About this file
This is a Commercial Solution Opening (CSO) Area of Interest announcement for the M109A7 Paladin Training System Tools, released January 7, 2026, with an amendment issued June 16, 2026. The Self-Propelled Howitzer Systems (SPHS) program, under CSO W912CH-25-S-C002, seeks innovative solutions for an agile and scalable simulator that replicates real-world M109A7 Paladin vehicle behavior for maintenance training purposes. The requirement includes developing and prototyping six powertrain maintenance simulators and six turret maintenance simulators, with purposely built, immersive, high-fidelity training software integrated with hardware prototypes to provide near-exact simulation of vehicle performance and interaction. Software development may be awarded independently from hardware development. The government notes potential challenges including data availability of vehicle systems and down-parts, as well as software and hardware upgrades during tool development.
Interested offerors must be registered in the System for Award Maintenance (sam.gov) and submit a written solution brief via email by 4:00 P.M. (ET) on June 30, 2026, to Contracting/Agreements Officer Daniel Daubenmeyer and Contract Specialist Betty Bundoc, with the subject line "M109A7 Paladin Training System Tools." Submissions must include a notional schedule limited to three pages describing how the proposed solution is achievable, with all assumptions annotated. Late submissions will be discarded and not evaluated. The government is not obligated to extend a request for Commercial Solution Proposal or make an award; all awards are subject to fund availability and successful negotiations. This announcement is not an authorization to begin performance and does not obligate the government for any offeror costs prior to issuance of a signed contractual document. Authority for this CSO derives from Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-81.

1.0 General Information
1.1 Introduction
This announcement is seeking a tool designed to deliver an agile and scalable simulator that accurately replicates real-world vehicle behavior in a training environment under the Self-Propelled Howitzer Systems (SPHS) Commercial Solutions Opening (CSO)
W912CH-25-S-C002.
Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the SPHS CSO special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO AoI Responses.
This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Section 1.2. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date.
The Contracting/Agreements Officer is not obligated to extend a request for Commercial Solution Proposal (CSP) or make an award as a result of this CSO AoI; all awards/agreements are subject to the availability of funds and successful negotiations.
This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting/Agreements Officer with appropriate consideration established. SPHS reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from SPHS CSO W912CH-25-S-C002, dated 13 August 2025. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-81.
1.2 Training System Tools
Program Manager Howitzer Systems (Paladin) is in need of a tool that provides an agile, scalable simulator that replicates real-world vehicle behavior for both powertrain and turret system maintenance training. When utilized with Computer Based Training http://www.sam.gov/ software, trainees will gain hands-on realistic experience. These simulators will provide a near-exact simulation of vehicle performance and interaction.
This requirement is to develop and prototype 6ea Powertrain maintenance simulators and 6ea Turret maintenance simulators. This effort will include software that is purposely built for immersive, high-fidelity training environments that, when integrated with the training system hardware prototype, will provide a near-exact simulation of vehicle performance and interaction. The initial software development may be awarded independently from the hardware development.
High-Level Potential Challenges:
• Data availability of vehicle systems and down-parts
• Software and hardware upgrades during development of tool
2.0 AoI Constraints
Any selected company/companies will be required to be registered in the System for Award Maintenance (sam.gov).
3.0 Submission Requirements
A written solution brief IAW CSO W912CH-25-S-C002 section 3.2.1 must be sent via e-mail submission by 4:00 P.M. (ET) on 30 June 2026, with subject line stating “M109A7 Paladin Training System Tools” to Contracting/Agreements Officer, Daniel Daubenmeyer, daniel.p.daubenmeyer.civ@army.mil, and Contract Specialist, Betty Bundoc, betty.bundoc.civ@army.mil
In addition to the written solution brief, include a notional schedule (3-page limit) of your proposed solution and describe how the notional schedule is achievable for the submitted solution. Annotate assumptions used for the notional schedule.
