Response: Yes. Several of the tightness tests (CLINS 0013-0015) can be realized within a working day.
