A.1 BACKGROUND/DESCRIPTION OF THE ACTION

1. This solicitation is intended to result in the award of a five-year, firm-fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with first delivery order under FAR 16.504, Indefinite-Quantity Contracts, for the supplies specified. The resulting contract will establish pricing that remains in effect for the period identified in the Schedule. Delivery orders will be placed as

Government needs arise.

2. In accordance with authority of 41 United States Code (USC) Section 1903, Special Emergency Procurement Authority, as implemented by

Federal Acquisition Regulation (FAR) Subpart 18.2, Emergency Acquisition Flexibilities. This authority enables this action to be streamlined and expedited using commercial and simplified acquisition procedures in accordance with (IAW) FAR 2.101, FAR 13.500 and FAR

12.102(f)(1).

2. For further guidance related to an IDIQ type contract, refer to FAR Subpart 16.5, Indefinite-Delivery Contracts.

3. There is a Technical Data Package (TDP) associated with this procurement. The TDP is Distribution Statement C, which limits access to the Department of Defense (DoD) and U.S. DoD contractors only. Please refer to Section C for additional information.

MINIMUM AND MAXIMUM QUANTITY OF SUPPLIES

4. In accordance with (IAW) Federal Acquisition Regulation (FAR) 16.504(a)(4)(ii), the minimum quantity of supplies the Government will acquire under this contract is 36,373 books for M8 Paper. The Government will satisfy the five-year guaranteed minimum requirement by issuing the first delivery order (DO).

5. The Government is NOT obligated to purchase any additional requirements beyond the Minimum Guaranteed Quantity.

6. The minimum quantity is 36,373 books and the maximum quantity is 968,317 books for M8 paper.

ORDERING PERIOD

7. There will be five, one-year ordering periods beginning the date of IDIQ contract award.

DELIVERY ORDER AWARDS

8. Future delivery orders will be awarded IAW FAR 52.216-19, Order Limitations, and FAR 52.216-22, Indefinite Quantity.

10. The Government will utilize North American Industry Classification System (NAICS) code 325998 (All Other Misc. Chemical Product and

Preparation Manufacturing). This NAICS code will also be assigned to subsequent awarded delivery orders thereunder.

11. System for Award Management (SAM), Size Standards, and NAICS Codes. Failure to register in SAM for the corresponding NAICS code identified in paragraph 10 prior to submitting a proposal against this solicitation may preclude an award being made to your company.

[x] 2. The TDP for this solicitation resides within the System for Award Management (SAM) (https://SAM.gov) associated with this solicitation number:

W912CH-26-Q-0015

To access the data through SAM:

a. Log on to the SAM web site: https://SAM.gov.

b. Search for the solicitation number.

c. Click on the attachment you would like to view.

d. If the attachment is restricted, request access to the document.

(1) TDPs that have an Export Control Warning Notice are subject to the Arms Export Control Act (Section 2751 of Title 22, United States

Code) or the Export Control Reform Act of 2018 (Chapter 58 Sections 48014852 of Title 50, United States Code).

(2) Further dissemination of the TDP must be in accordance with provisions of DoD Directive 5230.25, DoDI 5230.24, its Distribution

Statement markings, and U.S. export control laws. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level.

(3) To obtain these TDPs, contractors must have a current DD 2345, Militarily Critical Technical Data Agreement on file with Defense

Logistics Information Service (DLIS). To obtain certification, go to DD FORM 2345 Instructions and DD 2345.
