About this file

This is a Responses to Questions document for federal contract solicitation W912CL-26-Q-F004 addressing bulk potable water delivery requirements to Sauce Military Camp in Peru.

The Government requires delivery of potable water in sealed, food-grade 5-gallon/20-liter containers (or local commercial equivalents) to the Sauce training area located in the District of Sauce, Province of San Martín, Peru, at coordinates 6°40'58.31"S, 76°12'54.62"W. The contractor is responsible for transporting, delivering, and offloading these pre-filled containers to the designated warehouse/storage footprint in accordance with the specified daily delivery schedule while maintaining the exact total volume required. The Government will not provide on-site bulk storage tanks or water bladders; therefore, individual packaged containers are the preferred and required delivery method. Contractors must account for transit across the Huallaga River via local ferry/balsa and unimproved road conditions when calculating delivery timelines and fuel costs. The document clarifies that 20-liter containers are acceptable provided the contractor maintains strict adherence to both the total volume and delivery schedule specified in the solicitation.

Location of the Requirement

Could you please confirm the exact location of the water delivery point in Sauce, Peru?

As we understand, Sauce is located in the District of Sauce, Province of San Martín, Department/Region of San Martín, Peru, approximately south of Tarapoto and across the Huallaga River.

Answer: Confirmed. The delivery location is within the Sauce training area (Sauce Military Camp / Sauce Barracks) located in the District of Sauce, Province of San Martín, Peru. The exact delivery coordinates are 6°40'58.31"S, 76°12'54.62"W. The contractor must account for the transit across the Huallaga River (via the local ferry/balsa) and the unimproved road conditions leading into Sauce when calculating delivery timelines and fuel costs.

Potable Water Storage Tank / Container

Could you please provide the technical specifications of the storage tank or container where the potable water will be delivered and stored?

Clarification: The Government will not provide on-site bulk storage tanks or water bladders for this requirement. The contractor is responsible for delivering the potable water already packaged in individual, food-grade, pre-filled containers (such as 5-gallon / 20-liter jugs) that can be easily stored, handled, and used directly for cooking and food service.

Water Supply and Delivery Method

Could you please clarify how the potable water is expected to be supplied to the site?

Specifically, we would like to inquire whether it would be acceptable to provide the required potable water in 20-liter containers, while maintaining the total volume and delivery schedule specified in the solicitation ?

Answer: Yes. Delivery of potable water in 5-gallon / 20-liter containers (or local commercial equivalents) is not only acceptable but is the preferred and required delivery method since no bulk storage tanks will be provided by the Government. The contractor is responsible for transporting, delivering, and offloading these sealed, food-grade containers to the designated warehouse/storage footprint at the Sauce training site in accordance with the daily schedule.
