QUESTIONS AND ANSWERS
Q1. What contract does this solicitation correspond to?
A1. The incumbent contract is W913FT21C0001, which was solicited as W913FT21R0001.
Q2. Where can I get the solicitation, and when does the period of performance start?
A2. Solicitation W912CL23R0012 is available in an attachment at www.sam.gov. The period of performance for the resulting contract is to start 1 September 2023.
Q3. Should the vehicles be owned by the offeror?
A3. Yes, noted in the solicitation announcement, PWS 5.11 states that Subcontracting is not authorized.
Q4. Facilities Storage: Could you clarify whether the government intends to provide the storage facilities for the LAVs, or if the preferred approach is for the contractor to arrange storage facilities in or around the Bogota area?
A4. Contractor to arrange storage facilities in or around the Bogota.
Q5. Language Requirements: Additionally, we would greatly appreciate confirmation on the language requirements for the drivers. Do they need to be proficient in English, or is Spanish proficiency sufficient for this role?
A5. For the drivers, we would prefer familiarity with English, but Spanish Proficiency suffices the role.
Q6. If 17 LAVs are needed for a 1 Sept 2023 start date, is it acceptable to have a mix that may include some 2017s and 2018s for the first few months? We can supply a mix of vehicles that may range from 2017 to 2021, while a new fleet would take 4 months from order.
A6. An offer that consists of model year 2017 or newer vehicles followed by supply of 2019 or newer vehicles after award would not be Technically Acceptable.
Q7. Could we offer the 2016 model year (or newer) for use during the base period, with a commitment to use 2019 (or newer) during the option periods?
A7. An offer that consists of model year 2016 or newer vehicles followed by supply of 2019 or newer vehicles after award would not be Technically Acceptable.
W912CL23R0012
Q8. Until when do I have time to send questions?
A8. Per the announcement at http://www.sam.gov, "Questions regarding the solicitation are due no later than 11:00 a.m. Central on 1 August 2023. Questions shall be emailed to nathanial.d.gaunt.civ@army.mil AND timothy.k.griffis.civ@army.mil."
Q9. Are the answers public from the other vendors?
A9. Answers to received questions will be published in an amendment to the solicitation.
Q10. Can you confirm the day and time of the closing of the offer?
A10. As posted at www.sam.gov as well as the top of the SF1449 first page of the solicitation, offers are due at 11:00 a.m. Central on 8 August 2023.
Q11. In the application offer, only the 3-year quote is sent and the completed format is also sent.
A11. Please clarify the question. The period of performance is a one year base period plus two option periods for a total of 3 years. The required format for the proposal / offer is identified in the addendum to FAR 52.212-1 and 52.212-2 in the solicitation.
Q12. Could you tell me what specific documents I should attach with the quote?
A12. The Contracting Office does not provide specific guidance on how an offeror should submit an offer, to include identification of specific documents to attach, as it is the offeror’s responsibility to review the entire solicitation for complete understanding of the requirements and submit an offer accordingly. Areas of the solicitation of particular importance include, but are not limited to, the Addendum to FAR 52.212-1 starting on page 59, and Addendum to FAR 52.212-2 starting on page 62.
