PANAMAX CAP Lodging, Meals, and Conference Room Solicitation W912CL-18-Q-0020 Questions and Answers

Below are the submitted QUESTIONS from the Industry in reference to subject Solicitation and the ANSWERS provided from the Customer and Contracting Office.

Q1. On page sixteen (16) 5.13 Shuttle Services: Most hotels within the five (5) mile radius of downtown San Antonio Riverwalk Historic District either do not have Shuttle Services or have a flat rate for Shuttle Services to and from San Antonio International Airport. Therefore, will the government add ITEM No 0006 Shuttle Services and the total number of hours and days the government requires shuttle services to and from San Antonio International Airport.

A1: We are requesting a hotel which already provides shuttle services as part of their normal operation at no cost. If the hotel does not have existing shuttle service or charges a fee for the shuttle, we do not want to have to pay for that service. The shuttle service would be required on both arrival and departure dates, from 0600-1800hrs, as required.

Q2: Since the Marriott and all of its affiliates within the San Antonio Historic District have already provided a quote to their favored small business concern and will not provide quotes to other firms attempting to create unfairness and weed out the non-persistent competition. Will the government either rule out the Marriott and all of its affiliates as an acceptable logging and make multiple awards to eliminate intellectual gymnastic favoritism?

A2: All hotels that are registered with the System for Award Management (SAM) as a small business, may submit a quote for this requirement. Be advised that this is a single award for a requirement with clear and concise specifications (period of performance, see PWS).

Q3: For clarification, the conference small will only be needed one day to accommodate sixty-five (65) people on June 10th correct?

A3: Yes, the icebreaker event.

Q4: Since the conference room event will be during the evening hour will the government add ITEM 0007 for finger food, coffee, and tea services during the icebreaker event?

A4: No, not under this contract… the food and beverage requirements for this event will be coordinated and paid separately by the Protocol Office, Mr. Andres Rivera.

Q5: Since the event start date is 10 June, will the government prepay the awarded small business concern if they determine the firm does not have the financial profile to wait for a NET 30 payment to fulfill the solicitation requirement?

A5: For this requirement, the government does not intend to prepay the awarded small business concern if it is determined that the firm does not have the financial profile to wait for a NET 30 payment to fulfill the requirement because it is not in the best interest of the government. Please refer to the Federal Acquisition Regulation (FAR) part 32.202-1, Use of financing in contracts.

Q6: For any security issue that may arise, will the Government security director establish a direct point of contact with the awarded contractor, in addition to the hotel staff to solve security issues?

A6: Yes, the Government Representative will be the initial POC for any issues, whom will then contact the Command OPD Directorate Representative POC to resolve any security issues that may arise with the hotel. If the hotel prefers to deal directly with the command’s security manager, we can arrange for the hotel to have command’s security manager’s contact information.

Q7. For any payment issues that may arise, will the Government security director establish a direct point of contact with the awarded contractor, in addition to the provided representative as a liaison, who is vested with the authority to resolve issues and payments as they arise and will be available throughout the time period the hotel is in use by the Government.

A7: Government Security Director does not get involved with payment issues, that is handled through our Government Representative and Resource Directorate (G8) who will handle all payments.

Q8: Under 48 CFR 52.232-40 "Accelerated Payments to Small Business Subcontractors" Will the government prepay a small business concern if the primary awardee does not have the financial profile to purchase the accommodations in advance and then wait NET 30 for payment?

A8: Please see number 5

Q9: Is this contract intended to be awarded to the lowest acceptable bid?

A9: In accordance with page 27, FAR 52.212-1-Instructions to Quoters, letter (g), of the solicitation, “The Government may issue a purchase order to other than the quoter with the lowest priced quotation.” However, it is the intent of the government to award to the lowest priced quotation that can meet all requirements specified in the Performance Work Statement.
