About this file
This document is a Questions and Answers (Q&A) record for federal solicitation W912CL-26-Q-A036, addressing vendor inquiries regarding relocatable building (RLB) requirements for a Joint Security Cooperation Group (JSCG-P) Joint Operations Training Center (JOTC) project in Panama.
The solicitation requires delivery of modular office, billeting, storage, clinic, and support facilities with a base CLIN schedule (CLINs 0001-0007) and optional CLINs (1001-1007). CLIN 0001, an office space RLB of approximately 2,500 SF, must be installed and operational by 29 September 2026. Key performance requirements include compliance with UFC 3-301-01 and ASCE/SEI 7-22 structural standards (using Vult = 140 mph, Risk Category II, Exposure C minimum), applicable NFPA fire/life safety codes, and Panama-specific criteria per REP-2021. All facilities must function as independent, locally evacuated fire alarm and detection systems without requiring site-wide networking. The contractor is responsible for complete design, fabrication, shipping via U.S. flag vessel, delivery, installation, testing, commissioning, and 24/7 fuel support for generator operation throughout the contract period. Site utilities are contractor-provided; permanent Government utility connections are excluded unless specifically amended. The contractor must verify adequate bearing capacity through foundation design, submit coordinated site orientation and sequencing plans for Government approval, and maintain Panamanian business registrations and legal authorizations. Alternate modular configurations are acceptable provided all functional, capacity, and performance requirements are maintained. Phased delivery schedules measured in days from Notice to Proceed are permissible to accommodate award delays. The prior $1,000,000 estimated price does not constrain offeror pricing for current CLIN quantities and requirements.
