About this file
This is Amendment 0004 to Solicitation W912CH-26-Q-0030, issued by the U.S. Army (Detroit Arsenal, Michigan) on April 22, 2026. The solicitation is for supply contracts and priced orders related to Multi-Application Weapon Components, with a Firm Fixed Price contract type.
The amendment revises Section F (Time of Delivery) to establish delivery schedules for five contract line items (CLINs). CLIN 0011 requires delivery of 1 unit within 120 days after award and cannot have an alternative delivery schedule proposed. CLIN 0022 requires delivery of 225 estimated units within 300 days with Factory Acceptance Testing (FAT) or 180 days without FAT, with offerors permitted to propose alternative schedules for estimated 15 units. CLINs 0023, 0024, and 0025 each require delivery of 225 estimated units within 180 days after delivery order award, with offerors able to propose alternative schedules. The amendment also incorporates FAR clause 52.219-33 (Nonmanufacturer Rule) into Section I of the solicitation. Offerors must acknowledge receipt of this amendment prior to the specified deadline, with 2 signed copies required to be returned to the issuing office at the Detroit Arsenal. The contracting officer is Pamela Cunha, and the buyer office symbol is CCTA/(520)942-7019.

SOLICITTION: W912CH-26-Q-0030
AMENDMENT: 0004
1) The purpose of this Amendment 0004 to Solicitation W912CH-26-Q-0030 is to:
Section F:
a) Revise F.1 TIME OF DELIVERY
FROM:
F.1.1 The Government requires delivery to be made according to the following schedule:
CLIN ESTIMATED QTY CALENDAR DAYS AFTER AWARD
0011 1 LO 120 DAYS
0022 EST 225 EA 300 DAYS WITH FAT /180 DAYS WITHOUT FAT
0023 EST 225 EA 180 DAYS AFTER DELIVERY ORDER AWARD
0024 EST 225 EA 180 DAYS AFTER DELIVERY ORDER AWARD
0025 EST 225 EA 180 DAYS AFTER DELIVERY ORDER AWARD
F.1.2 The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, may be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
Offeror's Proposed Delivery Schedule:
CLIN ESTIMATED QTY CALENDAR DAYS AFTER AWARD
0022 EST 15 EA _________ DAYS WITH FAT/ _______DAYS WITHOUT FAT
0023 EST 225 EA_________ DAYS AFTER DELIVERY ORDER AWARD
0024 EST 225 EA ________ DAYS AFTER DELIVERY ORDER AWARD
0025 EST 225 EA ________ DAYS AFTER DELIVERY ORDER AWARD
**Offerors may not propose an alternative delivery schedule for CLIN 0011
F.1.3 Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the
Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the
Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
F.1.4, Only upon approval from Contracting Officer, an accelerated delivery schedule may be acceptable at no additional cost to the
Government.
