About this file
This is a Request for Information (RFI) document for Solicitation W912CL26QKW02, issued by the 410th Contracting Support Brigade under the Department of the Army Materiel Command Army Contracting Command. The RFI addresses five key questions and answers regarding a bottled water procurement for delivery to Sauce Jungle School in Peru.
The Government seeks to procure 25,625 liters of bottled water in either 500ml or 1L bottle configurations, with a strong preference for 500ml bottles to support operational needs, transport, and consumption during an Army exercise. The Government does not have a strict preference between 500ml and 1L bottles, but prefers 500ml when possible; quotations may be rounded to the next full-case equivalent based on vendor availability. Regarding brand specifications, while the original solicitation references "Oasis Bottled Water," the Government has clarified a preference for San Luis or Aqua bottled water from the Coca-Cola Company (Peru), as these brands were tested and found locally available. The Government will accept any bottled water brand that meets the purification standards outlined in the Performance Work Statement. For offloading logistics at the delivery site, the Government clarified that while access roads are narrow, windy, and challenging during rainy seasons, the final delivery destination features a flat cement surface suitable for standard forklift operations. Small businesses are encouraged to participate in this solicitation if they can meet all requirements. The Questions Due date was August 5, 2026, at 1700 CST, with quotes due August 10, 2026, at 1000 CST.

RFIs for W912CL-26-Q-KW02 - SV26.2 Bottled Water:
1. Format Preference & Volume Equivalency: Paragraph 2.1 mentions either 500ml or 1L bottles, but the Delivery Table specifically lists 12 x 500ml cases. Does the Government have a strict preference for 500ml, or are 1L bottles equally acceptable? Additionally, the requested 4,271 cases of 500ml bottles yield exactly 25,626 liters. Should our final quotation reflect the exact 25,625 liters mentioned in the summary, or the rounded full-case equivalent of 25,626 liters?
A: The government does not have a strict preference for 500ml or 1L bottles. However, for this army exercise we would request as many 500ml bottles as possible to support our operational needs and ease of transport and consumption. The final quotation can be rounded to the next full-case equivalent based on availability and the vendor.
2. Brand Specifications: The specifications mention "Oasis Bottled Water" as a SOUTHCOM-approved brand. Could you please confirm if this refers specifically to the Peruvian manufacturer "AquaOasis," so we can guarantee strict brand compliance?
A: Our preference is San Luis or aqua bottled water (Coca Cola Company), we executed the final test after the PWS was submitted with Oasis Bottled Water. We noticed a prevalent amount of San Luis bottled water in the local area and conducted test for those bottled water. If the bottled water meets the purification standards outlined in the PWS, this will meet our preference.
3. Offloading Logistics: Paragraph 2.5 states that water must be downloaded via a contractor-provided forklift or crane. Could you clarify the terrain and surface conditions at the Sauce Jungle School delivery location? This will help our logistics team accurately determine if a standard forklift can be safely deployed on-site, or if we must allocate resources specifically for manual, hand-downloading offloading.
A: The sauce school roads are narrow and windy and on a clear dry day a 40-foot flatbed made the trip. However, during the rainy season heavy machinery and trucks may not make it up the hill. The unit has provided asphalt and gravel to overcome such issues. But, the final destination for delivery contains a flat cement top that a forklift can operate once transported.
4. Would you consider a brand other than listed in the notice?
A: We will consider San Luis Bottled Water or Aqua bottled water. Coca-Cola bottled water company from Peru is the most preferred option. Every country has a different brand.
5. As a small business organization can we participate in this solicitation?
A: Yes, we encourage your small business to participate if you can meet this requirement.
